No. Article 34 of D.S. (M) N° 214, as replaced by D.S. (M) N° 126 of 2 March 2022, provides that Chilean sports craft navigating in Chilean jurisdictional waters do not require a departure authorisation. Instead the skipper informs the yacht club or nautical sports entity being departed from — or the local Maritime Authority where none exists — of the intended movement, and bears full responsibility for the departure, the passage and the arrival. Departures to or arrivals from abroad remain subject to the Reglamento de Recepción y Despacho de Naves.

What safety equipment must a coastal sports craft carry?

Article 31 of D.S. (M) N° 214 states the duty and delegates the detail to a resolution of the Director General; that detail is Circular Marítima A-41/014, which sets an equipment table by craft class. The 'costero 60 MN' column requires, among other items, ISO 12402-3 lifejackets of 150 N with whistle for the whole crew, a lifebuoy with self-igniting light, safety harness, liferaft, VHF with DSC, an EPIRB, two red parachute rockets and two red hand flares, foghorn, signalling mirror, bilge pump, fire extinguisher, the Annex B first-aid kit and a 9-litre water container, with anchoring gear of at least five boat lengths of rode including one length of chain.

Which buoyage system is used along the Chilean coast?

Chile is in IALA Region B. Entering a harbour or channel from seaward, starboard-hand marks are red, conical or nun-shaped with a red cone topmark and even numbers, and port-hand marks are green, can-shaped with a green can topmark and odd numbers.
