About the Befähigungsprüfung Piercen und Tätowieren Exam
Piercing and tattooing are reserved in Austria to the regulated trade of Kosmetik (Schönheitspflege) by § 109 Abs. 3 GewO 1994, and are entered as restricted scopes of that trade under § 94 Z 42 GewO 1994. Each scope has its own Befähigungsprüfung set by the Bundesinnung der Fußpfleger, Kosmetiker und Masseure and administered by the Meisterprüfungsstellen of the Austrian Economic Chambers: the Piercen-Befähigungsprüfungsordnung, in force since 1 September 2023, and the Tätowieren-Befähigungsprüfungsordnung, in force since 1 January 2022. Both consist of four modules — practical, oral, written and Unternehmerprüfung — and both were assigned to Level 6 of the National Qualifications Framework on 13 September 2023. Preparation covers cutaneous histopathology, aseptic technique, sterilisation, EU REACH tattoo-ink limits under Regulation (EU) 2020/2081, implant-grade metallurgy, and the consent, contraindication and documentation duties of BGBl. II Nr. 141/2003 idF BGBl. II Nr. 261/2008 together with the hygiene rules of BGBl. II Nr. 262/2008. This practice bank is an English-language multiple-choice study adaptation covering the shared theory of both examinations; it is not an official translation, not a simulation of either exam's format, and it cannot substitute for the supervised practical work on live volunteers that each Modul 1 requires.

Kosmetik (Schönheitspflege) eingeschränkt auf Tätowieren — Tätowieren-Befähigungsprüfungsordnung, in force 1 January 2022: Modul 1 'Fachgerechte Durchführung einer Tätowierung' (finished tattoo of at least 15 cm x 15 cm or 225 cm², motif combining lines, shading, black plus three further colours and at least one gradient, stencil drawn by hand during the examination, work documentation produced within the examination time, no cover-up permitted); Modul 2 oral, two subjects; Modul 3 'Tätowierkompetenzen schriftlich'; Modul 4 Unternehmerprüfung. What are the legal age requirements for tattooing and piercing in Austria?
§ 2 Abs. 1 of the Ausübungsregeln (BGBl. II Nr. 141/2003 as amended by BGBl. II Nr. 261/2008) requires the legally effective written consent of the person concerned in every case. Tattooing a person before their sixteenth birthday is prohibited outright; from 16 to 18 the written consent of the person entrusted with the minor's care and upbringing is additionally required. Piercing an unmündige minor — anyone under 14 — is prohibited outright; from 14 up, guardian consent is additionally required, but that requirement lapses where the pierced site can be expected to heal within 24 days. The regulation itself sets no further site-specific age limits, so restrictions such as an 18-plus rule for intimate or nipple piercings are studio house rules rather than statute.
What hygiene and inspection certificates are required for Austrian tattoo and piercing studios?
Under § 4 of BGBl. II Nr. 262/2008 a piercing and tattooing business must prove compliance to the authority every year by producing an Unbedenklichkeitsnachweis from an accredited body; § 6 treats failure to produce it as a grave breach that can cost the operator the reliability required to hold the trade licence. Annex 1 of the same regulation requires reusable instruments contaminated with blood, serum or secretions to be sterilised — only hot-air or steam sterilisers qualify — with a chemical indicator in every cycle, an annual biological check by an accredited microbiology body, and sterilisation records kept for 10 years. A studio that uses exclusively single-use products needs no steriliser and no annual steriliser check.
What regulations govern tattoo inks in Austria?
Tattoo and permanent make-up inks in Austria are governed by the European REACH Regulation (Commission Regulation (EU) 2020/2081) and Austrian chemical legislation. Inks must not contain carcinogenic, mutagenic, reprotoxic (CMR) substances, banned aromatic amines, or heavy metals above stringent concentration limits. All ink bottles must display a batch number, ingredients list according to INCI, expiry date, and the statement 'Mixture for use in tattoos or permanent make-up'.
