Are security guards in Qatar allowed to carry weapons or arrest people?

No. Under Law No. 19 of 2009, private security guards are unarmed and prohibited from carrying firearms, with only a narrow, case-by-case ministerial exception. Guards may temporarily detain a person but have no legal power to arrest - only the Qatari Police can arrest, so guards call 999 to hand a situation over.

Who pays for training and licensing, and does a guard need an employer sponsor?

The employing MOI-licensed private security company pays all training and licensing fees and submits the license/Guard ID application on the guard's behalf - an individual cannot self-register. Guards should never be charged recruitment commissions or fees to obtain their license.
