EPA 608 Universal Certification Exam Guide 2026: Core, Type I-III, Passing Scores, and the New HFC Rules

The short answer: Universal is 100 closed-book questions, and 70% per section passes

EPA Section 608 Universal certification lets you maintain, service, repair, or dispose of every category of stationary refrigeration and air-conditioning appliance. You earn it by passing four sections — Core, Type I, Type II, and Type III — under closed-book, proctored conditions.

Federal rules, not a private test vendor, set the shape of the exam. Appendix D to 40 CFR part 82, subpart F says each test "must include 25 questions drawn from Group 1 and 25 questions drawn from each relevant technical Group," and that "Tests for Universal technicians will include 100 questions." It sets the passing score at "70 percent" for the closed-book Type I, Type II, Type III and Universal test, and at "84 percent" for a Type I test taken in the mail-in format.

The rule that ends the most Universal attempts before they start comes from EPA's own Section 608 certification requirements page: "Core tests taken as an open book exam cannot be used to get your Universal Certification. The core test must be taken as a proctored exam in order to attain Universal Certification." A cheap open-book Type I package is not a shortcut. It is a dead end for Universal.

One piece of good news: the credential is permanent. EPA states plainly that "Section 608 Technician Certification credentials do not expire."

Two numbers in that table cause most of the confusion online. The federal minimum is 70 percent, but each section holds exactly 25 questions, so 17 correct is 68 percent and fails while 18 correct is 72 percent and passes. That arithmetic is why prep sites say "18 out of 25," and why Mainstream Engineering, an EPA-approved certifying organization that says it has helped technicians get certified since 1994, prints "72% per section" on its Section 608 page. Both statements describe the same cut score. There is no partial credit and no curve.

Why an open-book Core cannot become a Universal certification

Appendix D creates two testing regimes, and mixing them is the most expensive mistake a candidate makes.

The mail-in route exists only for Type I. Appendix D allows "organizations providing Type I certification only" to choose an on-site or mail-in format. That route trades convenience for a higher bar: 84 percent instead of 70 percent. The regulation then closes the door: "Mail-in format Type I tests cannot be used toward a Universal certification."

Everything else is proctored and closed book. Technicians "must pass a closed-book, proctored test, administered in a secure environment" for Type II, Type III, and Universal. Proctors must confirm that no notes or training materials are used, verify photo identification, and cannot know in advance which questions appear on the test they watch.

Splitting the exam is allowed; downgrading the conditions is not. You may sit all 100 questions in one appointment, or build Universal by passing Type I, Type II, and Type III separately, as long as every one of those results came from a closed-book proctored administration. If you fail one section, you keep the sections you passed and retake only the failed one under your program's retake policy.

Remote proctoring is widely available. EPA's list of certifying programs flags which organizations offer it, and providers such as Mainstream Engineering deliver Universal online through a proctoring platform, with appointments booked at least 72 hours ahead. Remote does not mean open book. The webcam is the secure environment.

What changed for 2026, and what did not change on the test

Two separate rulebooks now govern refrigerant leaks, and most competing guides describe only the older one.

Section 608 sits under the Clean Air Act and 40 CFR part 82. Its leak repair provisions at 40 CFR 82.157 apply "only to appliances with a full charge of 50 or more pounds" of a class I or class II ozone-depleting refrigerant, with repair triggers of 20 percent for commercial refrigeration, 30 percent for industrial process refrigeration, and 10 percent for comfort cooling and other covered appliances. Those thresholds have been in force since January 1, 2019.

The AIM Act sits under 40 CFR part 84, and its big date already passed. EPA's January 2026 leak repair fact sheet states that "Beginning January 1, 2026, owners or operators and certified technicians must comply with leak repair requirements for certain refrigerant-containing appliances with a charge size of 15 pounds or more of refrigerant that contains an HFC or certain HFC substitutes." The leak rate triggers are the same 30, 20, and 10 percent, but the applicability is not: the charge threshold drops from 50 pounds to 15, appliances using a substitute with a GWP of 53 or below are excluded, and residential and light commercial air conditioning and heat pumps are exempt.

Other dates from the 2024 Emissions Reduction and Reclamation rule that a working technician should know, per EPA's ER&R fact sheet:

  • January 1, 2026 — reclaimed HFC refrigerant may contain no more than 15 percent virgin HFC by weight, and must be labeled.
  • January 1, 2026 — fire suppression equipment containing HFCs must be serviced or repaired with recycled HFCs, and releases must be minimized during service, repair, disposal, and installation.
  • June 1, 2026, or within 30 days of hire, whichever is later — required training for fire suppression technicians.
  • January 1, 2027 — automatic leak detection on existing commercial and IPR appliances of 1,500 pounds or more installed between 2017 and 2026.
  • January 1, 2028 — disposable cylinder contents must be removed before disposal, or evacuated to 15 in-Hg by a Section 608 certified technician with a certification statement.
  • January 1, 2029 — supermarket systems, refrigerated transport, and automatic commercial ice makers must be serviced with reclaimed HFCs.

Now the part no other guide states clearly. EPA's official Section 608 test topics list, last updated December 5, 2025, still frames the Type II and Type III leak topics as the "allowable leak rate for other appliances containing more than 50 pounds of refrigerant." The AIM Act's 15-pound HFC threshold governs your job site in 2026; the Section 608 test bank still tests the part 82 framework. On the exam, answer leak-repair questions from part 82 unless the question names an HFC appliance and the AIM Act. In the field, apply both.

One 2026 item is not settled. EPA published a proposed rule on May 26, 2026 (91 FR 30532) that would exempt road and intermodal container transport refrigeration units from the part 84 leak repair requirements regardless of charge size. Comments closed July 10, 2026. Until EPA finalizes it, the 15-pound rule still reaches those units, and no exam question should be answered as though the exemption exists.

Choosing an EPA-approved certifying organization

EPA does not administer the test and does not set the price. Appendix D says only that "certifying programs may charge individuals reasonable fees for the administration of the tests," and that "EPA will publish a list of all approved certifying programs." That list is the Certification Programs for Section 608 Technicians page, and it is the only authoritative roster. It lists more than 100 organizations, from ESCO Institute, Mainstream Engineering, RSES, and ACCA to community colleges, union training funds, and military schools.

Use the list itself as your filter:

  1. Confirm the organization is currently approved. EPA maintains a separate page for programs that stopped testing; credentials those programs issued while approved remain valid.
  2. Check the delivery flags. The list marks which programs offer remote testing, which are on-site only, which serve their own employees or students, and which offer Spanish.
  3. Verify Universal is offered. Some listed programs are Type I mail-in only, which cannot build Universal.
  4. Ask about the fee before you register. Prices vary widely by program and delivery mode, and a school or employer package may bundle the exam.
  5. Ask about accommodations early. Under 40 CFR 82.161(b)(3), a test may be administered orally to anyone who requests it in writing at least 30 days before the exam date.

One scheduling trap: some providers sell an exam voucher that expires. Mainstream Engineering states that its Section 608 Universal test "is valid for one year after the date of purchase." Buy when you are ready to study.

Core (25 questions): rules, chemistry, and safety

Know the ozone chemistry well enough to reason: chlorine is the atom that destroys ozone, CFCs carry the highest ozone depletion potential, HCFCs are lower, and HFCs have zero ODP but high global warming potential. Learn the phaseout dates as a pair. Production and import of HCFC-22 and HCFC-142b ended January 1, 2020, and all remaining HCFC production and import ends in 2030; only previously produced, recovered, recycled, and reclaimed R-22 remains available for servicing existing equipment.

Then lock down the regulatory items EPA lists by name: the venting prohibition at servicing and at disposal, the venting prohibition on substitute refrigerants, the maximum penalty under the Clean Air Act, the sales restriction, the AHRI Standard 700 purity specification for reclaimed refrigerant, and the difference between system-dependent and self-contained recovery equipment.

The three R's are pure vocabulary and appear every time. Recover is removal to a container with no processing. Recycle is basic cleanup, usually through filter driers, for return to the same owner's equipment. Reclaim is reprocessing to virgin purity, verified by chemical analysis.

Core safety questions cluster tightly: never fill a cylinder past 80 percent, recovery cylinders are gray with a yellow top and must be DOT approved, disposable cylinders are never refilled, and leak testing uses nitrogen with a pressure regulator and relief valve, never oxygen or compressed air.

Type I (25 questions): small appliances, 5 pounds or less

The recovery percentages hinge on one date. Under 40 CFR 82.156(b), recovery equipment manufactured before November 15, 1993 must pull 80 percent of the charge. Equipment manufactured on or after that date must pull 90 percent when the appliance compressor is working, or 80 percent when it is not. The alternative in every case is evacuating to four inches of mercury vacuum.

Type III (25 questions): low-pressure chillers

Type III is the section most technicians underestimate because the physics runs backwards. The recovery target is 25 mm Hg absolute for both pre- and post-1993 equipment, an absolute pressure and not an inches-of-vacuum reading.

The dates and numbers that decide borderline scores

  • November 15, 1993 — the recovery equipment manufacturing date that splits every evacuation requirement.
  • January 1, 2018 — the sales restriction in 40 CFR 82.154(c) extended to non-exempt substitutes, so buying HFCs requires a Section 608 card. Technician certification under 82.161 extended to HFCs on the same date.
  • January 1, 2019 — the 10, 20, and 30 percent leak rate thresholds took effect under 82.157.
  • January 1, 2020 — HCFC-22 production and import ended.
  • January 1, 2026 — the AIM Act leak repair rules reached 15-pound HFC appliances.
  • Three years — the retention period for sales invoices, disposal recovery records, and leak repair records.
  • 125 percent — the annual loss that makes an appliance "chronically leaking" and triggers a report to EPA by March 1 of the following year.
  • 30 days — the repair window after an appliance exceeds its leak rate, extended to 120 days when an industrial process shutdown is required.

What competing guides get wrong

Three errors recur across the top-ranking EPA 608 pages, and each one can cost you a question.

A fixed dollar penalty. Popular guides still print "$44,539 per day" as the Clean Air Act maximum, a 2016 inflation adjustment. The statute sets $25,000 per day per violation, and EPA re-adjusts the maximum every year under 40 CFR part 19, so any hard number in an older guide is already wrong.

Leak repair described as "50 pounds" only. True for part 82 and ozone-depleting refrigerants, and no longer the whole picture for an HFC system in 2026.

Vague open-book claims. "Type I may be open book depending on the proctor" is not the rule. Only a program offering Type I certification alone may use the mail-in format, the bar rises to 84 percent, and the result can never feed a Universal certification.

  • State the Type I recovery percentages for a working and a seized compressor on either side of November 15, 1993.
