10.1 Hazard Anticipation, Safety Margins & Vulnerable Road Users

Objective 1.3.a of the Driver CPC syllabus is the largest single objective in the category D list, and it is the one most likely to be tested indirectly in every case study. It requires the ability to anticipate, assess and adapt to risks in traffic: to identify possible hazardous situations, to interpret correctly how they may develop into situations where a crash can no longer be averted, and to select actions that increase safety margins far enough that a crash can still be averted if the potential hazard materialises. That last phrase is the whole syllabus in one line, and it is the reasoning the examiner is looking for.


The Three Categories of Hazard

The Official DVSA Guide to Driving Buses and Coaches and The Highway Code both organise hazards the same way, and case studies usually contain at least one of each.

The Scanning Routine

A professional driver is not simply "looking ahead". The routine is systematic and continuous:

  1. Far distance (15 to 20 seconds ahead) — where is the traffic flow going, where is the next junction, what is the road surface doing?
  2. Middle distance — is anyone about to emerge, is that cyclist about to pass a parked car?
  3. Near distance — the immediate space around the vehicle, particularly the nearside.
  4. Mirrors, every 5 to 8 seconds and always before any change of speed or direction — a bus has substantial blind areas that a car does not.
  5. Interior mirror — what are the passengers doing? A passenger standing to ring the bell changes what braking is safe.

Safety Margins: The Numbers That Matter

Objective 1.3.a asks you to increase safety margins. In practice that means three specific gaps.

Why a PCV needs more than two seconds: a bus or coach is heavier, its braking distance is longer, its driving position is higher so it is harder to judge the closing rate, and behind the driver sit standing passengers who will be thrown by an emergency stop that a car driver would consider routine. In a PCV, the braking event that injures a passenger is more likely than the collision it prevents.


Vulnerable Road Users: The PCV Perspective

The syllabus names pedestrians, cyclists and powered two-wheelers explicitly, and links them to the size and weight of the vehicle. The interaction is different in a bus from anything a car driver experiences.

The Hierarchy of Road Users

The Highway Code establishes that those who can do the greatest harm bear the greatest responsibility to reduce the danger they pose. A bus or coach is near the top of that hierarchy — only large goods vehicles sit alongside it. This is not a moral observation in a case study; it is the standard against which the driver's decision will be judged.

The Specific PCV Risks

  • The nearside blind area. The most dangerous single interaction in urban bus driving is a cyclist alongside the nearside as the bus pulls into a stop. The bus is turning across the cyclist's path into a space the cyclist may already occupy.
  • Leapfrogging. A bus overtakes a cyclist, then stops at a bus stop; the cyclist passes the stationary bus; the bus pulls out and overtakes again. Each cycle is a fresh conflict. The professional solution is to hold back behind the cyclist until there is genuinely room to complete the overtake and clear the next stop.
  • Pedestrians at and around stops. Passengers step off kerbs without looking, particularly when running for a bus. Children and older passengers misjudge the speed of an approaching vehicle. A bus already at a stop conceals pedestrians crossing in front of it from other traffic — and from you as you pull away.
  • Powered two-wheelers filtering. Motorcycles filter between lanes and alongside stationary buses, arriving in the offside blind area with no warning.
  • Long-vehicle blind spots. Mirror checks must include the Class VI front and Class V nearside close-proximity mirrors where fitted, plus any camera monitoring system, before every move-off and every turn.

Reading How a Hazard Will Develop

The syllabus asks you to interpret how a potentially hazardous situation may turn into one where a crash can no longer be averted. That is a prediction skill, and it can be practised.

The professional failure is not "failing to react". It is reacting only once the hazard has materialised, at which point the margins have already been spent.


Worked Scenario: The School Run Approach

A single-decker approaches a primary school at 15:20 on a wet November afternoon. Cars are double-parked on both sides, there is a lollipop patrol 80 metres ahead, a cyclist is 20 metres in front on the nearside, and three passengers are standing waiting to alight at the next stop.

The professional sequence is:

  1. Reduce speed well before the parked cars — the restricted view, not the visible hazard, sets the safe speed.
  2. Hold back behind the cyclist rather than squeezing past between parked cars and the rider; there is no 1.5 metre gap available.
  3. Assume a child will emerge between parked vehicles and cover the brake.
  4. Brake progressively, remembering the standing passengers; an emergency stop here injures people on the bus.
  5. Stop for the patrol and remain stopped until the crossing is clear and the patrol has returned to the kerb.
  6. Check the nearside mirror and the front close-proximity mirror before moving off, because the cyclist may now have passed you.
