Two Model Codes on One Reference Shelf

The Texas Department of Licensing and Regulation (TDLR) air conditioning and refrigeration (ACR) contractor exams are open book, and the approved reference list is unusual: it names both competing model mechanical codes. You may bring the Uniform Mechanical Code (UMC), published by the International Association of Plumbing and Mechanical Officials (IAPMO), together with the International Mechanical Code (IMC) and International Fuel Gas Code (IFGC), published by the International Code Council (ICC). The list currently specifies the 2021 editions, and the 2024 editions become the graded references on September 1, 2026.

That edition date is not trivia. Section numbers, table values and referenced standards move between code cycles, and PSI writes and grades items against the edition on the published list. Carrying a 2018 UMC to a 2021-edition exam, or a 2021 IMC after the 2024 changeover, turns your open book into a liability — you will find a plausible number under a familiar section heading and it will be the wrong one.

The two books exist because American mechanical codes grew from two lineages. IAPMO's Uniform family (Uniform Plumbing Code, Uniform Mechanical Code) developed out of the western regional model-code tradition and is maintained through an ANSI-accredited consensus process. The ICC's International family (IBC, IRC, IMC, IFGC, IECC) was consolidated in the 1990s from the three former regional model-code organizations and is maintained through a governmental consensus process. Most of the United States, and most of Texas, is on the ICC family — but not all of it, which is exactly why TDLR still tests both.

How Texas Actually Adopts a Mechanical Code

Texas does not write its own mechanical code. Three layers stack on top of each other, and exam questions get written at every layer.

  1. Statute. Texas Occupations Code Section 1302.101(a) directs the Texas Commission of Licensing and Regulation to adopt rules for the practice of air conditioning and refrigeration contracting that are at least as strict as the standards provided by the Uniform Mechanical Code and the International Mechanical Code. The statute itself names both books, which is the legal root of the dual reference list.
  2. TDLR rule. 16 Texas Administrative Code Section 75.110, Applicable Codes, is where the editions live. Effective September 1, 2024, the adopted codes are the 2021 International Residential Code, 2021 International Mechanical Code, 2021 International Fuel Gas Code and 2021 Uniform Mechanical Code; work permitted or started before that date could be completed under the 2018 editions. TDLR's 2026 rulemaking updates Section 75.110 from the 2021 to the 2024 editions effective September 1, 2026 — the same date the PSI reference list flips.
  3. Where the work is. 16 TAC Section 75.100(e) sets the standard of practice for the licensee. Inside a municipality, the standard is the code the municipality adopted by ordinance. Where no code has been adopted, one- and two-family dwellings and townhouses follow the applicable edition of the IRC with the IFGC and IECC, and commercial work and larger multifamily work may follow either the UMC or the IMC, IFGC and IECC — the contractor chooses.

Municipal codes ride on the Texas Local Government Code. Section 214.212 adopts the International Residential Code as the municipal residential building code statewide, and Section 214.216 does the same for the International Building Code on commercial construction, while expressly allowing a municipality to add, modify or delete requirements by local amendment adopted by ordinance after a public hearing.

The practical Texas picture: Dallas enforces a mechanical code based on the 2021 IMC, while Austin enforces a mechanical code based on the 2024 UMC (Ordinance 20250410-044, effective July 10, 2025) — Austin remains one of only a handful of Texas cities still on the Uniform codes, and it is currently a code cycle ahead of the 2021 edition the exam is graded against. Two jobs 200 miles apart can be governed by two different books plus two different sets of amendments.

The exam consequence: the test grades the model code on the list; the jobsite obeys the locally adopted and amended edition. Never answer an exam item from your city's amendment, and never quote the model code to an inspector as if it overrode the local ordinance.

The single biggest structural difference is fuel gas. The UMC keeps fuel gas piping in Chapter 13 of the mechanical book; the ICC family strips fuel gas out of the IMC entirely and puts it in the International Fuel Gas Code, leaving IMC Chapter 13 for fuel oil. Differences Candidates Trip On

Same subject, same chapter number, different answer. These are the recurring traps:

  • Terminology and definitions. Chapter 2 of each book defines its own terms, and they are not interchangeable. The UMC's ventilation chapter is titled Ventilation Air; the IMC's is Ventilation. When a stem uses a defined term in italics or small caps, verify it against Chapter 2 of the book being cited, not the one you happen to know better.
  • Ventilation-rate approach. The UMC's Chapter 4 leans on a breathing-zone, ASHRAE 62.1-style occupancy table (Table 402.1), while the IMC gives its own prescriptive minimum ventilation rates in Table 403.3.1.1, combining a rate per person with a rate per square foot. The same occupancy classification can produce different cubic feet per minute (cfm) in the two books, so read which table the question wants before you compute.
  • Refrigeration and machinery rooms. Both codes devote Chapter 11 to refrigeration and both lean on ASHRAE 15 for refrigerant quantity limits and machinery-room ventilation. The IMC splits the subject into Section 1105 (machinery room, general requirements) and Section 1106 (machinery room, special requirements), with 2021-cycle provisions for A2L mildly flammable refrigerants; the UMC organizes the same material under its own Chapter 11 section numbers.
  • Duct construction standards. Both codes point to the SMACNA (Sheet Metal and Air Conditioning Contractors' National Association) HVAC Duct Construction Standards — Metal and Flexible and to NFPA 90A and 90B, but the gage and reinforcement tables and their section numbers differ. A duct-gage question must be answered from the table in the cited book.
  • Appliance access. The IMC puts access and service space in Section 306 — a 30-inch by 30-inch level working space at the control side, an attic passageway not less than 30 inches high and 22 inches wide and not more than 20 feet long, and permanent access for roof-mounted equipment more than 16 feet above grade. The UMC covers the same ground in Chapter 3 under Section 304, with its own numbering and some different thresholds.

Exam Tactic: Which Book Do I Open?

Build this decision sequence before test day and rehearse it with your permanent index tabs in place:

  1. The stem names a code. Open only that book. Do not cross-check the other one — a correct UMC value can be a distractor on an IMC question.
  2. The stem quotes a section number. The numbering style is a tell. Uniform codes number principal sections with a .0 suffix — Section 304.0, Section 313.0, Table 402.1. ICC codes use plain multi-level decimals — Section 306.3, Table 403.3.1.1, Section 1110.3. Read the citation format and you know the book.
  3. The subject is fuel gas only. Go to the IFGC, unless the stem says UMC, in which case go to UMC Chapter 13.
  4. The subject is load calculation, duct design or equipment selection on an Environmental Air exam. That is ACCA Manual J, Manual D or Manual S territory, or the ADI Duct Size Calculator — not the mechanical code. Codes set minimums; the ACCA manuals set the design method.
  5. The subject is licensing, insurance, advertising, or discipline. That is Texas Occupations Code Chapter 1302 and 16 TAC Chapter 75, not a mechanical code at all.
  6. Nothing narrows it. Use the chapter cross-reference above, open both books to the same subject, and answer from the value that matches an available option.

Tab both books to the same subject order so your hands move the same way in either one, and write the edition year on the front of each tab set. On September 1, 2026 every one of those tabs has to move to a 2024-edition book.
