6.4 Mandatory Topics, BLS, and Trafficking Prevention

Pain management and controlled substances

A dentist who directly provides patient care completes at least four hours each biennial period in the required pain-management and controlled-substance prescribing and monitoring subjects. The content supports appropriate alternatives, patient evaluation, safe opioid practice, PMP use, diversion prevention, and recognition of substance-use risk.

Texas also imposed a two-hour controlled-substance prescribing and monitoring course condition for a dentist with controlled-substance prescribing authority before the first applicable registration renewal under the rule. That is not correctly described as a fresh stand-alone “two-hour DEA course every two years.” When the qualifying two hours are taken, they may count toward the four-hour direct-patient-care requirement as the rule allows.

Keep Texas Board CE separate from the federal DEA training condition. A federal registration applicant or renewer must satisfy current federal training attestation requirements, which have their own content and hour rules. One course may satisfy more than one requirement only when each governing authority accepts it.

BLS and CPR

Dentists and dental hygienists maintain the current life-support credential required by TSBDE. Anesthesia permit holders must meet their permit-level BLS, ACLS, or PALS conditions. Current Board guidance lists six hours of anesthesia CE for Level 1, eight for Levels 2 and 3, and 12 for Level 4 per permit-renewal cycle, together with the applicable life-support credentials.

BLS/CPR is mandatory but does not count toward the ordinary 24 Rule 104.1 hours. A dentist with 23 accepted dental hours plus a four-hour BLS card still has only 23 hours toward that total.

Human-trafficking prevention

Healthcare practitioners covered by Texas law complete a human-trafficking prevention course approved by the Texas Health and Human Services Commission when required for renewal. For dentists and hygienists, the approved course is completed as part of the 24-hour total. An office-created slideshow is not enough merely because it discusses trafficking. Verify the course on the approved list and retain the certificate.

Training emphasizes recognition, trauma-informed response, immediate danger, appropriate resources, and mandatory reporting when the patient is a child or vulnerable adult. It does not authorize detention of a competent adult or unsafe confrontation with a suspected trafficker.

Anesthesia-specific renewal

A sedation permit is renewed with the dental license but carries separate obligations. Current TSBDE guidance uses:

• Level 1: six hours of anesthesia-related CE;
• Level 2 and Level 3: eight hours; and
• Level 4: 12 hours.

Maintain BLS and, for higher permits and patient populations, ACLS and/or PALS as the current rule requires. A permit holder treating children 12 or younger under Level 2–4 must satisfy the pediatric authorization and current PALS requirements. These hours and credentials must be matched to the permit; do not assign Level 4 requirements to nitrous-only practice by default.

Documentation and overlapping credit

For every mandatory course, record the legal requirement, cycle, provider approval, subject, delivery method, hours, and whether it is included in the ordinary 24. This prevents two common errors: excluding an hour that law allows to count and counting BLS or jurisprudence when the rule expressly excludes it.

A Board order may require extra education beyond renewal minimums. Unless the order allows dual credit, do not assume ordered remedial education satisfies ordinary CE.

Applied audit

A direct-patient-care dentist completes 20 acceptable technical hours, including four accepted pain/prescribing hours, and four accepted risk-management hours. The total is 24 and the four-hour topic condition may be satisfied. The dentist also holds current BLS and completes the required approved trafficking course. BLS remains outside the 24. If the dentist holds a Level 3 permit, separately verify eight anesthesia hours and the applicable life-support credentials.

Course-selection discipline

A course title alone does not establish compliance. For trafficking prevention, confirm HHSC approval and covered content. For controlled-substance and pain education, confirm the course addresses the subjects and comes from an accepted source. For life support, confirm the provider and hands-on or skills requirements specified by the current Board rule.

Retain both certificate and enough course description to prove why it qualified. During audit, a generic certificate reading “Dental Update—4 hours” may not prove that the four-hour prescribing topic was satisfied. Match every mandatory item to a dated source before signing the renewal attestation.

Clinical use of mandatory training

Education should change practice. Prescribing training should inform quantity, alternatives, PMP interpretation, and naloxone or referral discussions where relevant. Trafficking training should produce a private, trauma-informed workflow and updated referral resources. Life-support training should be rehearsed with the office’s actual equipment. A certificate proves attendance; drills, protocols, and chart decisions show implementation.
