6.1 Dentist Licensure Pathways

Identify the route

Texas Occupations Code Chapter 256 and Chapter 101 rules create multiple routes to dentist authority. The ordinary initial-examination route, licensure by credentials, qualifying military processes, faculty or educational authority, temporary authority, and specialty-related credentials are not interchangeable. The application selected determines the required evidence.

For the ordinary route, an applicant generally establishes graduation from qualifying dental education, passes the required national examination and a Board-accepted clinical examination, completes Texas jurisprudence, submits primary-source documents and fees, and satisfies eligibility and fitness standards. Current TSBDE instructions control accepted examinations, recency, and document format.

Education and examination

A DDS or DMD title does not by itself establish that the program meets the Texas education requirement. Graduates of a foreign dental program commonly need a qualifying CODA-accredited advanced-standing or comparable program recognized by the governing law rather than relying solely on the foreign degree. Do not confuse a postgraduate specialty program with the education needed for unrestricted general dentist licensure unless the statute expressly provides the route.

National written testing and clinical competency are separate components. Passing INBDE does not automatically establish the required clinical examination, and another state’s license does not necessarily prove that the applicant took an examination Texas currently accepts.

Licensure by credentials

Credentials applicants must satisfy the current practice-history, active-license, examination, education, good-standing, disciplinary, and application requirements. This is not automatic reciprocity. TSBDE’s current renewal instructions state that the license expires when employment with the dental or dental-hygiene school ends and direct the licensee to notify the Board immediately. The 2026 amendments to Rules 117.2 and 117.3 removed language already found in Chapter 267 and made grammatical changes; they did not detach a faculty license from its statutory employment condition. A former faculty member must qualify for other authority before continuing patient care outside that route.
