1.1 TDLR Operator License Path & Exam Facts

In Texas, cosmetology is regulated by the Texas Department of Licensing and Regulation (TDLR), which absorbed the old Texas Cosmetology Commission in 2005. The credential most students pursue is the Class A Operator license (commonly called the cosmetologist license). It authorizes the full scope of cosmetology services: hair cutting, styling, chemical services (perms, relaxers, color), manicuring, pedicuring, facials, and the application of cosmetics.

Specialty licenses (Manicurist, Esthetician, Hair Weaving, Eyelash Extension) carry fewer hours and narrower scopes, but the exam questions on this guide target the Operator credential.

The path in five steps

1. Enroll in a TDLR-licensed cosmetology school and complete 1,000 hours of approved instruction (Texas reduced this from 1,500 hours effective September 1, 2019, under HB 2847).
2. Submit your hours and apply through the TDLR online licensing system; TDLR forwards your eligibility to the exam vendor, PSI.
3. Pass the written exam (you may sit for it after 900 of the 1,000 hours).
4. Pass the practical exam.
5. Pay fees and receive your license once both exams are passed and the application is approved.

Eligibility at a glance

Common trap: Older study material says Texas only requires a 7th-grade education. That is outdated. As of current rules you need a high school diploma/GED or an ability-to-benefit pass. If the exam offers "7th grade completion" as a stand-alone answer, treat it as a distractor.

Exam logistics you must memorize

Both components are delivered by PSI Exams. You schedule through the PSI portal or by phone after TDLR releases your eligibility.

Memory anchor: 100 questions, 70 to pass, two exams, one vendor (PSI). Do not confuse the written passing score with the 1,000 training hours — both numbers appear on the exam as distractors for each other.

Fees

The Operator license application fee is $50 (non-refundable). Including the PSI written and practical exam fees and related charges, candidates typically spend about $181 total to get licensed. Licenses are issued for a two-year term and renewed online. Do not invent a different fee on test day; if a question gives a range, the $50 application fee is the anchor most likely to be tested.

Worked scenario

Maria finishes 920 of her 1,000 hours and wants to start testing. Can she sit for the written exam? Yes — Texas lets candidates take the written exam after 900 hours, but she still cannot be licensed until she completes the full 1,000 hours and passes the practical. A frequent wrong answer is "she must wait until 1,000 hours for the written" — that is false.

Common traps to flag

• Mixing up 1,000 hours (training) with the 70 passing score.
• Assuming the practical is pass/fail by impression — it is points-based, scored to 70%.
• Believing licensure is automatic after passing exams — TDLR must also approve the application and lawful-presence documentation.

Scheduling, retakes, and what to bring

After TDLR posts your eligibility, PSI sends scheduling instructions. You book a seat at a PSI test center (or an approved practical site) using your eligibility identifier. On exam day you must bring two forms of identification, at least one being a current government-issued photo ID with your signature, and the name on the ID must match the name on file with TDLR — a mismatch can forfeit the appointment and the fee. Arrive early; late arrivals are commonly turned away and treated as a no-show.

If you fail either exam, you may retake it after paying the applicable exam fee again; the written and practical are scored independently, so passing one does not expire while you re-sit the other within the allowed window. There is no penalty score for guessing on the written exam — there is no deduction for wrong answers — so you should answer every question. The 10 unscored pilot items are mixed in and indistinguishable from scored items, which is another reason to treat all 110 questions seriously.

Where the exam content comes from

The written exam blueprint is built around the major content domains of Texas cosmetology practice: scientific concepts (anatomy, bacteriology, infection control), hair care services, chemical services, nail and skin care, and Texas law and rules. Roughly the largest single share of questions tests safety, sanitation, and infection control — which is why Section 1.3 of this chapter carries heavy weight. Memorizing the logistics in this section (100 questions, 70 cut score, $50 fee, 1,000 hours, age 17) gives you the "easy" law-and-administration points that many candidates lose by guessing.
