6.2 Structure, Ranks & Command of the TTPS

The Trinidad and Tobago Police Service (TTPS) is organized under a structured, hierarchical command system. This structure is designed to establish clear lines of authority, operational command, and administrative accountability. The service operates under the purview of the Ministry of National Security, which handles national policy. However, the internal administration and operational control of the TTPS are vested in the Commissioner of Police, ensuring independence in law enforcement operations.

The Commissioner of Police (CoP): Role and Authority

The Commissioner of Police (CoP) is the executive head of the TTPS. Under Section 123 of the Constitution of Trinidad and Tobago and the Police Service Act, the CoP is granted the supreme operational command, management, and administrative authority over the service. The duties of the CoP include:

• Operational Command: Directing all police operations, investigations, and tactical deployments across the country to maintain public safety.
• Administrative Control: Managing the police budget, distributing resources, appointing officers to specialized units, and overseeing training.
• Discipline: Enforcing disciplinary measures and managing promotions (subject to constitutional regulations).

The CoP is appointed by the Police Service Commission (PSC), an independent, five-member constitutional body. The PSC is responsible for appointing, promoting, disciplining, and monitoring the performance of the Commissioner and Deputy Commissioners. The CoP must coordinate with the Minister of National Security regarding policies and funding, but the Minister cannot direct specific operational decisions.

Recent years have seen historic changes in leadership. On February 3, 2023, Erla Harewood-Christopher was appointed as the first female Commissioner of Police of Trinidad and Tobago. Following her tenure, in June 2025, Allister Guevarro was appointed to the post, assuming the responsibility of leading the service.

The Rank Structure of the TTPS

The personnel of the TTPS are divided into three distinct categories: Gazetted Officers, Inspectors, and Subordinate Officers / Other Ranks. The rank structure, from highest to lowest, defines the responsibility of each officer:

1. Gazetted Officers (Executive and Senior Management)

Gazetted officers hold appointments published in the Trinidad and Tobago Gazette. They handle strategic planning and administration of divisions.

• Commissioner of Police (CoP): The supreme leader of the service. Wears crossed tipstaves surrounded by a laurel wreath.
• Deputy Commissioner of Police (DCP): Wears crossed tipstaves. DCPs assist the CoP and head portfolios such as Operations, Administration, or Intelligence.
• Assistant Commissioner of Police (ACP): Wears a crown and star. ACPs manage large geographic regions or national portfolios.
• Senior Superintendent of Police (Snr. Supt.): Wears a crown. Usually commands one of the nine geographical divisions or a major investigative department.
• Superintendent of Police (Supt.): Wears a star. Serves as second-in-command of a division or leads specialized sections.
• Assistant Superintendent of Police (ASP): Wears a star. Acts as a sub-divisional commander or assists in administration.

2. Inspectors (Middle Management)

Inspectors serve as the link between executive leadership and field operations.

• Inspector of Police: Wears three pips. Inspectors serve as Station Commanders of larger police stations, supervise Shift Commanders, or head specialized divisional units.

3. Subordinate Officers and Other Ranks

These officers are responsible for the daily execution of duties and field operations.

• Sergeant of Police: Wears three V-shaped chevrons. Sergeants act as shift supervisors, oversee patrol teams, and manage smaller stations.
• Corporal of Police: Wears two chevrons. Corporals provide direct supervision to constables, lead patrols, and conduct initial investigations.
• Constable of Police: The entry-level rank. Constables wear no rank insignia, displaying only their divisional letter and individual regimental number. They perform patrols, respond to emergencies, and make arrests.
• Recruit Constable: A trainee at the Police Academy. They do not hold full police powers until graduation and swearing-in.

Geographical Divisions

To maintain effective localized policing, Trinidad and Tobago is divided into nine geographical divisions:

1. Port of Spain Division (Capital city and environs)
2. Western Division (Diego Martin, Chaguaramas)
3. North Eastern Division (Morvant, San Juan)
4. Northern Division (Arima, Tunapuna)
5. Eastern Division (Sangre Grande, Toco)
6. Central Division (Chaguanas, Couva)
7. Southern Division (San Fernando, Princes Town)
8. South Western Division (Siparia, Point Fortin)
9. Tobago Division (Entire island of Tobago)

Each division is headed by a Senior Superintendent of Police, who is accountable for reducing crime rates and managing personnel.

Specialized Divisions, Branches, and Units

While geographic divisions handle localized policing, specialized units provide expertise:

• Criminal Investigation Department (CID): The primary detective branch, focusing on major crimes such as robberies, larcenies, and organized crime networks.
• Homicide Bureau of Investigations: Responsible for investigating all murders and suspicious deaths.
• Traffic Branch: Responsible for enforcing traffic laws, highway patrols, and escorting VIPs.
• Special Branch: The national security intelligence division, focusing on internal security threats and VIP protection.
• Guard and Emergency Branch (GEB): The tactical unit of the TTPS, responsible for crowd control, riot suppression, and high-risk search warrants.
• Fraud Squad: Investigates white-collar crimes, financial fraud, and public sector corruption.
• Cyber and Social Media Unit: Investigates digital crimes, hacking, and online fraud.
• Mounted and Canine Branch: Utilizes horses and trained dogs for patrols, crowd control, and narcotics detection.
