14.2 Certification Eligibility, Retake & Remediation Policy

The 919-Hour Academy Prerequisite

Before you can even sit for the MPOETC Certification Exam, you must complete the 919-hour Municipal Police Officers' Basic Training curriculum at an MPOETC-approved academy. The current curriculum (current MPOETC version) runs roughly 22 weeks full-time and blends classroom law with hands-on defensive tactics, firearms, driving, and scenario training. There is no "test-only" path: a cadet cannot skip the academy and challenge the exam based on life experience or prior military police service alone.

Minimum Eligibility to Enter the Academy

Pennsylvania sets baseline entry requirements that academies verify before enrollment. A cadet must:

• Be at least 18 years old
• Be a United States citizen
• Hold a valid Pennsylvania driver's license
• Have a high school diploma or GED
• Pass a psychological evaluation (MMPI), medical exam, and drug screen
• Pass a criminal background check demonstrating good moral character

A disqualifying conviction — for example, a felony under 18 Pa.C.S. § 6105 prohibiting firearm possession — ends the path before it starts, because a municipal officer must carry a firearm lawfully. Academies forward eligibility documentation to MPOETC through the Training and Certification System (TACS), the same portal used later for exam applications.

Physical Fitness: Cooper 30th Percentile

Cadets must meet the Cooper Health norms at the 30th percentile minimum across push-ups, sit-ups, a 1.5-mile run, and sometimes a flexibility or 300-meter sprint test depending on the academy. The standard is a floor, not a goal — many academies encourage cadets to train toward the 50th percentile so that the run does not become a distraction from academic study. Failing the physical fitness exit test prevents graduation and therefore blocks the certification exam, regardless of classroom performance.

The 24-Month Certification Window

MPOETC does not issue a paper certification to a cadet who simply passes the exam. Certification is issued only when the officer is employed by an Act 120 municipal police department. The exam pass is valid for 24 months (2 years) for this purpose.

The rule works in three common scenarios:

A realistic case: a cadet graduates an academy in May, passes the exam in June, but takes a municipal job that starts in October of the following year — more than 24 months later. Because the hiring falls outside the 2-year window, that cadet must re-pass the certification exam before the department can employ them as a certified officer.

The Retake and Remediation Decision Tree

MPOETC's retake policy is tiered. The path depends on which part of the dual requirement a cadet failed.

Path A — Passed all three academic subtests, but overall <70%

The cadet demonstrated competence on every academic module, so no further academic training is required. The cadet receives two additional attempts to pass the Certification Exam (applications submitted through TACS). This path is the kindest: study Module 4 and general competencies, then retake.

Path B — Failed one or more academic module subtests

The cadet must attend remedial training for that specific module(s) at an MPOETC-approved academy. After completing remediation, the cadet receives two attempts to pass the Certification Exam. If the cadet failed two academic subtests, both must be remediated — not just the lower of the two.

Path C — Failed to pass within the two attempts after remediation

If the cadet does not pass within those two post-remediation attempts, the next requirement is severe: repeat the full 919-hour Basic Curriculum before testing again. There is no fourth "quick retake." MPOETC treats repeated failure as evidence that the full foundation must be rebuilt.

Exam trap: Cadets sometimes assume one retake equals one chance. The policy grants two attempts after remediation (Path B) or after an overall-only fail (Path A). Use the first attempt seriously — do not "save" your studying for the second attempt, because the two-attempt window is short and scheduling depends on academy availability.

TACS: The Application Portal

All exam applications and retake requests are submitted through MPOETC's Training and Certification System (TACS). Cadets create an account during academy enrollment; instructors verify completion of the 919-hour curriculum before TACS unlocks the exam application. Retake applications similarly require instructor confirmation that remediation (if required) was completed.

Pass Rate Is Not Published

MPOETC does not publish a single first-time pass rate for the Certification Exam. Cadets should ignore online claims of specific pass percentages unless sourced directly from MPOETC or a certified academy. Treat any "90% pass" or "most people pass first try" statement as unverified. The only reliable preparation benchmark is your own academy quiz performance across the three academic modules and your Module 4 practice exams.

Questions about eligibility, TACS accounts, or remediation scheduling go through MPOETC, not the host academy — though the academy often coordinates the paperwork.

Practical Study Guidance

Because the retake path is tiered, cadets should track their per-module quiz averages during the academy — not just the overall average. A cadet hovering at 72% on one academic module and 90% on the others is in a riskier position than a cadet sitting at a steady 78% across all three. Drill the weakest module early, while remediation is still an option rather than a requirement. Physical fitness training should run parallel to academic study so that the Cooper 30th-percentile exit test never becomes the bottleneck that delays the certification exam.
