1.4 Exam Format, Fees & the ODOL Licensing Path (Assessment 4011)

Before a single NFPA 72 rule matters, you need to know exactly which test you are sitting for. Oklahoma does not write its own fire alarm exam inside the Department of Labor. ODOL sets the licensing requirements, and the CareerTech Testing Center — operating the Health Professional Certification Program (HPCP) — develops and delivers the written assessment. Candidates who confuse the two agencies waste weeks studying the wrong publication or calling the wrong office about a score report.

The Three Commercial Fire Alarm Assessments

The CareerTech Commercial Fire Alarm Study Guide publishes three separate assessments. Only one of them licenses you to install and service systems in the field.

Assessment 4011 is the technician exam. Passing it, combined with employment by a licensed Oklahoma commercial fire alarm company and a satisfactory security background verification, is what produces a Commercial Fire Alarm Technician license. A score of 70% or higher is required on the written examination; the result is presented to you immediately at the end of the session and must then be included with your licensure application package sent to ODOL.

The 4011 Duty Weighting — Where the 70 Questions Actually Land

The single most useful page in the official study guide is the skills-standards breakdown. Six duty areas carry the entire 70-item exam, and the weighting is emphatically not what most candidates assume.

[!IMPORTANT] Nearly six of every ten questions (58%) come from Duties B, E, and F — basic electronics, job-site safety, and hands-on installation practice. Candidates who spend all their preparation memorizing NFPA 72 spacing tables and none of it on Ohm's Law, ladder rules, conduit and box selection, or cable termination are studying against the published weighting. Duty C does not appear on the technician exam at all.

Open-Book Rules — What You May Carry In

The 4011 exam is open book, but the allowances are narrow and strictly policed.

• Always permitted: a copy of the Oklahoma Alarm, Locksmith, and Fire Sprinkler Act.
• Permitted code books for Commercial Fire Alarm Technician: NFPA 70 (National Electrical Code), NFPA 72 (National Fire Alarm and Signaling Code), and NFPA 731.
• Publisher-bound only. Photocopies that have been spiral bound or placed in a binder are prohibited, and loose pages of notes or codes are not allowed.
• References are physically inspected. Any book containing handwritten notations related to test questions will be refused at the door.
• Calculators are permitted and are supplied either by the testing center or through the on-screen assessment navigator — do not count on bringing your own.
• Photo ID: a valid, current driver's license issued by any U.S. state, or a valid, current State of Oklahoma identification card. Identification cards issued by other states are not accepted.
• Cell phones and other electronic devices must be off; all examinations are administered in English, and translators or translation dictionaries are prohibited.

Fees: Two Separate Payments to Two Separate Agencies

Candidates routinely under-budget because the testing fee and the licensing fee are unrelated.

All ODOL fees are nonrefundable and are paid at the time of application. ODOL does not accept cash; payment is by card, money order, cashier's check, or check.

Retesting and Renewal Arithmetic

• Retesting: a candidate who fails may retake the same category exam after paying a retest fee (OAC 380:75-3-2(c)). There is no formal waiting period, although whether a test center can seat you the same day varies. Failing to appear for a scheduled examination forfeits the examination fee.
• Renewal: individual licenses expire annually on the last day of the licensee's birth month. A license may be renewed at the standard fee up to thirty (30) days past expiration; after 30 days the licensee pays double the renewal fee.
• The two-year cliff: a license expired more than two (2) years cannot be renewed at all. The individual must pass the appropriate examination again and re-satisfy every licensure requirement — which is why a lapsed technician license is far more expensive than a late one.

Exam Watchouts

[!WARNING] "85 questions / three hours" is a distractor. The published test plan for Assessment 4011 is 70 questions in two hours — roughly 1.7 minutes per item. With a 70% cut score you may miss 21 questions; the 21st wrong answer fails you.

[!TIP] Budget your open-book time. At 1.7 minutes per question you cannot look up more than a handful of items. Tab NFPA 72 Chapter 14 (inspection, testing, and maintenance), Chapter 17 (initiating devices), Chapter 18 (notification appliances), and NEC Article 760 before you walk in, and answer everything you know cold on the first pass.
