Performance Indicator 0005h asks for research- or evidence-based strategies for identifying and teaching essential concepts, vocabulary, and content across the general curriculum. The general curriculum in New York is the NYS P-12 Learning Standards: Next Generation English Language Arts (including Grades 6–12 Literacy in History/Social Studies, Science, and Technical Subjects), Next Generation Mathematics, the New York State P-12 Science Learning Standards (NYSSLS), and the NYS K-12 Social Studies Framework. This section is not Chapter 7.1. Decoding programs, fluency routines, and packaged reading-comprehension curricula belong there. Here the question is which ideas and words this student must actually own to participate in science, social studies, mathematics, and ELA, and how you teach those ideas without replacing them with a diluted substitute.
Specially designed instruction (SDI) changes how the student accesses and shows the concept. It does not, as a default, change the concept into a different, easier idea.
Identifying what is essential: priority standards and essential questions
No teacher can teach every numbered indicator with equal depth. Curriculum planning uses a filter many New York districts call power standards or priority standards (Ainsworth and Reeves language used in local curriculum maps; it is not a NYSED official label on the standards documents themselves). The filter asks which standards have endurance (needed beyond this unit), leverage (useful in multiple disciplines), and readiness (required for the next course or the next standard in the sequence).

- Tier 3: domain-specific (photosynthesis, federalism, hypotenuse, isotope). Teach them in the unit that needs them, with morphology and visuals, not as a disconnected Friday list.
Student-friendly definitions use known words and the function of the term. Dictionary circularity fails: analyze means to perform an analysis. Better: analyze means to take an idea apart and look at the pieces so you can explain how they work together.

Content-area literacy is vocabulary plus discourse
Academic language is not only words. It is the talk and writing of the discipline:
- Science: claim, evidence, reasoning, control, observation versus inference. NYSSLS science practices (asking questions, analyzing and interpreting data) all ride on those words.

The organizer is SDI when it is the methodology that lets the student hold the grade-level relationship. It is watering down when the organizer replaces the relationship with a coloring task that never asks the essential question.
Do not water down the concept
Watering down looks like this: the grade 8 expectation is explaining photosynthesis as converting light energy to chemical energy stored in glucose; the student with an IEP is instead asked only to color a plant and write that plants need sun. Access looks like this: the same energy-conversion idea, taught with a labeled diagram, pre-taught Tier 3 terms, a read-aloud of the passage, a sentence frame (Light energy is converted to ___ energy stored in ___), and a lab observation. The concept stayed. The delivery and output changed.
That distinction is the CST trap. Options that simplify the content to a lower grade's standard forever are usually wrong. Options that keep the essential question and add SDI are usually right.
Co-planning the general curriculum
0005h is a collaboration skill. The special educator does not privately invent a parallel curriculum. Sit with the general educator, identify the essential question, choose a handful of words (mix of Tier 2 and Tier 3), plan the organizer, and agree how the student will show the concept (oral with AAC, labeled diagram, written paragraph with frames). Then teach those words before the dense chapter, not after the student has already failed the quiz.
New York classroom example
In a Buffalo Grade 5 ICT class, the NYSSLS unit essential question is How does energy move? Priority vocabulary: transfer (Tier 2), collision, conduction (Tier 3).
