8.3 Integrated Multi-Ability Recognition, Computer-Terminal Pacing & Protest Review
Key Takeaways
Use the stem to select a reasoning tool, while recognizing that one item may exercise several abilities; secure screen labeling is not published.
Calculator use, headphones/earbuds, and prohibited electronic-device use are disallowed; listed devices brought to the site are sealed in Yondr pouches.
The passing minimum is 70%; question count, duration, and guessing policy are not published in the notice, and eligible-list life is usually four years.
Candidates may attend a scheduled DCAS Protest Review Session to inspect exam items and submit written challenges backed by authoritative references, subject to all standard ID and Yondr pouch security rules
After testing, candidates must maintain current contact information in OASys, pay the $75.00 NYPD fingerprint investigation fee when called, request Selective Certification for Spanish (SPA) if qualified, and pass both call-taker and radio dispatcher courses during the 18-month probation
Note
Original OpenExamPrep practice: the directives, codes, priorities, addresses, maps, and console workflows below are fictional exercise inputs. They do not establish NYPD policy or disclose secure DCAS formats. Use each supplied rule.
Integrated Multi-Ability Recognition, Computer-Terminal Pacing & Protest Review
This guide practices the seven named abilities using original examples. A question may involve more than one ability: a supplied table can require comprehension, deduction, and ordering together. The notice does not publish whether items are labeled by ability, whether you can return to earlier screens, or how long memorization materials remain visible.
Use the task requested in the stem to choose a useful strategy. Classification is a study aid, not a five-second exam requirement. If a stem asks what must follow from a rule, test its conditions. If it asks for the strongest explanation, weigh evidence and uncertainty. If it asks for a sequence, verify every ordering constraint.
1. The 7-Ability Stem Recognition & Strategy Matrix
Use the last sentence of the question stem (the prompt call) to classify any item on Exam No. 7307 immediately and deploy the matching cognitive tool:
| Official DCAS Ability | Diagnostic Question Stem Cues | Primary Cognitive Tool to Apply | Fatal Test-Day Trap to Avoid |
|---|---|---|---|
| Written Comprehension | "According to the directive above..." / "Which statement is supported by the passage?" | Match literal facts and scope operators (must, only when, unless, except) directly to the supplied text. | Bringing in outside assumptions or falling for quantifier shifts (all vs. some, always vs. may). |
| Written Expression | "Which sentence is the clearest and most grammatically correct way to enter this CAD remark?" | Choose the concise, objective option that preserves all facts without ambiguous pronouns or dangling modifiers. | Selecting wordy, emotional, or speculative wording, or an option that drops a time/weapon fact. |
| Memorization | "Based on the call log you studied earlier, which unit responded to 415 Grand Concourse?" | Recall chunked addresses, 7-character license plates, vehicle data, and 3-digit codes. | Falling for attribute-swap distractors that pair a real street from Call 1 with the apartment from Call 2. |
| Problem Sensitivity | "Which detail indicates the greatest immediate risk?" / "What critical piece of information is missing?" | Scan for caller coercion, missing apartment/floor numbers, carbon monoxide clusters, or conflicting reports. | Choosing a routine administrative step instead of the immediate life-safety or scene-safety hazard. |
| Deductive Reasoning | "Under the dispatch rules provided, which priority level and units must be assigned?" | Verify every IF / AND / UNLESS condition in the general rule against the specific scenario facts. | Committing converse/inverse errors or ignoring an exception clause at the very end of the rule. |
| Inductive Reasoning | "Which conclusion best explains the pattern across these four 911 calls?" | Synthesize separate witness clues, call timestamps, and locations to find the single common cause or rule. | Overgeneralizing from one isolated detail or selecting a theory contradicted by one of the calls. |
| Information Ordering | "In what order should the technician perform these steps / dispatch these pending jobs?" | Apply Anchor-and-Eliminate (First Step, Last Step, Adjacent Pair) strictly using the prompt's rule set. | Using personal preference instead of the given rule or reversing earliest-to-latest sort direction. |
2. Computer-Terminal Execution & Mental Clock Math Without Calculators
The notice prohibits calculator use and use of electronic devices. Phones, smartwatches, cameras, e-cigarettes/vapes, and other listed devices brought to the site are sealed in Yondr pouches until after the event; headphones and earbuds are not allowed. Follow proctor instructions. Use or unauthorized removal from a pouch can nullify the score, forfeit the fee, and bar testing for up to five years. Authorized medical assistive devices require written DCAS approval.
The notice does not specify scratch-paper arrangements. Use only what test staff authorize, and do not bring personal notes. Mental calculation practice remains useful, but do not infer a zero-scratch-material test from the device ban.
Base-60 Mental Clock Math (Bridging Across the :00 Hour Mark)
Because you cannot use a calculator, you must perform 24-hour time calculations mentally or on authorized scratch material. The single biggest arithmetic mistake candidates make on chronological ordering and deductive time-window questions is subtracting clock times as if hours had 100 minutes instead of 60 minutes.
Always use the Two-Jump Bridge Method across the :00 hour boundary:
- Scenario A (Crossing Midnight
24:00 / 00:00): A robbery occurs at23:52, and a patrol car stops a suspect vehicle at00:07. Did the stop occur within a 15-minute high-priority window?- Jump 1 (To the Hour): From
23:52up to24:00(00:00) is60 - 52= 8 minutes. - Jump 2 (Past the Hour): From
00:00to00:07is 7 minutes. - Total Elapsed Time:
8 + 7= 15 minutes.
- Jump 1 (To the Hour): From
- Scenario B (Crossing a Daytime Hour Boundary): A 911 call is logged at
14:47, and the radio dispatcher broadcasts a BOLO 18 minutes later. What is the exact broadcast timestamp?- Jump 1 (To
15:00): Add 13 minutes to reach15:00(47 + 13 = 60). - Jump 2 (Remaining Minutes): Subtract those 13 minutes from the 18-minute offset (
18 - 13 = 5 minutes remaining), landing at15:05.
- Jump 1 (To
Pacing, Anti-Fatigue Habits & the 70% Passing Threshold
- Read the Stem Call First: Before reading a 250-word directive or a 6-row CAD table on the computer monitor, read the final question sentence first so your eyes scan the table only for the variables that matter.
- Track Table Rows Horizontally: Use the on-screen mouse pointer to trace across dense alphanumeric rows (
BX-044-8910vs.BX-044-8940) so screen glare does not cause your eyes to drift to the line above or below. - Read the Scoring and Navigation Instructions: The published minimum is 70%, but the notice does not state a guessing penalty, item count, or duration. Follow the instructions given at the test. Eliminate choices contradicted by the prompt, check any answer review the interface permits, and manage your remaining time. A stronger score can improve rank; it does not guarantee an earlier appointment or a vacancy.
3. Post-Exam Rights: Protest Review Sessions & the Path to Appointment
Your civil-service journey does not end when you click submit at the DCAS computer terminal. Understanding your post-exam rights and administrative obligations protects your place on the eligible list:
- DCAS Protest Review Session: As referenced in the official DCAS Notice of Examination (under Exam Site Admission and electronic security rules), candidates are afforded the opportunity to attend a scheduled Protest Review Session. At this session, examinees may review the test questions and provisional answer keys and submit written challenges—supported by authoritative references—for evaluation by the Test Validation Board (TVB) before final scoring is locked. Remember that all DCAS exam-site security rules apply equally to Protest Review and TVB sessions: you must bring valid photo and signature identification, arrive on time, leave calculators at home, and seal all cell phones and smartwatches in a Yondr pouch.
- Maintaining OASys Contact Information & the 4-Year Eligible List: When DCAS publishes the official Exam No. 7307 eligible list (which is usually active for four years), final score determines list position and the list guides consideration for appointment; passing does not guarantee selection. You must keep your mailing address, email address, and telephone number up to date in your OASys Dashboard (
a856-exams.nyc.gov/OASysWeb)—and in NYCAPS Employee Self-Service (ESS) if you are already a City employee—so you never miss an NYPD canvass letter. - NYPD Pre-Employment Investigation & $75.00 Fingerprint Fee: When reached on the eligible list, you will be called by the NYPD for a comprehensive character and background investigation (requiring a $75.00 fingerprint screening fee), medical and psychological evaluations, and mandatory drug screening. Candidates who filed while still completing their high school diploma or equivalency must satisfy that education requirement by October 13, 2027 (whereas qualifying work experience had to be met by October 13, 2026).
- Selective Certification for Spanish (SPA): Passing candidates who speak fluent Spanish may submit a post-exam request via
nyc.gov/CivilServiceNowNYCto take a qualifying Spanish assessment. Passing the qualifying test may give preferred consideration for bilingual NYPD 911 vacancies. - The 18-Month Probationary Period: Appointed Police Communications Technicians (starting at $51,790 base salary with the rate subject to change) serve an 18-month probationary period. To complete probation successfully and attain permanent civil-service tenure, every appointee must pass both the 911 emergency call-taker training course and the radio dispatcher training course.
Warning
Three Post-Exam Disqualification Traps to Avoid:
- Bringing an unpouched or ringing phone/smartwatch into a Protest Review Session carries the same disciplinary consequences as on exam day.
- Failing to update a changed mailing or email address in OASys can cause you to miss your NYPD background investigation canvass deadline and be marked "Not Qualified / Failed to Appear."
- During the 18-month probationary period, passing only the call-taker course is insufficient—you must pass both the 911 emergency call-taker training course and the radio dispatcher training course to retain your title.
Official Protest and Appeal Sources
DCAS's After Taking an Exam page distinguishes a protest about proposed answers from an appeal about calculation of the final score. The computer-based protest procedure describes requesting a review session, writing a specific item-based objection, and Test Validation Board review. Its general schedule applies unless otherwise indicated; follow the dates and instructions issued with your test rather than an assumed session date. The newer 7307 notice supplies the current Yondr/device rules for exam events.
A useful protest identifies the challenged item, the proposed answer, the precise problem, and supporting reasoning or evidence. Disagreement without a reason does not establish a key error. A final-score appeal is different: the 7307 notice directs candidates to the Committee on Manifest Errors through OASys when they believe the rating was incorrect. Keep the issued instructions and observe their deadlines. These procedures provide review opportunities; neither guarantees a score increase.
Independent practice. On the DCAS computer terminal, a question asks: 'A caller states in a calm, flat tone that she would like to order a large pepperoni pizza delivered to 312 East 149th Street, Apartment 4C, and repeats that her ex-boyfriend is standing right next to her. Which detail in this call indicates the greatest immediate risk that the situation could go wrong?' Which official DCAS ability is this question testing, and what cognitive approach should the candidate use?
Written Expression — select the most grammatically concise rewrite of the caller's statement
Information Ordering — arrange the caller's words into alphabetical and chronological sequence
Problem Sensitivity — identify the disguised coercion cue and immediate domestic violence hazard
Deductive Reasoning — apply a general pizza-delivery tariff schedule to the caller's address
Independent practice. A Priority 1 call reporting a commercial burglary in progress is logged at 23:49, and the first NYPD patrol unit arrives on scene at 00:08 the following morning. Under a dispatch audit rule, any Priority 1 response taking longer than 17 minutes requires a supervisor delay remark. Using mental clock arithmetic across the midnight boundary, what was the exact response time and required action?
19 minutes elapsed; the technician must enter a mandatory supervisor delay remark in CAD
15 minutes elapsed; the technician does not need to enter a supervisor delay remark in CAD
59 minutes elapsed; the technician must enter a mandatory supervisor delay remark in CAD
17 minutes elapsed; the technician does not need to enter a supervisor delay remark in CAD
Independent practice. Which statement accurately describes candidate rights and security rules regarding a DCAS Protest Review Session for Exam No. 7307?
Candidates may bring a pocket calculator and unlocked smartphone to look up reference statutes during the session
Protest Review Sessions are open only to candidates who scored below 70% after the final eligible list is published
Protests are decided verbally on the spot by the room proctor without written citations or Test Validation Board review
Candidates may review exam items and submit written challenges with references, subject to full ID and Yondr pouch rules
Independent practice. After passing Exam No. 7307 and being appointed from the eligible list as a Police Communications Technician (Title Code No. 71012), what must an appointee complete to pass the mandatory probationary period?
Complete a 6-month probationary period and pass either the 911 call-taker course or the radio dispatcher course
Complete an 18-month probationary period and pass both the 911 emergency call-taker and radio dispatcher courses
Complete a 12-month probationary period and earn Selective Certification for Spanish (SPA) within the first year
Complete a 24-month probationary period and establish permanent physical residency within one of the five NYC boroughs
