What the NY MPJE Is

The New York Multistate Pharmacy Jurisprudence Examination (NY MPJE) is the state-specific pharmacy law exam every candidate must pass before being licensed as a pharmacist in New York. Together with the North American Pharmacist Licensure Examination (NAPLEX), which tests clinical pharmacy competency, the NY MPJE satisfies the examination component of pharmacist licensure required under New York Education Law Article 137 (Pharmacy), specifically Education Law Section 6805, and its implementing regulations at Title 8 NYCRR Part 63. The New York State Education Department (NYSED) Office of the Professions (OP) -- the licensing authority for pharmacy in New York -- requires both NAPLEX and the NY MPJE to be passed within five years of each other before a license application can proceed.

Who Owns and Administers the Exam

The MPJE program is owned and developed by the National Association of Boards of Pharmacy (NABP), which has produced a unique, state-specific MPJE for each licensing jurisdiction since 1998. NABP writes and maintains the item bank, sets the Competency Statements that define what is tested, and contracts with Pearson VUE to deliver the exam at computer-based test centers. NYSED's Office of the Professions adopts the MPJE as New York's jurisprudence requirement, verifies each candidate's education and internship eligibility (including Form 4, the internship certification), and notifies NABP once a candidate is eligible; NABP then issues the Authorization to Test (ATT).

Unlike a dozen other jurisdictions, New York does not hand eligibility confirmation to NABP. NABP directly confirms MPJE eligibility -- for an added $85 processing fee -- only in Arizona, Colorado, the District of Columbia, Kentucky, Louisiana, Maine, Nebraska, North Carolina, Oregon, Rhode Island, Utah, and Wisconsin. New York verifies its own candidates through NYSED, so that extra $85 fee does not apply to NY MPJE applicants.

Exam Format

The NY MPJE is a fixed-length computer-adaptive test (CAT): each response shapes the difficulty of the next question, and the final scaled score reflects both accuracy and item difficulty.

Pretest items are unscored and indistinguishable from scored items, so answer every question as if it counts. The CAT engine does not allow you to skip a question or return to a previous one once you submit an answer.

Cost: What You Actually Pay

NABP's current fee schedule charges a $100 nonrefundable eligibility application fee plus a $170 exam purchase fee, for a $270 total per jurisdiction. Both fees are paid through your NABP e-Profile, not to NYSED. New York is not on NABP's list of jurisdictions that carry the additional $85 eligibility-processing fee, so a first-time NY MPJE candidate should budget $270, not more. This is a national NABP fee schedule rather than a New York-specific price, so it applies the same way in every state that has not adopted the Uniform MPJE.

Retake Policy

If you do not pass, NYSED is explicit that you should not go back to the state: "If you must retake the NAPLEX or MPJE, please contact NABP directly. DO NOT submit another licensure application and fee to the State Education Department." You must wait at least 30 days from the date of the failed attempt, reapply for eligibility in your NABP e-Profile, have your eligibility reconfirmed, and pay both the $100 application fee and $170 exam purchase fee again. NABP caps candidates at five attempts per jurisdiction unless the board of pharmacy sets a different limit; New York has not published a stricter attempt cap than NABP's standard five.

The Four-Area Blueprint (Current Through February 2027)

These four Competency Statements areas, published by NABP, currently define what is tested on every state's MPJE, including New York's. Because the exam has 100 scored items, the percentages approximate the number of scored questions drawn from each area. Chapters 3 through 6 of this guide map directly to these four areas.

The March 1, 2027 Content Outline Transition

NABP has released a new MPJE Content Outline that will replace the current Competency Statements for exams administered on or after March 1, 2027. Candidates testing before that date -- which includes anyone using this guide in 2026 -- are tested against the current four-area blueprint above. Candidates testing on or after March 1, 2027 should consult NABP's updated Content Outline directly, since the topic groupings and weights change.

Does New York Require the State-Specific MPJE, or the New Uniform MPJE?

In 2026 NABP launched an optional Uniform MPJE (UMPJE), a single multistate jurisprudence exam that a state can adopt in place of its own state-specific MPJE. As of mid-2026, only a small group of jurisdictions -- Arizona, Florida, Iowa, Kansas, Maryland, Montana, Nebraska, North Carolina, Ohio, Rhode Island, Washington, and West Virginia -- have adopted the UMPJE. New York has not. NYSED's own FAQ confirms this directly: "applicants seeking licensure in New York State are required to pass the New York State specific MPJE." Everything in this guide is built for that NY-specific exam, not the UMPJE.
