1.4 The Road Test: Vehicle Requirements, Elements & Reasons for Rejection

Key Takeaways

  • GDL permit holders under 21 must complete 6 months of supervised practice including at least 50 practice hours, 10 of them during darkness, certified on form BA-CSD; drivers 21 and over need 3 months.
  • A road test applicant must bring 6 points of ID, a validated non-laminated permit, a valid inspection sticker, registration and insurance card, and two properly mounted red GDL decals if applicable.
  • The MVC rejects road test vehicles for an improper or expired inspection sticker, no examiner access to a brake, tinted driver or front door windows, missing mirrors, broken glass, fast engine idle, or an unclean interior.
  • The examiner scores twelve elements including reverse driving, parallel parking, stopping at signs, turning, and yielding the right-of-way; a new driver is also required to perform a 3-point (K) turn.
  • Road test appointments must be made online or at any MVC Licensing Center — never by phone — and a licensed driver must remain in the vehicle at all times, even in the road test line.

1.4 The Road Test: Vehicle Requirements, Elements & Reasons for Rejection

Quick Answer: After passing the knowledge test and vision screening, a permit is validated for practice. GDL drivers under 21 need 6 months of supervised practice including 50 hours, 10 of them at night, certified on form BA-CSD; drivers 21 and older need 3 months. Bring 6 points of ID, the validated permit, a valid inspection sticker, registration, insurance card, and two red decals. The examiner may reject the vehicle — for bad brakes, tinted front windows, missing mirrors, or a dirty interior — before the applicant drives a foot.

Getting to the Road Test

The road test is the last gate before a probationary licence, and it cannot be scheduled until three things are true:

  1. The applicant has passed the knowledge test and vision screening (and, for a special learner permit, finished the approved behind-the-wheel course).
  2. The permit has been validated at a Licensing Center with a Driver Testing Center.
  3. The required supervised practice period has elapsed.
ApplicantSupervised practiceExtra requirements
GDL permit holder under 216 months minimum50 practice hours, including 10 during darkness; completed BA-CSD form signed by a parent, guardian, or supervising driver
GDL permit holder 21 or older3 months minimum

Appointments for an initial road test or a retest are made online at njmvc.gov or in person at any MVC Licensing Center. Appointments may not be made by phone.

The Road Test Checklist — Bring Every Item

Only original documents are accepted. No practice driving is permitted on the test course or in the parallel parking area.

  • 6 points of ID.
  • Validated permit — it must be legible and cannot be laminated.
  • Valid inspection sticker on the vehicle, or an official "No Inspection Sticker Required" card.
  • Valid registration card and a valid insurance ID card (an electronic version is acceptable).
  • Two red GDL decals, properly mounted on the front and rear plates, if GDL requirements apply.
  • A vehicle with unobstructed examiner access to the foot brake, or to a parking brake mounted to the right of the driver within the examiner's reach.
  • All signals, brake lights, and windshield wipers in working order.

Vehicles that cannot be used: autocycles, self-parking vehicles, and rental cars unless the applicant's name appears as a driver on the rental agreement. Out-of-state-registered vehicles must comply with the home state's insurance-identification laws.

Accompanying Driver Requirements

A licensed driver must always remain in the vehicle with the applicant. The vehicle may not be moved — even in the road test line — without a licensed driver aboard. If the accompanying motorist is licensed in another state, or has fewer than three years of driving experience, that person must drive the vehicle to the road test area. The MVC does not supply vehicles, and only the MVC examiner may ride along during the test itself.

What the Examiner Actually Scores

The examiner rides with the applicant on an off-road test area or a public road course. On a vehicle with a standard transmission, the examiner will also ask the applicant to demonstrate correct gear shifting. The twelve scored elements are:

ElementWhat the examiner is watching for
Driving in reverseHead and body turned right, right arm over the passenger seat, left hand at 12 o'clock; back about 100 feet in a straight line at walking speed (2–4 mph). Palming the wheel one-handed while reversing can fail the test.
Following other vehiclesThree-second-plus following distance, no tailgating
Nearing corners and intersectionsSpeed reduced, foot covering the brake, glance left then right
Parallel parkingFinish within 6 inches of the curb
Sitting properlySeat belt fastened, correct seating position
Starting a vehicleFull pre-drive checklist, mirrors and belt before ignition
Steering properlySmooth hand-over-hand or push-pull steering, hands high on the wheel
Stopping at signsComplete stop within 5 feet of the crosswalk or stop line
Stopping smoothlyProgressive braking, no lurching
TurningCorrect lane, signal 100 feet in advance, no wide swings
Turning aroundThe 3-point (K) turn, which every new motorist is required to perform
Using the hornAs a warning device only
Yielding right-of-wayCorrect priority at intersections and to pedestrians

Since August 31, 2016, backup cameras and parking sensors installed on the vehicle may be used during the road test — but the examiner still expects correct reversing technique first.

If the applicant passes, the examiner issues an authorization for licensing. The permit, the authorization, and the 6 Points of ID must then be taken to an MVC Licensing Center to obtain the licence. A first-time licensee receives a probationary Class D licence and is monitored by the MVC for one year.

Reasons for Rejection — the Vehicle Can Fail Before You Do

Most applicants assume only their driving is graded. In fact an examiner can refuse to conduct the test at all if the vehicle is unsuitable or unsafe. The common rejections are:

  • Improper, expired, or missing inspection sticker
  • Lack of examiner access to the foot brake or parking brake
  • Poor brakes — the pedal must not fade or sink to the floorboard
  • Dashboard brake warning light illuminated
  • Parking brake, brake lights, or signal lights not working
  • Unsafe tires — smooth, cut, or badly worn
  • Vehicle interior not in reasonably clean condition
  • Vehicle failed inspection and the motorist did not bring the Vehicle Inspection Report
  • Fast engine idle — the examiner cannot judge speed control
  • Missing seat belts (required on all vehicles built after July 1, 1966)
  • Tinting on the driver and/or front door windows
  • Missing rear-view mirrors, interior and/or driver door
  • Broken or cracked window glass
  • A passenger or driver door or window that does not operate from the inside

Two Programs Attached to the Testing Process

The Safety Pledge to Nikhil. "Nikhil's Law," signed in August 2015 and effective March 1, 2016, amended N.J.S.A. 39:3-41 to reinforce the consequences of ignoring traffic law. The pledge itself asks drivers to stop completely at every stop sign and never run a red light, stay alert with hands on the wheel, talk safe by using hands-free systems and never texting, and plan ahead by allowing five extra minutes to any destination.

Voter Registration. Eligible voters can begin registering at any Licensing Center while applying for or renewing a licence or non-driver ID; the MVC forwards the information to the Division of Elections. The registration deadline is 21 days before an election.

Key Exam Traps & Common Misconceptions

  • Trap 1: Practice hours. The 6-month clock is not enough on its own — under-21 drivers also need 50 logged hours with 10 at night and a signed BA-CSD form.
  • Trap 2: The laminated permit. A laminated permit is rejected at the road test window. So is a photocopy of any 6-point document.
  • Trap 3: Window tint. Add-on tinting on the windshield and front side windows is illegal in New Jersey (N.J.S.A. 39:3-74) and is a listed reason for road test rejection.
  • Trap 4: Moving the car in line. A licensed driver must be in the vehicle at all times, including while waiting in the road test line.
