The Laws That Govern Every New Jersey Licence

Chapter 1 of the Driver Manual opens with a set of duties that apply to every motorist, and each one is a favourite exam item:

• You must carry a valid driver license, probationary license, or validated permit, plus valid insurance and registration cards (N.J.S.A. 39:3-29).
• A permit holder must be accompanied by an appropriately licensed driver at all times (N.J.S.A. 39:3-13).
• Report an address change to the MVC within one week of moving — including a move out of New Jersey (N.J.S.A. 39:3-36). Address changes must be done online.
• Report a legal name change within two weeks of the marriage, divorce, or court order (N.J.S.A. 39:3-9a).

The Digital Driver License (DDL)

Since 2021 New Jersey has issued a centrally produced digital driver license. You apply at a Licensing Center and leave with an interim licence valid for 30 days; the permanent card arrives by mail from a secure production facility. • Motorists under 21 receive a distinctive vertical-format licence, which makes underage alcohol sales and GDL violations easy to spot.

The Three Kinds of Permits

Special Learner Permit — age 16. For a New Jersey resident who is at least 16, not under suspension, has signed parental consent, and is enrolled in an approved behind-the-wheel driver training course (six full hours of instruction in a dual-controlled vehicle, exclusive of MVC time). The instructor purchases the permit, which is valid for two years. The permit must be validated at a Licensing Center after the course is finished and before practice driving begins.

Examination Permit — age 17. For a resident at least 17 and not under suspension. No school enrolment, no instructor. The MVC validates the permit for practice driving once the applicant passes the knowledge test and vision screening; results stay valid for two years.

Examination Permit for Out-of-State Drivers. Required within 60 days of becoming a permanent resident, or when the out-of-state licence expires, whichever comes first. A vision screening is always required. Knowledge and road tests are waived for a valid, non-probationary licence from any of the 50 states, D.C., or a U.S. territory. Out-of-state drivers under 18 fall under New Jersey's GDL program; those between 17 and 18 receive a probationary licence for one year.

Out-of-Country Drivers. May drive on a valid foreign licence for up to one year. To convert, they must pass the knowledge test and vision screening and may be required to pass a road test. MVC Services Tested on the Knowledge Test

• Non-Driver ID card. Available at age 14 or older to anyone without a valid driver licence, using the same 6 Points of ID and address rules. It must be surrendered if the holder later receives a New Jersey driver licence.
• Organ donation (Donate Life NJ Registry). Anyone 14 and older may register. Saying "yes" prints the words "organ donor" on the licence. There is no cost to the family, donation does not affect funeral arrangements, and organs are allocated from a national list without regard to age, gender, race, ethnicity, or wealth. The knowledge test itself includes an organ-donation survey question in addition to the 50 scored items.
• Next-of-Kin Registry (Sara's Law). A voluntary, non-public statewide database, open at age 14+, that lets law enforcement reach your emergency contacts if a crash leaves you unable to communicate (N.J.S.A. 39:4-134.2).
• Motor Voter. Under the National Voter Registration Act, you may start voter registration at any Licensing Center while applying for, renewing, or changing the address on a licence or ID. The voter registration deadline is 21 days before an election.
