1.1 NICET ITWBS Level I Exam Overview & Open-Book Strategy
Key Takeaways
The current Level I exam has 115 questions, a 125-minute appointment, and a $235 fee effective August 1, 2026.
Level I may be taken at a Pearson VUE test center or through Pearson VUE OnVUE online proctoring, subject to NICET eligibility and delivery rules.
Items can include single-answer, multiple-answer, and image-based interactions; candidates should follow each item prompt rather than assume every item has one correct option.
NFPA 25 (2023) is the primary exam reference and is available electronically; permitted paper references may be publisher-bound or secured in a three-ring binder under NICET rules.
A scaled score of 500 or higher is reported as Pass, while an unsuccessful score report includes the scaled score and domain percentages.
1.1 NICET ITWBS Level I Exam Overview and Open-Book Strategy
Independence notice: OpenExamPrep is not affiliated with or endorsed by NICET, NFPA, OSHA, or Pearson VUE. Always confirm policies on NICET's current pages before scheduling.
NICET's Inspection and Testing of Water-Based Systems Level I credential is the technician-trainee level. It is aimed at people who identify components, observe condition, assist with basic operation under direct supervision, and prepare preliminary records. Certification is not based on the exam alone: the current certification requirements also call for at least six months of qualifying full-time-equivalent involvement and verified performance measures. Some related experience may count under NICET's published rules, so an applicant should use the official application instructions rather than rely on a coworker's recollection.
Current exam facts
The official program page and the August 2026 candidate handbook list 115 questions, 125 minutes, and a $235 Level I fee effective August 1, 2026. Level I is offered through Pearson VUE at a test center and through the OnVUE online-proctored option. Delivery policies differ: a test center controls physical materials in the room, while an online appointment has workspace, camera, identification, and system-check requirements. Read the appointment confirmation for the selected mode.
Do not assume that every item is an ordinary four-option, single-answer question. The handbook explains that an examination can include items with more than one correct response and items that require clicking an image. The instruction presented with the item controls. A built-in basic or scientific calculator is available where needed; personal calculators are not permitted. These facts matter because a candidate who stops after selecting one response on a multiple-answer item can lose a point despite knowing the subject.
NICET reports a Pass at a scaled score of 500 or above. A failing score report includes the scaled score and percent correct for each major content area. A scaled score is not the same as a raw percentage, so do not convert 500 into “50 percent.” NICET permits another attempt after 30 days and limits a candidate to three attempts in a twelve-month period. Confirm the current retest rule before paying because program policies can change.
Blueprint and references
The current Level I content outline divides the work into four ranges rather than four fixed percentages:
| Official domain | Published range |
|---|---|
| Identify condition and operation of system components | 32–43% |
| Operate components under direct supervision | 26–36% |
| Prepare preliminary documentation | 17–27% |
| Safety | 5–15% |
The official selected-reference list identifies NFPA 25 (2023) and OSHA 29 CFR 1910. NICET marks NFPA 25 as available electronically during the examination. At a test center, approved candidate-supplied references may be in the publisher's binding or secured in a three-ring binder with a title page. Highlighting and permanent self-adhesive tabs are permitted. Handwritten notes, loose pages, and freestanding removable sticky tabs are not. A binder is therefore not automatically prohibited; whether it is secured and compliant is what matters. Check the current reference page and handbook just before the appointment.
The best open-book preparation is navigation, not attempting to read the standard for the first time during the test. Learn the structure of NFPA 25 (2023): Table 5.1.1.2 summarizes sprinkler-system activities, Table 13.1.1.2 summarizes valve and trim activities, and Chapter 15 addresses impairments. A table gives a useful starting point, but its notes and the referenced section contain the actual conditions. Old study material can be hazardous because section numbering changed; for example, the 2023 main-drain provisions are in 13.2.2, waterflow alarms in 13.2.3, gauges in 13.2.4, and supervisory devices in 13.2.5.
A defensible pacing method
The arithmetic average is about 65 seconds per item: 7,500 seconds divided by 115. That is a planning figure, not a rule for each question. Answer direct identification and safety items promptly, flag uncertain items, and reserve time for targeted lookups. Search a distinctive component or table identifier, then read the row, notes, and referenced paragraph. Broad searches such as “valve” create noise. Never rely on an old section citation merely because it appears in a flash card.
For calculations, write down the requested quantity and units before using the built-in calculator. For a main-drain comparison, for example, the relevant comparison is between the current and previous full-flow pressure, not between static and residual pressure from the same test. For field scenarios, separate what a Level I technician may identify or record from what must be performed under direct supervision.
Official-source check list
Before scheduling, verify four NICET pages: the ITWBS program page for availability and fees; the candidate handbook for delivery, scoring, retest, and conduct rules; the Level I content outline for tested tasks; and the selected-reference page for editions and material rules. Exam policies are operational facts and can change faster than technical concepts. Certification remains on a three-year recertification cycle, with NICET currently requiring 90 continuing professional development points. Treat that as a post-certification responsibility, not an exam-scoring factor.

The test has 125 questions and includes a scheduled lunch break
Which physical NFPA 25 copy can comply with NICET test-center rules?
Loose printed pages held by a rubber band
A book filled with handwritten margin notes
A complete copy secured in a three-ring binder with a title page, highlighting, and permanent self-adhesive tabs but no handwritten notes
