2. Prioritizing the work

A credible program has three tiers:

  1. Hot spots — segments with a documented history of blockages, overflows, or backups, cleaned on a short cycle (monthly to quarterly) until the underlying cause is fixed.
  2. Risk-based — flat grades, known grease contributors (restaurant districts, institutional kitchens), root-prone older lines, siphons, and segments upstream of critical crossings.
  3. Routine cycle — the remainder of the system on a defined rotation, tracked by miles cleaned.

The program should be driven by data: every blockage, backup, and overflow logged by location and cause feeds the next cycle's priorities. If the same manhole-to-manhole segment is on the hot-spot list for two years, cleaning is treating a symptom and the segment needs CCTV inspection and a repair decision.


3. Roots and grease

Roots enter through joints, cracks, and defective lateral connections, seeking water and nutrients. Control is a sequence, not a single action:

  • Mechanical cutting restores capacity immediately but leaves the root mass in the soil, and regrowth returns denser than before.
  • Chemical treatment with a labeled foaming herbicide kills the root inside and slightly beyond the pipe, extending the interval between cuttings. It must be applied by trained personnel, strictly per label, with attention to downstream effects on the treatment plant.
  • Structural repair — joint grouting, CIPP lining, or point repair — is the only permanent fix, because it removes the water source the roots are following.

Grease requires a FOG program rather than a cleaning program: an ordinance, an inventory of food service establishments, interceptor sizing and pump-out schedules with manifests, inspections, enforcement, and public education. Jetting a grease line every 60 days is the symptom of a FOG program that is not working.


4. Manhole, easement, and appurtenance maintenance

  • Manholes: inspect frames and covers for seating and infiltration, check chimney and cone condition, look for active leaks, roots, corrosion of the bench and channel, and step condition. Under North Carolina's gravity sewer criteria, manholes in flood-prone areas must have rims 24 inches above the 100-year flood elevation or be watertight and vented above it.
  • Easements: maintain access. An easement grown over with trees is an easement that cannot be reached with a jet truck at 2 a.m., and tree roots are the reason the line needs cleaning in the first place.
  • Air release and vacuum valves on force mains: clean and exercise; a plugged air release valve causes air binding and reduced capacity.
  • Siphons: inspect and clean on a set schedule; inverted siphons collect grit and grease by design.

5. Safety while cleaning

  • Check before you pressurize. Verify flow conditions upstream and downstream. Jetting into a blocked line backs sewage into basements and can blow a manhole cover.
  • Nozzle discipline. Never pull a jet hose out of a manhole under pressure — nozzle whip causes severe injuries. High-pressure water can inject through skin; treat any such injury as a surgical emergency.
  • Confined space. Manhole entry is permit-required confined space entry. Most cleaning work can and should be done without entry.
  • Traffic control. Work zones in streets require proper devices and flagging under the MUTCD; more collection workers are hurt by vehicles than by sewage.
  • Hygiene. Wastewater exposure demands gloves, eye and face protection, hand washing before eating or smoking, and current tetanus and hepatitis vaccination.
