1. Personnel and certification planning
A utility's staffing plan is constrained by the certification rules. Two facts drive everything:
- Every classified facility needs an ORC and, for wastewater, at least one Back-up ORC of the appropriate type and grade (08G .0201; 18D .0206).
- Certification cannot be rushed. A Grade IV biological operator must hold Grade III and have three years of actual experience at a Grade III or higher system (or two years with six basic-science college courses), on top of approved training at every level. When a 30-year ORC retires with no one behind them, the utility has a compliance problem it cannot buy its way out of quickly.
Practical succession steps: identify every position that must hold a certification; map current certifications and expiration dates; fund schools and exam fees; document experience contemporaneously so it can be verified on an application; and maintain more than the minimum number of certified staff so a resignation is not a violation.
Training obligations are annual and non-negotiable: six professional growth hours for drinking water operators (18D .0308) and six contact hours for wastewater operators (08G .0701), every year after the year of initial certification.
Supervision. Under 18D .0701(f) the ORC establishes the standard operating procedures that let uncertified staff work safely and lawfully; under 18C .1301(c) a designee may collect distribution samples under those procedures with the ability to reach a certified operator at all times.

Full-cost pricing means rates recover all of the above, including the renewal and replacement reserve. 3. Procurement, inventory, and records

4. Public relations
Utilities are judged on taste, odor, color, pressure, and bills — not on compliance statistics. The operator's role in that judgment is larger than it appears.
Proactive communication:
- Notify before you act: flushing programs, main replacement, hydrant testing, smoke testing (notify residents and the fire department), and planned outages.
- Annual reporting: the Consumer Confidence Report for community water systems by July 1, and the annual performance report required of municipal or domestic wastewater systems above 200,000 gpd under G.S. 143-215.1C(a), delivered within 60 days of the end of the reporting year.
