Exam Focus: Section 403 tells you how many fixtures a building needs. Section 405 tells you how to actually set them, and it is one of the densest sources of hard numbers in the whole code book: 15 inches, 21 inches, 30 inches, 60 inches, 56 inches, 18 inches, 12 inches, 0.125 inch, 0.25 inch, 7.75 percent. Michigan's Part 7 rules contain no amendment to Section 405, so the model 2021 IPC text governs word for word. Every number below is lookup-able during the open-book written examination - but only if you know that it lives in Chapter 4 rather than Chapter 7.


1. The Four General Rules (405.1, 405.2, 405.3, 405.6)

Before the code gives you a single dimension, it gives you four sentences that inspectors quote constantly:

Exam trap: candidates routinely hunt for the sealant rule in Chapter 7 (Sanitary Drainage) because it feels like a drainage issue. It is 405.6, in the fixtures chapter.


2. Setting Clearances - Section 405.3.1

This is the single most-tested paragraph in Section 405. Commit the four dimensions to memory and understand what each one is measured from:

Exception: an accessible children's water closet may be set as close as 12 inches (305 mm) from its center to the required partition or to the wall on one side.

Two traps live in this table. First, the 30-inch center-to-center rule only bites where partitions or other obstructions do not separate the fixtures - install a compliant partition and the 15-inch rule from each centerline governs instead. Second, the compartment depth shrinks from 60 inches to 56 inches for wall-hung bowls, because the bowl itself projects less into the stall. Candidates who memorize "30 by 60" and stop there miss the wall-hung variant.


3. Toilet-Room Layout Rules (405.3.2 - 405.3.5)

  • 405.3.2 Public lavatories. In employee and public toilet rooms, the required lavatory shall be located in the same room as the required water closet. A lavatory in the corridor outside the toilet room does not satisfy the fixture count.
  • 405.3.3 Location of fixtures and piping. Piping, fixtures or equipment shall not be located so as to interfere with the normal operation of windows, doors or other means of egress openings. A lavatory that blocks a door swing is a violation of the plumbing code, not just the building code.
  • 405.3.4 Water closet compartment. Each water closet used by the public or employees shall occupy a separate compartment with walls or partitions and a door to ensure privacy. Three exceptions: a single-occupant toilet room with a lockable door needs no compartment; a toilet room in a child day care facility with two or more water closets may leave one water closet uncompartmented; and the provision does not apply to toilet areas in Group I-3 (detention) housing areas.
  • 405.3.5 Urinal partitions. Each public or employee urinal shall occupy a separate area with walls or partitions, dimensioned as follows:

The same two exceptions apply as for water closet compartments: single-occupant or family/assisted-use toilet rooms with a lockable door, and child day care toilet rooms with two or more urinals (one may go without partitions).


4. Floor and Wall Drainage Connections - Section 405.4

Section 405.4 is the code's answer to the question "what actually joins the fixture to the drain?"

Floor-outlet fixtures. The connection shall be made with a floor flange or a waste connector and sealing gasket. A waste connector and sealing gasket joint must comply with the joint tightness test of ASME A112.4.3 and be installed per the manufacturer's instructions. The flange must be attached to the drain and anchored to the structure - two separate obligations.

Wall-hung water closets. The connection shall be made with an approved extension nipple or horn adaptor. The bowl is bolted to the hanger with corrosion-resistant bolts or screws, and the joint is sealed with an approved elastomeric gasket, a flange-to-fixture connection complying with ASME A112.4.3, or an approved setting compound.

Closet screws and bolts shall be copper alloy, and flanges shall be secured to the building structure with corrosion-resistant screws or bolts.

  • 405.4.2 Securing floor outlet fixtures: floor outlet fixtures shall be secured to the floor or floor flanges by screws or bolts of corrosion-resistant material.
  • 405.4.3 Securing wall-hung water closet bowls: the bowl shall be supported by a concealed metal carrier attached to building structural members so that strain is not transmitted to the fixture connector or any other part of the plumbing system. The carrier shall conform to ASME A112.6.1M or ASME A112.6.2.

Exam trap: the 0.125-inch minimum belongs to copper alloy; plastic and cast iron both take 0.25 inch. Candidates frequently swap the copper and plastic values. Note also that the wax ring itself is not a numbered code requirement - the code names the flange, the gasket standard and the setting compound.


5. Overflows, Slip Joints, Pumped Waste and Special Occupancies

The 405.8.1 exception is worth a second read. Every fixture overflow feeds the drain upstream of the trap, because an overflow that bypassed the trap would be an open sewer-gas path. The flush tank is the one case where the "overflow" is really an internal tube that dumps into the bowl itself.

Slip joints (405.9) are a favorite exam item because candidates confuse "access for cleaning" (405.2) with the 12-inch access panel rule (405.9). The 12-inch minimum dimension applies to a concealed slip joint - a bathtub waste-and-overflow behind a finished wall is the classic example.


6. Michigan Practice Notes

R 408.30701 adopts Chapter 4 of the 2021 IPC without carving anything out of Section 405, so the model language above is the enforceable Michigan text. Three Michigan rules do interact with fixture setting, and you should be able to name which document each one lives in:

That last row is the most valuable point in this section for the written examination. When a question gives you an accessible restroom and asks for a clear-floor-space dimension, the plumbing code sends you to the building code. When the question asks for the 15-inch or 21-inch general setting clearance, the answer is MPC 405.3.1.
