Renewal, Expiration, Restoration & Certificate Display

Licensure does not end when the examination is passed. A Louisiana manicurist must keep the individual certificate current and work only in a setting authorized by law. The controlling renewal provision is La. R.S. 37:590, not the repealed former §588.

Individual birthday cycle

An actively practicing cosmetologist, esthetician, manicurist, or teacher renews the individual certificate on or before the person’s birthday. If it is not renewed, the certificate expires 30 days after the birthday. That distinction matters: the due date is the birthday, while statutory expiration follows 30 days later. It is inaccurate to say the credential automatically expires at midnight on the birthday.

Current La. R.S. 37:599 lists $35 for an initial individual certificate and for each annual renewal. It also provides a failure-to-renew charge and restoration fees. Because fees can be amended, verify the current schedule before submitting payment. Do not confuse the individual birthday cycle with facility dates: beauty shops, mobile salons, booth renters, managers, and schools renew by January 31, and an untimely facility certificate expires March 1 under §590(A)(1).

Restoration and a long break from practice

The fee schedule addresses restoration within three years by assessing twice the applicable fee for each year, subject to the statutory maximum. A different rule applies to professional readiness after a long retirement. Under La. R.S. 37:590(B), a certificate holder who has retired from authorized practice for more than three years may resume and renew after satisfactory proof of qualification through a short-form examination conducted by the examination team. An approved-school brush-up course may facilitate that renewal.

Do not replace this provision with an unsupported claim that every returning licensee must repeat the full national theory, state law, and practical examinations. Likewise, do not invent a general “inactive license” category unless a current Board form or rule expressly provides it. The exam-safe distinction is active and timely renewal, expired or restored status, and the special proof required after more than three years away from practice.

Louisiana treats a registrant who maintains a license or registration to practice outside the state as having maintained active practice during the period covered by the foreign credential. That fact may matter when the Board evaluates a return to Louisiana practice.

Display and work location

La. R.S. 37:597 requires every certificate holder to display the certificate in a conspicuous place at the principal place of business or employment. A facility must also display documents required by Board rule. The statute does not prescribe a universal two-by-two-inch photograph taped at every workstation and does not authorize replacing the certificate with an ordinary photocopy. Follow current Board instructions for any photo, duplicate, or replacement document.

La. R.S. 37:591 generally restricts licensed services to a facility licensed by the Board or the Board of Barber Examiners, subject to listed exceptions. Examples include service to a chronically ill or disabled client with required documentation, a patient in a hospital or infirmary, work in a funeral establishment, certain temporary production or photography sites, and cosmetic demonstrations connected with retail sales. A technician should not assume that a house call or event is allowed merely because a client requests it.

Renewal workflow

Maintain a personal reminder well before the birthday, verify the certificate information and payment instructions through LSBC, keep confirmation of submission, and do not practice on an expired credential. If the certificate is already expired or practice stopped for more than three years, contact LSBC for the correct restoration or short-form-examination path before returning to paid services.

Compare two timelines

For an individual manicurist whose birthday is June 10, timely renewal is due on or before June 10; if renewal does not occur, the statute places expiration 30 days after the birthday. A salon facility follows a different calendar: the facility renews by January 31 and an untimely certificate expires March 1. Mixing these two cycles is a common exam error. A technician returning after a long break should also separate payment restoration from competency proof. A fee may restore an expired record within the statutory framework, while more than three years retired from authorized practice triggers the short-form-examination provision. Before working, confirm that both the individual credential and the facility authorization are current.
