1.2 Applying, Scoring, and Retakes

You do not register for the ADC examination at IC&RC headquarters. IC&RC's role is to maintain the exam and the minimum standards that member boards use. Your administering board decides whether you are eligible, collects your fees, and pre-registers you with Prometric. The 2025 General Candidate Guide states that candidates interested in an IC&RC examination must first apply through their local administration board. Not every board that uses an IC&RC exam is an IC&RC member board, but an IC&RC-certified ADC credential is issued only by IC&RC member boards. Passing the exam does not automatically issue a license. The board issues the credential after it confirms that every local requirement, including a passing result, has been met.

Trap: emailing IC&RC in Harrisburg to sign up for the ADC or to ask for a national price. IC&RC does not enroll candidates and does not publish a single candidate fee. Start with the member board directory on the IC&RC website.

IC&RC minimum standards

IC&RC's posted ADC standards are minimums. Member boards may impose stricter education, experience, supervision, or jurisprudence requirements. Always verify the board that will print your certificate.

Education. The floor is a high school diploma or jurisdictional equivalent, plus 300 hours of education specific to the ADC domains. Six of those hours must be in professional counselor ethics and responsibilities.

Experience (supervised work specific to the ADC domains):

Supervision (specific to the ADC domains, with a minimum of 10 hours in each domain):

Jurisdiction. At application and testing you must live or work at least 51% of the time in the member board's jurisdiction.

Ethics. You must sign a counselor-specific Code of Ethics statement or an affirmation that you have read, understood, and will abide by the code.

Recertification (IC&RC minimum). 40 hours of continuing education every two years. Boards may require more.

Scenario: Aisha holds a related bachelor's degree. At the IC&RC floor she needs 4,000 experience hours and 200 supervision hours, still with at least 10 hours in each of the four domains. If her board requires 6,000 hours regardless of degree, the board's rule controls. Another candidate with a high school diploma needs 6,000 experience hours and 300 supervision hours at the IC&RC floor. Do not apply the master's 2,000-hour path to a diploma-only file.

Trap: counting all supervision in Domain III because that is counseling. IC&RC requires at least 10 supervision hours in each domain, including scientific principles and ethics. Another trap is completing hours in a neighboring state and assuming they count if you test under a different board without meeting the 51% live-or-work rule at application and testing.

After the board says you may test

When the board pre-registers you, you receive an email from SMT Notice with instructions to schedule date, time, and location through Prometric/IQT. Special accommodations are requested in writing to the administering board before you schedule, with supporting documentation. Under the posted ADA guidance, psychological or psychiatric evaluations generally must be from the last three years, and medical or physical documentation from the treating physician is generally from the previous three months. Confirm the board's packet before you mail records.

On test day, in person or remote, you must present a valid government-issued photo ID and the Candidate Admission Letter. Launch uses the confirmation number on the letter and the first four letters of your surname. Missing ID or the letter is a no-show: you are not seated, fees are forfeited, and you re-register and repay the board before scheduling again.

Rescheduling, canceling, and missed sittings

Cancel or reschedule at least 5 days before the scheduled date through Prometric's IQT site. The IQT reschedule or cancellation fee is $35.00, paid before the change is processed. You cannot reschedule or cancel inside that 5-day window except for listed reasons: jury duty; death in the immediate family within 14 calendar days of the exam date; illness or medical complication within 14 calendar days before the exam or on the exam date; and military deployment. Immediate family in the guide means parents, spouse, siblings, and children. Documentation goes to Prometric within 14 calendar days of the missed exam. Qualifying exceptions do not add another IQT fee. Weather closures are handled by Prometric; if the center stays open, call Prometric the same day.

Trap: treating the $35 IQT fee as the exam fee, or assuming the board will refund a no-show. They are different charges. The exam fee is whatever your board billed you. The $35 is IQT's change fee after you already hold a scheduled appointment.

Retakes and remediation

To retest you must wait a minimum of 90 days after the examination. Individual boards may lengthen the wait. The mandatory waiting period cannot be waived under any circumstances. After four consecutive failed attempts, administering boards must require remedial action before another attempt. Some boards require remediation after three fails. The content of remediation is the board's decision. Contact the board; Prometric cannot waive the wait or invent a remediation plan.

Scenario: Luis scores 480. He wants to retest in 30 days because a job offer is pending. The 90-day wait still applies. Paying $35 to IQT reschedules an already-approved sitting; it does not shorten a retake wait. If Luis later fails a fourth consecutive time, his board must require remediation before a fifth attempt, even if he feels ready.

How results arrive

Preliminary CBT results appear immediately after you finish. Prometric then verifies scoring and reports results to the administering board. Official Score Reports come from the board, typically in about two to three weeks for CBT exams according to IC&RC's scoring page. The official report states pass or fail. Candidates who do not pass receive a final scaled score and the percentage of questions answered correctly in each content domain. For security, fail reports do not include the raw number correct, a total percent correct, or a copy of the exam. Adding or averaging the four domain percents does not reconstruct the overall scaled score, because domains contain different numbers of items.

If you need an Exam Verification Letter sent to an organization, IC&RC offers that service for $25.00 per request. That letter is not the Official Score Report. Score-report questions go to the member board. Candidates may request a hand score (rescore) within 30 calendar days. Prometric checks answers against the master key. There is a fee; the General Candidate Guide does not publish a dollar amount for that service. Administration grievances go to Prometric immediately or within 14 calendar days. A successful grievance may produce a free retake; it does not overturn a fail to a pass.

Scenario: Nadia fails and sees Domain III at 48% correct and Domain II at 72% correct. She should rebuild study time around treatment, counseling, and referral rather than averaging 48 and 72 and concluding she was close to a 60% overall cut. No such overall percent is published, and domain percents are not averaged into the scaled score.

Reciprocity is not a national license

IC&RC reciprocity lets a professional with an eligible reciprocal-level credential from one IC&RC member board apply to move that credential to another IC&RC member board that offers the same credential at the reciprocal level. IC&RC can facilitate reciprocity only from one member board to another. Receiving boards may add requirements and fees. Reciprocity is not automatic nationwide licensure, not a federal counselor license, and not available into a board that does not offer that reciprocal credential. IC&RC notes, for example, that Nevada has additional ADC and AADC exam and education requirements, so IC&RC cannot facilitate reciprocity into Nevada for those credentials. Investigate several months before a move; IC&RC recommends starting at least three months before a credential expires, and the credential must remain current.

NAADAC's National Certified Addiction Counselor (NCAC) pathway is a different credentialing system. IC&RC states there is no reciprocity for NAADAC credentials to IC&RC boards. The organizations are not affiliated. Holding an NCAC does not replace ADC eligibility, exam authorization, or IC&RC reciprocity. Some states use one system, some the other, and some have unique licenses. Match the exam to the board that will license you.

Scenario: Devon holds an NCAC I and assumes any IC&RC state will endorse it as an ADC. The receiving IC&RC board will not process NAADAC-to-IC&RC reciprocity. Devon must meet that board's ADC path, which typically includes the IC&RC ADC examination unless the board states another route.

International certificates such as Internationally Certified Alcohol & Drug Counselor (ICADC) display reciprocal status. They are tied to a valid member-board credential; they are not free-standing licenses you can order from IC&RC instead of applying to a board.
