1.2 Licensing Process & Eligibility

Who Is Eligible to Apply?

The Driver and Vehicle Licensing Authority (DVLA) does not test everyone who walks in — you must first satisfy a set of eligibility conditions published on the DVLA's services pages. Check each of these against your own situation before you spend money on an application:

• Valid Ghana Card — the national identification card is the required identity document for the application. No Ghana Card, no application.
• Minimum age — you must be at least 18 years old for licence classes A and B (motorcycles and private cars/light vehicles, respectively), and at least 21 years old for class E (the heavier commercial category). Age is verified against your Ghana Card.
• Physical examination — you must undergo a medical/physical assessment confirming you are fit to drive.
• Eye test — conducted at a designated eye clinic, not just any optician. Vision standards exist because driving is fundamentally a visual task.
• Language ability — you must be able to read English or understand Dagbani, Ewe, Ga, Hausa, Nzema, or Twi. This reflects the languages in which instruction and testing support are available.
• Computer ability — you must be able to use a computer mouse or touchscreen, because the theory examination is computerized. If you have never used a computer, practice basic clicking and scrolling before your test date.

These requirements are not bureaucratic decoration — each maps directly onto a stage of the process. The Ghana Card anchors your biometric identity, the age rule determines which vehicle classes you may legally learn, the medical and eye tests protect road safety, and the language and computer requirements ensure you can actually sit the computerized theory exam.

The Online Application and Invoice

Ghana has moved driver licensing onto a digital footing. Instead of queuing with paper forms, you begin at online.dvla.gov.gh, where you complete the application and the system generates an invoice. This invoice is your billing document — fees are paid against it through the approved payment channels. Keep the invoice reference safe; it ties your payment to your application record. Because fees are set by government and reviewed periodically, always confirm the current amount on the official DVLA portal rather than relying on what a friend paid last year.

Biometric Capture

At the DVLA office, your biometrics — fingerprints and a live photograph — are captured and linked to your Ghana Card identity. This is why the Ghana Card requirement is non-negotiable: the entire licensing database is keyed to verified national identity. Biometric capture also means you cannot send a proxy to apply or test on your behalf; the person captured is the person who must sit the exams.

The Learner Package

Once your application is processed and you are accepted as an applicant, the DVLA issues a bundle that defines your life as a learner driver:

1. Evidence of Learner Driver's Permit — the document proving you may legally learn to drive under the required supervision conditions
2. L-Plate — the red "L" sign that must be displayed on any vehicle you drive while learning, warning other road users that a learner is at the wheel
3. Syllabus — the official outline of what you are expected to learn, covering both theory and practical competencies
4. Highway Code — the official rulebook on which the theory exam is based; this is your primary study text

Treat the Highway Code you receive at this stage as the single source of truth for the theory exam. Practice questions (like those on this site) train your recall and exam technique, but the Code is the authority the exam is drawn from.

From Learner Permit to Test Day

The learner permit period is when you build both knowledge and driving skill. When you are ready, the sequence is: theory test first (the 30-question computerized exam described in Section 1.1), then the in-traffic practical test the following day at the DVLA office. Passing both stages leads to the issuance of your full driver's licence for the class you applied for.

Practical Advice on Eligibility

Do not book anything until your documents are in order. The most common application stalls are an expired or missing Ghana Card, an eye test from a non-designated clinic, and age mismatches between documents. Resolve these before applying online. If you are applying for class E, double-check that you meet the higher age 21 threshold — applying for the wrong class wastes fees and time. Finally, if your computer skills are rusty, spend an hour practicing with a mouse or touchscreen; the theory exam rewards Highway Code knowledge, not a fight with unfamiliar hardware.
