4.3 Continuing Education (CE) Requirements & Mandatory Topics

Continuing Education (CE) is a vital component of professional practice, ensuring that physical therapists maintain clinical competence, stay abreast of medical advancements, and understand the evolving legal landscape. F.A.C. Rule 64B17-9 establishes the precise CE requirements that every Florida PT must meet to renew their license successfully. The Board of Physical Therapy Practice strictly audits these requirements to ensure public protection.

Total CE Hour Requirements

For every biennial renewal cycle, an active physical therapist must complete 24 contact hours of approved continuing education.

What exactly is a contact hour? In Florida, one contact hour is legally defined as 50 minutes of continuous instruction or participation in an approved course. Half-hours are recognized as 25 minutes.

Exemptions, Prorations, and College Courses

• First Renewal Exemption: If a physical therapist is licensed in the second half of a biennium (i.e., less than one year before the November 30 renewal deadline), they are exempt from most of the 24-hour requirement for their very first renewal. However, they must still complete the mandatory Medical Errors and HIV/AIDS courses.
• Hardship Exemptions: The Board may grant exemptions in cases of emergency or extreme hardship (e.g., severe prolonged illness, natural disaster), but these are rare and must be documented heavily and evaluated on a case-by-case basis by the Board.
• College Coursework: Taking a relevant college course sponsored by an accredited PT/PTA program can count toward CE. Under Rule 64B17-9.001(6)(a), one college credit hour equals 15 contact hours of continuing education.

Mandatory CE Topics

Within the 24 required hours, Florida mandates specific safety topics. Distinguish mandatory renewal courses from the optional Laws and Rules examination credit.

1. Prevention of Medical Errors (Rule 64B17-8.002 / Board renewal table)

• Requirement: 2 contact hours every biennium for active renewal.
• Content: Root-cause analysis, error reduction and prevention, and patient safety, including medical documentation/communication, contraindications/indications for PT management, and pharmacological components of PT patient management.
• The course may count toward the home-study/self-paced ceiling when taken in that format.

2. HIV/AIDS (Rule 64B17-8.001)

• Requirement: 1 contact hour for the first biennial renewal only (not every later cycle).
• Content: Modes of transmission, infection control, clinical management, prevention, and Florida AIDS law impacts on testing, confidentiality, and treatment.

3. Human Trafficking (Rule 64B17-8.003 / F.S. 456.0341)

• Requirement: One-time — each licensee licensed by January 1, 2021, had to complete at least one hour of approved human trafficking education no later than January 1, 2021. It is not a recurring every-biennium mandate like medical errors.
• Content: Sex and labor trafficking, victim identification, reporting, victim resources, and signage posting requirements.

4. Florida Laws and Rules — Optional Exam Credit (Not a Mandatory Retake)

• There is no Board rule requiring every licensee to retake the jurisprudence exam each renewal cycle.
• Under Rule 64B17-9.001(6)(f), a licensee who files the required form and voluntarily takes and passes the Florida Laws and Rules examination may receive two (2) contact hours of CE for the biennium in which the exam was passed (credit is not awarded when the exam is taken due to discipline or as a Board-ordered condition of initial licensure/reinstatement).
• Exam trap: Do not confuse (a) the initial-licensure jurisprudence requirement with (b) optional continuing-competence credit at renewal.

Live vs. Home Study Formats

The Board strictly regulates how CE hours are obtained to ensure quality, engagement, and interactivity. The 24 hours are divided based on the delivery method:

Live / Interactive Hours

• Minimum Requirement: At least 12 hours must be completed via live, interactive formats.
• Definition: This includes attending in-person seminars, workshops, and conferences. Crucially, it also includes real-time, interactive webinars where participants can communicate directly with the instructor during the presentation (e.g., asking questions via a live chat that the instructor answers in real-time).

Home Study / Non-Interactive Hours

• Maximum Limit: A maximum of 12 hours can be obtained through home study.
• Definition: Home study includes recorded webinars, reading journal articles, completing online text-based modules without live interaction, and passing a post-test. Note: The mandatory Medical Errors course (and HIV/AIDS when required) may be taken via self-paced/home study when Board-approved in that format and counted toward the 12-hour self-paced maximum.

Earning Credit as an Instructor or CI

Physical therapists can earn CE credit by teaching approved courses: instructors may receive up to six contact hours per biennium (hour-for-hour presented; teaching one's normal course of instruction does not count). Serving as a Clinical Instructor also earns credit under Rule 64B17-9.001(5): 1 contact hour for every 120 hours of clinical internship supervised, limited to a maximum of 8 contact hours per instructor per biennium, and the CI must be APTA-credentialed to receive those clinical CE credits.

Audits and Record Keeping

The Department of Health uses an electronic tracking system (CE Broker) to monitor compliance. However, physical therapists are legally responsible for maintaining their own physical or digital proof of CE completion (certificates) for at least four years from the date of completion. The Board conducts random audits, and failure to produce certificates when audited can result in disciplinary action, fines, and being required to make up the missing hours.

Clinical Scenarios & Exam Traps

Exam Trap: You might see a scenario where a PT completes 24 hours of CE by watching pre-recorded videos over a weekend because they waited until the last minute. Will they be able to renew their license? Answer: No. They have violated the home study limit. A maximum of 12 hours can be home study; the remaining 12 must be live/interactive.

Clinical Scenario: A PT is renewing their license for the third time. They sign up for a 1-hour HIV/AIDS course and a 2-hour Medical Errors course. Which course is not mandated for this cycle? Answer: HIV/AIDS — it is required only for the first renewal. Medical Errors remains mandatory every biennium. Human trafficking is not a recurring every-cycle Board mandate.

Exam Trap: A PT takes a 3-credit-hour college course sponsored by an accredited PT program. How many CE contact hours does this count for under Rule 64B17-9.001(6)(a)? Answer: 45 contact hours (1 college credit hour = 15 CE contact hours). That exceeds the 24-hour total, but the licensee must still complete the mandatory 2-hour Medical Errors course for the biennium (and HIV/AIDS only if it is the first renewal).

Exam Trap: Is every Florida PT required to retake the jurisprudence exam at each renewal? Answer: No. The Laws and Rules exam is required for initial licensure; at renewal it is an optional way to earn 2 CE hours if the licensee elects to take and pass it.
