14.1 Mixed Occupancies, Allowable Height & Area

Fire Inspector I classifies a single-use occupancy (JPR 4.3.1) and computes the allowable occupant load of a single-use occupancy (JPR 4.3.2). Fire Inspector II removes that limitation. JPR 5.3.2 requires identifying the occupancy classifications of a mixed-use building; JPR 5.3.1 requires computing the maximum allowable occupant load of a multi-use building; JPR 5.3.3 requires evaluating a building's area, height, occupancy classification, and construction type from an approved set of plans; and JPRs 5.4.1 and 5.4.6 require classifying the occupancy and verifying the construction type from plans and specifications. Real buildings are almost never single-use, which is why this cluster carries so much of the Level II exam.


Three Ways the Codes Handle More Than One Occupancy

The IBC provides three mutually exclusive strategies in Chapter 5, and choosing the wrong one is the classic Level II error.

1. Accessory Occupancies

An accessory occupancy is ancillary to the main occupancy and occupies not more than 10 percent of the floor area of the story in which it is located, and does not exceed the tabular allowable area for its own occupancy. Accessory occupancies require no fire separation from the main occupancy. A 900 sq ft conference room in a 20,000 sq ft office floor is accessory; the same room does not drive the whole floor into assembly requirements.

2. Non-Separated Occupancies

Where occupancies are non-separated, no fire barrier is provided between them. The trade-off is that the most restrictive requirements of all included occupancies apply to the entire non-separated portion — allowable height, allowable area, construction type, and fire protection systems. A small Group H area in an otherwise Group B building will drag the whole building to Group H limits under this option, which is why it is rarely chosen for high-hazard mixes.

3. Separated Occupancies

Where occupancies are separated, each occupancy is enclosed by fire barriers, horizontal assemblies, or both, with ratings taken from the IBC's required separation table. Each separated portion is then evaluated individually against its own occupancy requirements. The building's allowable area is checked with the sum-of-ratios rule: for each story, the sum of the ratios of actual area to allowable area for each occupancy must not exceed 1.

Worked example. A single-story separated building has 9,000 sq ft of Group M and 6,000 sq ft of Group B. The allowable areas for the construction type and sprinkler condition are 21,000 sq ft for M and 27,000 sq ft for B.

0.6508 is less than 1, so the building complies. Had the mercantile area been 18,000 sq ft, the ratios would total 0.857 + 0.222 = 1.079 and the building would exceed the allowable area even though neither occupancy individually exceeds its own limit. That is the trap: candidates check each occupancy separately and never sum.

NFPA 101 parallel. NFPA 101 uses the terms mixed occupancy (requirements of the most restrictive occupancy apply throughout) and separated occupancy (each part meets its own requirements, separated by fire barriers of a rating drawn from the code's separation table). The vocabulary differs from the IBC but the logic is the same, so read the question stem to see which code is being tested.


Incidental Uses

Distinct from mixed occupancy, an incidental use is a room or area within a building that presents a greater hazard than the surrounding occupancy but does not change its classification. The IBC lists these with a required separation or protection:

The recurring inspection finding is a storage room that grew past the threshold, or a sprinkler-only compliance path where the sprinklers were later removed during a remodel, leaving neither protection method in place.


Allowable Height and Area

JPR 5.3.3 and JPR 5.4.6 require verifying that a building's height, area, and construction type are consistent. The IBC organizes this as three linked tables:

Each table is read in three sprinkler columns: NS (not sprinklered), S1 (sprinklered, single story), SM (sprinklered, multistory), with S13R used for the residential occupancies permitted to use an NFPA 13R system. A full NFPA 13 sprinkler system generally permits an increase of 20 ft and one story over the non-sprinklered height, with stated exceptions.

Area may be increased further by frontage — additional open perimeter that gives the fire department access and separation from exposures. Buildings with open space on more than 25 percent of their perimeter earn a frontage increase computed from the open perimeter fraction and the width of the open space.

Verifying Construction Type from Plans

Construction type is not a label to be taken on faith. When a set of plans claims Type IIB, check that:

  • The structural frame, bearing walls, floor, and roof construction ratings in the code's construction-type table are actually shown in the assembly schedule.
  • Each rated assembly cites a tested design number (a UL design, a gypsum association design, or equivalent), not just a stated hour rating.
  • Fire-retardant-treated wood used in exterior walls of Type III or Type IV construction is specified as such and is not substituted with untreated framing.
  • Heavy timber and mass timber members meet the minimum nominal dimensions or the encapsulation requirements for the Type IV subtype claimed.
  • The height and area claimed on the code summary sheet is consistent with the construction type and sprinkler condition shown elsewhere in the set.

A code summary sheet claiming Type IIB, three stories, 30,000 sq ft per floor, fully sprinklered, is a set of interlocking assertions. Level II work is checking that they all hold together — and that the assemblies drawn in the details actually deliver the ratings the summary sheet claims.
