10.3 Reserve List & Institution-Led Recruitment
Key Takeaways
The notice seeks 448 names, includes everyone tied for the last place, and publishes the reserve list alphabetically.
Reserve-list inclusion gives recruiting services access to a pool of successful candidates but creates no right or guarantee of recruitment.
EPSO manages the competition through the reserve list; interviews, matching and job offers are the responsibility of recruiting EU services.
Recruitment processes, interview formats, timing, locations and role design vary by vacancy and institution and should not be treated as fixed competition rules.
Candidates should keep their official profile accurate, study each vacancy and institution, and verify current terms directly from formal notices and the Staff Regulations.
10.3 Reserve List & Institution-Led Recruitment
The selection competition and subsequent recruitment are related but separate processes. EPSO and the Selection Board apply the notice, score the tests, check eligibility and establish the reserve list. Recruiting services in EU institutions, bodies and agencies then decide whether and whom to recruit for available posts.
Establishing the list
For EPSO/AD/428/26, the notice seeks 448 successful candidates. Candidates must pass the reasoning thresholds, pass and rank sufficiently highly in the field MCQ, obtain at least 5/10 in the EUFTE, and be found eligible. The Board proceeds in descending field-MCQ order until it reaches the number sought or exhausts the qualifying pool. All candidates tied for the last available place are included.
The published reserve list is alphabetical. Alphabetical publication does not erase the scoring rule used to build the list, but it also means a reader should not infer a public merit rank from name order.
What inclusion does—and does not—mean
The notice is explicit: inclusion does not confer a right to or guarantee of recruitment. A laureate is in a pool available to recruiting services. Appointment still depends on a suitable vacancy, budgetary authority, the service's assessment of fit and completion of the applicable recruitment steps.
Avoid three common misunderstandings:
- “The quota equals immediate vacancies.” The number sought is the reserve-list target, not a promise of 448 simultaneous appointments.
- “AD7 fixes the exact job.” AD7 is the grade. Annex II lists typical duties, which may be assigned individually or in combination according to service needs.
- “Passing EPSO fixes the interview format.” The notice does not prescribe a universal recruitment interview, case exercise, exclusivity window or timetable after the list.
Institution-led matching
Recruiting services receive access to the list and may identify candidates whose experience, languages and technical profile fit a vacancy. The institutions potentially include more than the ECA and Commission because the notice refers broadly to EU institutions, bodies and agencies. Locations may include Brussels, Luxembourg, Strasbourg or another duty station attached to the recruiting body.
Actual procedures may involve a request for further information, an interview, a technical discussion or other vacancy-specific assessment. These are recruitment practices, not additional stages of the EPSO competition unless a formal communication says so. Candidates should rely on the invitation or vacancy notice for panel composition, preparation time, documents and evaluation method.
Preparing responsibly for recruitment
Keep the official candidate profile and contact details accurate. Prepare a concise record of audit assignments showing scope, role, methods, evidence, judgment, team coordination and result. Map that experience to Annex II rather than relying on a generic job title.
For each opportunity:
- read the service's mandate and the vacancy duties;
- identify two or three experiences that demonstrate those duties;
- be ready to explain decisions, constraints and lessons, not merely outcomes;
- distinguish internal audit, external audit, compliance, financial, performance and IT work accurately; and
- ask for or consult the formal conditions instead of relying on informal salary, mobility or interview claims.
The Annex II duties provide a useful preparation map. A candidate may need to discuss risk-based planning, procedures and evidence, complex-data analysis, documentation, recommendations and follow-up, IT-system audit, governance and controls, presenting reports, leading teams, time budgets, methodology development, knowledge management or quality review. No candidate needs to claim experience in every item; precise evidence is stronger than exaggerated breadth.
Appointment and conditions
If a service selects a laureate, formal appointment is governed by the Staff Regulations and the specific offer. Newly appointed officials normally serve the probationary period stated in those rules, but the offer and current consolidated Staff Regulations are the controlling sources. Salary scales and allowances are periodically adjusted and depend on grade, step and individual circumstances; a static study guide should not quote a current net or gross package as a recruitment guarantee.
Monitoring status
Use the official competition page and EPSO account for competition updates. After a list is established, use official institutional vacancy channels and communications from recruiting services. Reserve-list validity and any extension should be checked from the publication or later official notice; do not assume a standard one-, two- or five-year duration.
The practical objective is accurate positioning: understand what the competition proved, show how your evidence fits a particular service, and treat every later process as vacancy-specific.
