Points do not have to be earned in every category, but each category has a hard ceiling. The practical consequence is that Continuing Education is the only category that can carry a full cycle on its own — every other category caps out at 20 points or fewer, so a credential holder who speaks, publishes, serves, and maintains membership but takes no continuing education still cannot reach 60.
