Venue Selection, Open Access, and Congress Strategy

A venue is appropriate when it brings valid evidence to the people who can use it while meeting scientific, ethical, contractual, and access requirements. Prestige can matter for reach, but a single metric is not a strategy.

Journal selection matrix

Build a short list from the manuscript's actual design, topic, audience, and article type. Verify each candidate on the publisher's current site and in authoritative databases. Useful criteria include:

Use a weighted matrix only if its assumptions are visible. A numeric score can conceal a fatal mismatch such as prohibited article type, missed funder rule, or unsuitable readership.

Responsible use of metrics

The Journal Impact Factor (JIF) is calculated for a journal using citations to selected recent content over a defined window. It is skewed by citation distributions, document mix, field, and editorial practices. CiteScore and other journal indicators use different databases and windows. None measures the methodological quality of a particular submitted paper.

DORA principles support assessing research on its own merits rather than substituting journal metrics. A focused specialty journal may reach the clinicians who need the evidence better than a general journal with a higher metric. Consider readership, article-level discoverability, guideline relevance, and accessibility alongside responsible metrics.

Be precise about indexing. MEDLINE is a curated National Library of Medicine database. PubMed is a search platform that includes MEDLINE and additional records. A journal's statement that an article “appears in PubMed” is not necessarily the same as MEDLINE journal indexing. Verify claims using the authoritative service rather than a logo on the journal site.

Open access, rights, and licenses

“Open access” describes reader availability; it does not by itself identify the owner, permitted reuse, or repository route.

  • Gold open access: the final article is openly available from the publisher, sometimes with an APC.
  • Hybrid: an individual article is made open in an otherwise subscription journal.
  • Green or repository access: an allowed version is deposited in a repository under the applicable timing and license.
  • Diamond: readers and authors are not charged, usually because another organization supports the venue.

These labels do not guarantee one copyright or license arrangement. Read the publishing agreement.

Common Creative Commons licenses differ. CC BY permits reuse and adaptation, including commercial reuse, with attribution and other conditions. CC BY-NC restricts licensed reuse to noncommercial purposes. CC BY-ND does not authorize distribution of adaptations under the license. Third-party material may be excluded even when the article carries a license.

Funder policies change. Current cOAlition S requirements emphasize immediate open access through permitted routes and generally favor CC BY while recognizing stated alternatives or exceptions. The current NIH Public Access Policy applies to covered manuscripts accepted on or after July 1, 2025 and requires submission of the accepted manuscript upon acceptance for public availability without embargo on the official publication date. Apply the policy, award, acceptance date, and venue agreement that actually govern the paper; do not collapse all funders into one “Plan S” rule.

Budget from a current quotation or official fee page. APCs differ by journal, article type, membership, institution, country, agreement, tax, and optional service. There is no reliable universal APC range.

Deceptive or low-quality publishers

Use Think. Check. Submit. to verify identity, ownership, contact details, editorial board, peer-review process, fees, preservation, policies, indexing claims, and recognized memberships. Warning signs include guaranteed acceptance, implausibly fast review, fabricated metrics, copied sites, unverifiable editors, hidden fees, misleading addresses, and aggressive irrelevant solicitation.

No single signal proves deception. A legitimate new or regional journal may not be in MEDLINE or DOAJ, and a directory listing is not a complete quality guarantee. If material claims cannot be verified, pause rather than submit confidential work or pay a fee. Record the evidence and choose a venue with transparent, credible operations.

Congress selection and deadlines

Match the congress to the scientific audience, geography, topic, format, timing, publication status, access, and cost. Read the current call for abstracts. It controls eligibility, word or character limit, author cap, data requirements, embargo, prior presentation, trial registration, disclosure, copyright, presentation format, accessibility, and withdrawal.

A late-breaking abstract (LBA) is not universally defined by a fixed number of weeks or a requirement for a placeholder. Each congress sets eligibility and process. Many reserve the category for important data unavailable by the regular deadline for reasons inherent to the study schedule, but exact criteria vary. Do not hold completed data merely to seek LBA status.

Encores and prior dissemination

An encore repeats or adapts previously presented work for another audience. It may be permitted when the receiving meeting allows it, prior presentation is disclosed, copyright and license terms are respected, the submission is not misrepresented as new, and any translation or adaptation is accurate. Some congresses prohibit encores or limit them by geography, meeting type, or elapsed time.

Check whether an abstract publication, preprint, press release, or prior poster affects journal or congress eligibility. ICMJE permits certain preliminary dissemination but the target venue's policy and embargo still matter. Coordinate simultaneous congress and journal release only with written policies and editor or congress approval.

In selection scenarios, verify the controlling venue and funder rules. Reject universal assumptions about JIF, APCs, LBA timing, encore permission, or open-access licenses.
