13.1 Spill Response Steps

Spills turn ordinary pesticide work into an emergency in seconds: a tipped concentrate jug at the tank, a ruptured hose on the boom, a crushed bag of granules in a truck bed, or a leaking container discovered in storage. OPT&C Core treats spill response as a competency, not optional housekeeping. Exam stems reward the person who protects people first, stops the release from growing, keeps product out of water and drains, and reports when the environment may be affected—not the person who “washes it away with the hose” or freezes without a plan.

This section is the action framework. Section 13.2 covers kits and fires; Section 13.3 covers Ontario’s Spills Action Centre reporting line and legal notice duties.


Priority zero: protect life

Before you “save the product” or scrub the floor, ask: Is anyone hurt or about to be hurt?

Immediate life-safety actions

  1. Assess scene safety — Do not create a second victim. If vapours, fire, structural collapse, or unknown concentrated product make the area unsafe without specialist gear, withdraw and call emergency services.
  2. Evacuate non-essential people from the spill zone—workers, customers, children, and bystanders.
  3. Exclude animals — pets, livestock, and wildlife should not walk through product or drink from contaminated puddles.
  4. First aid — If trained and it is safe, start the first-aid steps from toxicology training and the product label/SDS (remove contaminated clothing, flush skin/eyes, move to fresh air). Do not delay emergency medical care for serious signs.
  5. Call 911 when there is fire you cannot control, serious injury, unconsciousness, breathing difficulty, large indoor vapour clouds, or any situation that needs police, fire, or ambulance.

Exam rule: Answers that put inventory salvage ahead of human safety are wrong. Product can be replaced; people cannot.


The Core sequence: Control → Contain → Clean up → Report

Once life safety is under control (or running in parallel with 911), use this teaching framework. The order matters: you cannot clean what is still pouring, and you cannot honestly report what you have not tried to stop from spreading.

1. Control the source (if safe)

Control means stop or reduce the ongoing release at its origin:

  • Right an upright-able container if doing so does not splash you
  • Close a valve, shut off a pump, stop a transfer hose
  • Place a leaking jug into a larger secondary container or overpack if available and safe
  • Plug a small puncture only if your training and PPE make it safe—otherwise isolate and wait for qualified help
  • Shut down equipment that is feeding the spill

If control would require wading into deep concentrate without proper PPE, or if the container is on fire, do not become a casualty. Withdraw, keep others out, and escalate.

2. Contain the spread

Contain means keep product from reaching drains, ditches, wells, watercourses, soil pathways, and larger floor areas:

  • Build a dike with absorbent socks, soil (only if appropriate and not creating worse runoff later), commercial spill pads, or other barrier materials from the kit
  • Divert flow away from storm inlets with booms or temporary covers designed for that purpose when available
  • Block doorways or floor trenches that lead outdoors
  • Keep contaminated runoff from firefighting or wash water from leaving the site (fires are covered in 13.2)

Do not hose the spill “to dilute it” into a drain. Dilution into the sewer or ditch is spreading pollution, not cleanup. Storm drains often discharge straight to creeks and lakes.

3. Clean up properly

Clean up means remove product and contaminated materials for lawful disposal, not push residue into the environment:

Liquids

  • Apply absorbent (clay/cat-litter style granules, commercial pads, or other absorbents suitable for the product) from the outside edge inward when practical so you do not track through the middle
  • Allow time to soak; sweep or shovel saturated absorbent into a labelled waste container or heavy-duty bags
  • Repeat until free liquid is gone; finish with detergent/water decontamination of hard surfaces only when that wash water can be collected and managed as contaminated waste—not flushed to a storm drain

Solids (dusts, granules, powders)

  • Avoid creating dust clouds that become inhalation and drift hazards
  • Lightly mist only if procedures allow and misting will not create contaminated runoff—many Core teachings prefer careful dry sweeping or shovelling into containers when the material is dry solid
  • Do not use a leaf blower or compressed air to “clear” pesticide solids

Contaminated materials

  • Collect broken glass, torn bags, used absorbents, disposable coveralls, and contaminated soil (if excavation is required) as pesticide-contaminated waste
  • Do not throw them in ordinary household garbage without checking hazardous-waste rules and employer procedures

4. Report as required

Report means notify the people and agencies the law and your employer require—especially Ontario’s Spills Action Centre when a fire, accident, spill, or theft may release pesticide to the environment (full detail in Section 13.3). Also notify your supervisor/operator and, when required, the municipality and the owner/controller of the substance. Reporting is not optional “if you feel like it”; it is part of the response sequence.

Keep people and animals away; stop tracking

Exclusion is both a safety control and a contamination control.

Exclusion zone

  • Post a worker or use cones, tape, vehicles, or barricades so the public cannot walk into product
  • On farms and golf courses, keep livestock and pets out until cleanup is complete and residues are managed
  • Brief everyone that “shortcut across the mix pad” is closed

Tracking (secondary contamination)

Boots, truck tires, shovel handles, and gloves move product from the spill pad into offices, family vehicles, and lunch areas. Practices:

  • Establish a dirty/clean boundary
  • Remove or cover footwear before entering clean zones
  • Decontaminate tools before returning them to the shop rack
  • Do not drive through the puddle “to get the truck out of the way” if that spreads product down the driveway into a ditch

Never hose spills into drains or the environment

This is a classic Core “wrong answer” pattern:

If surfaces must be washed after absorbent pickup, collect wash water when required and dispose of it according to hazardous-waste / workplace procedures—or get direction from SAC responders and your employer’s spill plan. “Down the drain” is not a plan.


Absorbents, solids, decontamination, and documentation

Absorbent choice (practical Core set)

  • Clay or commercial granular absorbents for many liquid pesticides
  • Pads and socks for dikes and thin films
  • Avoid “absorbents” that react dangerously with the product—when in doubt, check SDS and use the materials your spill kit was stocked for

Decontaminate tools and PPE

After bulk product is collected:

  1. Clean reusable tools (shovels, brooms) with appropriate detergent methods so the next user is not exposed
  2. Decontaminate or dispose of PPE per training—outer gloves and disposable coveralls often become waste
  3. Wash hands and exposed skin; shower when workplace procedures require it after significant contact
  4. Launder reusable clothing separately from family laundry when contaminated

Document the incident

Write down what happened while facts are fresh:

  • Date, time, location
  • Product name(s), PCP numbers if known, approximate quantity released
  • Weather (wind, rain, temperature)
  • Who was present; any injuries
  • Actions taken (control, contain, cleanup)
  • Who was notified (SAC reference number if given, municipality, supervisor)
  • Photos if safe and permitted by employer policy

Documentation supports medical care, insurance, MECP follow-up, and learning so the same failure mode does not repeat.


Label and SDS emergency procedures

Every serious response should be product-informed:

  • Label — first aid, firefighting notes, environmental hazards, spill statements when present
  • SDS — sections on accidental release measures, firefighting, first aid, PPE, and hazard identification

Keep labels/SDS accessible at mix/load, storage, and in service vehicles (see storage/transport chapters). When responders arrive, hand them product identity—not a shrug.


Worked micro-scenarios

Scenario A — Tipped jug at the tank. Life safety OK. Right the jug if safe (control), ring with absorbent socks so liquid cannot reach the yard drain (contain), apply absorbent and bag waste (clean up), notify supervisor and call SAC if product reached or threatened the environment (report).

Scenario B — Hose impulse. Coworker starts spraying water toward a storm grate. Stop that action; switch to absorbent containment. Explain that hosing is illegal pollution in practice and a Core exam failure pattern.

Scenario C — Granule bag split on gravel. Exclude people/pets; carefully shovel/sweep solids into a container without dusting the wind; do not blow or wash into the ditch; document and report if material entered surface water pathways.

Scenario D — Injured mixer. 911 and first aid dominate; another trained person can begin control/contain if safe while medical response is underway.
