Title Protection, AMFT Registration & Continuing Education

Core Statutory Mandate: Under California Business and Professions Code (BPC) Section 4980.00 and 4980.44, only individuals who hold a valid, active license or registration issued by the BBS may use protected titles or advertise marriage and family therapy services.

California law regulates not only the practice of marriage and family therapy but also the professional titles clinicians use when presenting themselves to the public. Additionally, the pathway to licensure requires rigorous supervised clinical experience, and ongoing licensure demands mandatory continuing education.

Legal Title Protection & Professional Credentials

To prevent consumer deception, BPC Section 4980.00 establishes strict statutory title protection. Using protected titles without holding the corresponding active credential issued by the BBS constitutes a misdemeanor punishable by fine or imprisonment (BPC 4983).

Protected Statutory Titles

• Licensed Marriage and Family Therapist (LMFT): Fully licensed clinician.
• Associate Marriage and Family Therapist (AMFT): Individual who has completed a qualifying master's or doctoral degree and is registered with the BBS to accrue supervised hours (BPC 4980.44).
• MFT Trainee: A student currently enrolled in an accredited master's or doctoral degree program who has completed specified prerequisite coursework.

Mandatory Professional Disclosure

Before rendering psychotherapeutic services, clinicians must disclose their legal title and license/registration number to clients in writing. Associates and Trainees must also explicitly state that they are supervised and disclose their supervisor's name, license type, and license number.

Supervised Experience Requirements (BPC Section 4980.43)

To qualify for LMFT licensure, applicants must complete a minimum of 3,000 total hours of supervised experience accrued over at least 104 experience weeks.

Breakdown of Hour Categories

• Direct Clinical Hours (Minimum 1,750 hours): Direct psychotherapeutic counseling of individuals, couples, families, or groups.
  • Couples, Families, and Children Requirement: At least 500 hours of the 3,000 total hours must consist of direct counseling with couples, families, or children.
• Non-Clinical Hours (Maximum 1,250 hours): Direct supervisor feedback, progress note writing, client-centered advocacy, attendance at clinical workshops, and case conferences.

Supervision Ratios & Weekly Limits

• Weekly Ratio: Applicants must receive at least 1 hour of individual/triadic supervision or 2 hours of group supervision for every 10 hours of direct clinical counseling performed in any given week.
• Weekly Maximum: No more than 40 total hours of experience may be logged in any single calendar week.

Key Associate Registration Rules

The "90-Day Rule" (BPC Section 4980.43(a))

Hours of supervised experience accrued post-graduation but prior to the issuance of an AMFT registration number may be counted only if:

1. The applicant submits their AMFT application to the BBS within 90 calendar days of the official degree conferral date.
2. The post-degree hours were accrued in an eligible employment setting that is not a private practice.

The 6-Year Limit & Subsequent Registration Rules

• An AMFT registration is valid for one year and may be renewed up to 5 times (for a maximum total of 6 years).
• If an associate does not complete 3,000 hours within 6 years, they must apply for a subsequent AMFT registration number.
• Private Practice Restriction: Associates holding a subsequent AMFT registration number are statutorily prohibited from working or gaining hours in a private practice setting (BPC Section 4980.43). They must gain remaining hours in non-profit, clinic, or governmental settings.

Continuing Education (CE) Requirements

To maintain licensure, LMFTs must complete continuing education as a condition of biennial license renewal.

Standard Biennial Renewal Mandate

• 36 Total CE Hours: Required every 2-year renewal period.
• Mandatory Law & Ethics: At least 6 hours of Law and Ethics coursework must be completed during every renewal cycle.
• First-Time Renewal Exception: First-time LMFT renewals require 18 hours of CE.

Mandatory One-Time Coursework Requirements

Prior to initial licensure or during specific renewal periods as mandated by law:

• Suicide Risk Assessment & Intervention: Minimum 7 hours (BPC Section 4980.396).
• Provision of Telehealth Services: Minimum 3 hours (Title 16 CCR Section 1815.5).
• Child Abuse Assessment & Reporting: Minimum 7 hours.

Exam Strategy Tip: Remember the private practice trap! An AMFT on their first 6-year registration cycle can work in a private practice. An associate who issued a subsequent (second) registration number after 6 years CANNOT work in private practice under any circumstances.
