0.3 Eligibility, Attempts, Accommodations & a 12-Week Study Plan

Key Takeaways

  • COPR limits candidates to three attempts within 12 months of successful program completion, and neither the timeline nor the attempt count resets after a refresher or repeated program.
  • Proof of program completion — an official transcript, certified graduation certificate, or registrar's letter — must be submitted at least 14 calendar days before the examination date.
  • Applications close approximately 4 weeks before the examination date and late applications are not accepted.
  • Disability accommodation requests must be made in the online application before the posted deadline, supported by COPR's Disability Information Form completed by a qualified regulated health professional who assessed the candidate within the last year.
  • Passing the COPR examination does not guarantee registration; each provincial regulator sets its own requirements, which may differ from COPR's eligibility policy.

0.3 Eligibility, Attempts, Accommodations & a 12-Week Study Plan

Clinical preparation is only half of a successful COPR attempt. The other half is administrative, and it is unforgiving: deadlines are fixed, late applications are not accepted, and attempt limits do not reset.

Who May Write the PCP Examination

A candidate must meet one of the following criteria:

  1. Be a graduate of a paramedic program located in Canada that is approved by a jurisdiction where paramedicine is regulated by legislation; or
  2. Be a graduate of a Canadian paramedic educational program listed on Accreditation Canada's list of accredited or registered paramedic programs; or
  3. Be an internationally educated individual who has completed COPR's international credential assessment process and been advised by COPR to proceed with an application; or
  4. Be an individual approved by a Canadian paramedic regulator to undertake the examination.

Candidates who live outside Canada but completed a training program approved by a Canadian provincial paramedic regulator may apply without the international credential assessment.

Documentation and Deadlines

You may apply before you finish your program, but you must have completed all requirements and submitted proof at least 14 calendar days before the examination date, or you forfeit both the examination fee and the administration fee.

COPR accepts exactly three forms of proof:

  1. A copy of your official transcript; or
  2. A certified copy of your graduation certificate; or
  3. A signed letter from the educational institution's registrar confirming successful completion.
MilestoneTiming
Application deadlineApproximately 4 weeks before the examination date; late applications are not accepted
Proof of completionAt least 14 calendar days before the examination date
Testing accommodation requestWith the online application, before the posted deadline
ResultsApproximately 3 to 4 weeks after the examination

[!WARNING] Falsifying documents bars a candidate from writing. If falsification is discovered after the examination, the results are declared null and void.

Attempts, Timelines, and the Eligibility Confirmation Letter

COPR limits candidates to three attempts within one year (12 months) of successful program completion.

Two details catch people out:

  • Timelines and attempts do not reset after completing a refresher course or after retaking a full program of study. A second diploma does not buy a fresh set of three attempts.
  • A candidate who falls outside the eligibility, timeline, or attempt criteria must submit an Eligibility Confirmation Letter signed by the paramedic regulator in the province where they intend to register, license, or certify.

Provincial requirements for registration, licensure, or certification vary by province and may differ from COPR's eligibility policy, including their own timelines and attempt limits. It is the candidate's responsibility to know the rules of the regulator where they intend to practise.

Testing Accommodations

COPR supports reasonable and appropriate modifications under applicable human rights legislation, for candidates with protected characteristics such as disability, family status, or religion.

  • Request accommodations within the online examination application — including any medication you need to bring into the examination.
  • Where the request relates to disability, a qualified regulated health professional (for example a physician or psychologist) with specific training and expertise in that disability, licensed to practise, and who has assessed and treated you within the last year, must complete COPR's Disability Information Form.
  • The documentation must confirm the disability, describe its impact on completing the examination, state your specific needs and the proposed accommodation, and explain how the accommodation mitigates the impact. If extra time is requested, the exact amount must be specified.
  • Requests received after the posted deadline will not be considered, except in unusual circumstances such as a recent injury.
  • Examination time and break length are adjusted as appropriate for pre-approved accommodations, and a brick-and-mortar test centre is available in limited capacity where an accommodation requires one.

A 12-Week Study Plan Built from the Blueprint

The blueprint allocation — 70% Area H, 30% Areas A through G, with roughly two-thirds of Area H on assessment and clinical decision-making — translates into the following schedule for a candidate studying 8 to 12 hours per week.

Making the Plan Work

  • Practise at the cognitive level the blueprint tests. Half the examination is application and a fifth is critical thinking. After every practice question, articulate why the best distractor is not the answer — that habit is what application items reward.
  • Write to the national standard. When your local directive and the national standard differ, learn both and answer to the national one.
  • Build geriatric versions of everything. With 37 to 47 geriatric items on the form, an 82-year-old on a beta blocker, an anticoagulant, and a diuretic should be your default mental patient, not the exception.
  • Rehearse the two-part structure. Sit at least one timed two-hour block so that you know what your concentration does at the 90-minute mark before it matters.
  • Use the official preparation resources. COPR publishes an Entry to Practice Examination Study Guide, an examination platform tutorial, and preparatory tests. Work through the platform tutorial before exam day so the interface costs you no time.
