1.5 The WPI Need-to-Know Criteria: What Is Actually on Your Exam

Most candidates who fail an Arizona operator exam do not fail because the material was too hard. They fail because they studied the wrong proportions — pouring weeks into Arizona statutes and treatment chemistry while giving a single evening to safety, administration, and equipment maintenance, which together can be a third of the test.

This section fixes that. It reproduces the official content-area weightings from the source that actually governs your exam.


The Blueprint Is a WPI Document, Not an ADEQ Document

ADEQ classifies facilities, sets eligibility, and issues certificates. It does not write exam questions or publish a content outline. Arizona uses the Water Professionals International (WPI) standardized exams — the organization formerly called the Association of Boards of Certification (ABC) — and the published blueprint is the Need-to-Know Criteria (NTK).

There are 16 NTK documents relevant to Arizona: four disciplines (Water Treatment, Water Distribution, Wastewater Treatment, Wastewater Collection) times four classes (I, II, III, IV). Arizona currently administers the 2025 edition. Only the document matching your exact discipline and grade describes your exam.

[!WARNING] Two traps follow from this. First, an "Arizona water operator practice test" that is heavy on A.R.S. and A.A.C. citations is testing the wrong thing — Arizona statutes are not a scored WPI content area. Study Arizona law to do your job legally and to pass ADEQ's application review; do not expect it as exam questions. Second, older NTK editions circulate widely online. Confirm you are working from the 2025 criteria.

The NTK is built from a periodic international job task analysis: WPI surveys working operators about what they actually do, then weights the exam so question counts mirror the criticality and frequency of real job tasks. That is why "Security, Safety, and Administrative Procedures" is large — operators really do spend a large share of their time on it.

What These Numbers Should Change About Your Study Plan

Read the tables as a budget:

  • Wastewater Treatment is dominated by process control. At 42 questions, "Treatment Process Evaluation and Adjustment" is worth more than laboratory and safety combined. If you are testing in W, activated sludge process control is the highest-leverage material in this entire guide.
  • Water Distribution is not primarily about pipes. The largest area (30 questions) is water quality monitoring, chemical feed, and laboratory interpretation. Candidates who study only mains, valves, and hydrants routinely under-prepare for the biggest block on their test.
  • Collection has a dedicated Lift Station area. Sixteen questions sit in lift stations alone, separate from the general equipment area — a level of emphasis that surprises candidates who treat lift stations as a footnote.
  • Safety and administration is never small. It ranges from 14 questions (Water Treatment) to 26 (Water Distribution). On the distribution exam it is the second-largest area.
  • Calculations are 15 to 16 percent everywhere, but they cluster differently. Water Distribution puts 8 of its 16 calculation items in equipment installation and repair; Wastewater Collection puts 7 of 16 in safety and administration — think cleaning production rates, costs, and staffing math, not treatment chemistry.

How WPI Writes the Questions

The NTK defines exactly two cognitive levels, and knowing them changes how you study.

Recall items test simple recognition of a fact, concept, process, or procedure with little or no problem solving. You identify, recall, or recognize. WPI's own published example:

Application items involve problem solving, calculation, or interpreting and applying data. You calculate, categorize, classify, compare, differentiate, explain, specify, or translate. WPI's published example:

In the activated sludge process, some of the activated sludge MUST be wasted to: A. increase digester gas production B. prevent excessive solids build-up C. prevent clogging of the sludge return line D. prevent overloading of sludge return pumps

Application items dominate. On the Class IV exams the split runs roughly 70 percent Application for Water Treatment, 72 percent for Water Distribution, 75 percent for Wastewater Treatment, and 80 percent for Wastewater Collection. Memorizing definitions is necessary but nowhere near sufficient; you must be able to reason from a scenario to an operational decision.

Dual Units on Every Calculation

WPI designs its exams for both the United States and Canada, so calculation items present US Standard units first and metric units in parentheses, and each item is solvable independently in either system. A published example:

If a water reservoir 12 ft (4 m) in diameter has a static water level of 21 ft (7 m), what is the pressure on the bottom of the tank? A. 6 psi (46 kPa) B. 9 psi (69 kPa) C. 12 psi (92 kPa) D. 21 psi (161 kPa)

Pick one unit system and stay in it for the whole problem. Mixing feet with kPa mid-calculation is the most common self-inflicted error on the math items. Here the US path is straightforward: 21 ft x 0.433 psi/ft = 9.1 psi, so the answer is 9 psi (69 kPa). Note that the 12 ft diameter is irrelevant — static pressure depends only on height, and WPI regularly includes an unused value to test whether you know that.
