Learner Supervision, Supervisor Qualifications and the Sidecar Exception

An RE learner is authorised to learn on a learner-approved motorcycle, not to ride independently. Queensland requires the learner to ride under the direction of a properly qualified supervisor. The official learner-rider page and Motorcycle Riders’ Guide define both the supervisor and the positions from which supervision may occur.

Who qualifies as a supervisor

The supervisor must hold an open licence for the class of motorcycle the learner is riding and must have held that open class for at least 1 year. For a learner riding a class RE motorcycle, an open RE or open R holder can qualify. When a person is learning on an R motorcycle after becoming eligible to do so, the supervisor needs the appropriate open R authority.

The rule is about the relevant open motorcycle class and its tenure. Merely being an experienced car driver, holding a provisional motorcycle licence, or having ridden off-road does not satisfy it. Before a practice ride, both people should confirm that the supervisor’s licence is current and appropriate to the machine.

Where the supervisor may be

TMR permits supervision from:

  • another motorcycle;
  • a car or another vehicle; or
  • a sidecar attached to the learner’s motorcycle.

The supervisor must direct the learner from a safe distance. Choose an arrangement that permits clear directions and does not force unsafe riding. Agree on the route, stopping places and simple signals before moving off. A following supervisor should not pressure the learner through a yellow light or into a gap merely to keep the pair together. If separated, the learner should use the agreed safe stopping plan rather than continue unsupervised.

Queensland’s published rule does not prescribe an exact separation in metres, require the supervisor to remain continuously in a particular mirror, or require a particular radio brand. Those may be training preferences, not conditions to invent as law.

The pillion prohibition

The supervisor cannot ride as a pillion passenger on the learner’s motorcycle. A pillion behind a novice changes balance, braking and steering while placing the supervisor in a position that cannot provide safe direction. The demerit schedule separately lists a learner riding under the direction of a supervisor carried as a pillion as an offence.

The sidecar is the narrow exception. A learner may carry a passenger only when that passenger is the qualified supervisor seated in a sidecar attached to the motorcycle. The general sidecar rules still apply: the passenger must wear an approved, securely fastened helmet, remain safely seated and the sidecar must not carry more people than it was designed for. Do not add unverified requirements such as a particular restraint system to the knowledge-test rule.

Responsibilities of both people

The learner remains responsible for controlling the motorcycle and obeying road rules. A supervisor’s presence does not authorise speeding, filtering, an unapproved motorcycle or riding with alcohol. The learner must display the L plate, use a LAMS motorcycle, carry the licence, wear an approved helmet, have zero BAC and comply with mobile-phone restrictions arising from age and the underlying car-licence type.

The supervisor should be fit to supervise, observe hazards early and give directions that allow adequate time. Alcohol, drugs, fatigue or distraction can make supervision unsafe even when the licence qualification is met. If using a communications device lawfully, set it before departure and keep the instructions brief. Mobile-phone rules are not replaced by the supervision arrangement.

Penalty and exam application

The current Queensland demerit schedule allocates 4 demerit points to a motorcycle learner who rides without direction from an appropriately licensed supervisor. It also assigns 4 points where the supervising person is improperly carried as a pillion. Because a learner-licence sanction starts at 4 points within 1 year, one such offence can reach the sanction threshold.

For an exam scenario, ask four questions:
