1.2 Eligibility, PQR & the Sheryan Application Process

The Unified Professional Qualification Requirements (PQR)

Who may sit the DHA Pharmacist Licensing Assessment - and who may be exempted from it - is defined by the Unified Healthcare Professional Qualification Requirements (PQR), the framework applied across UAE health authorities. For pharmacists, the core PQR requirements are:

• A recognized pharmacy qualification - a Bachelor of Pharmacy (BPharm), Master of Pharmacy (MPharm) or Doctor of Pharmacy (PharmD) from an institution recognized by the UAE authorities. A pharmacy diploma does not meet the pharmacist-title requirement.
• Post-qualification experience - typically two years of relevant clinical or pharmacy practice experience after qualification. Experience requirements vary by qualification tier and by whether your degree country is on the recognized list, so check the current PQR table rather than relying on a fixed number.
• A valid home-country licence or registration to practise as a pharmacist.
• A Good Standing Certificate (GSC) issued by the licensing or registration body where you most recently practised. The GSC must be issued within six months of your application; an expired certificate will stall the file.
• No unexplained gap in practice. Breaks in clinical practice can trigger additional requirements or affect exemption eligibility.

DataFlow Primary Source Verification

Before DHA evaluates your qualifications, your documents must pass primary source verification (PSV) through the DataFlow Group, the verification provider used by Gulf health authorities. DataFlow contacts the issuing institutions directly - your university, your licensing body, your previous employers - to confirm that every credential is genuine. Practical points:

• Start DataFlow early; verification commonly takes several weeks and is the most frequent cause of application delay.
• Any discrepancy between what you declared and what the source confirms (dates, titles, degree names) can flag the file and, in serious cases, lead to rejection or a ban for document fraud.
• The DataFlow fee is separate from both the Sheryan application fee and the USD 240 Prometric exam fee.

Documents to Prepare

Assemble these before you start the Sheryan application so verification is not held up by document requests:

• Passport copy (the same passport you will use as ID at Prometric - names must match exactly)
• Pharmacy degree certificate and transcripts
• Home-country pharmacist licence or registration certificate
• Good Standing Certificate, dated within six months
• Experience certificates from employers covering your post-qualification practice
• A recent photograph meeting the portal's specifications

Budgeting the Full Cost

The USD 240 Prometric fee is only one line item. A realistic budget also includes the Sheryan application/assessment fee, the DataFlow verification fee (which scales with the number of documents verified), and - after a pass - the licence activation and any malpractice-insurance costs handled at the employment stage. DHA publishes these administrative fees in the portal rather than the CBT Guideline, and they change from time to time, so confirm the current schedule inside Sheryan before committing.

The Sheryan Portal Flow, Step by Step

Sheryan is Dubai Health's online professional licensing portal, and the entire licensing journey runs through it:

1. Create a Sheryan account and complete your professional profile.
2. Obtain a DHA Unique ID - the identifier that ties together your verification, exam, and eventual licence records.
3. Submit your application and documents, which are routed to DataFlow for primary source verification.
4. Generate an Eligibility ID once your file is assessed as eligible. This Eligibility ID is what you use to book the exam.
5. Schedule with Prometric at prometric.com using your Eligibility ID, selecting a test centre and date, and paying the USD 240 exam fee.
6. Sit the CBT at the Prometric centre (code PHO5481).
7. Receive your result in Sheryan, reported as Pass or Fail only.
8. Obtain your eligibility letter/registration after passing. Note what this is and is not: it confirms you are eligible to be licensed, but it is not yet a licence to practise.
9. Licence activation by an employer. A Dubai healthcare facility that hires you activates the licence through Sheryan.

How long a pass actually lasts

This is widely misreported, so read the two official clauses separately. Under clause 4.7 of the Manual for Professional Assessment, passing the assessment leads to a Registration Certificate, and that certificate is valid for one year from the date of result - it is not itself a permit to practise and must be activated into a licence by a licensed health facility. Separately, clause 7.8 of the Manual for Licensing Healthcare Professionals (version 1.3, effective 18 July 2025) exempts from re-assessment any applicant who "passed DHA assessment for the same title within five (5) years from the date of obtaining the registration, provided no gap in practice".

So the commonly quoted "the result is valid for five years" is a compression of that exemption clause, and it drops two conditions that matter: the five years run from the date you obtained registration, not from the exam date, and the exemption is lost if you have a gap in practice. Confirm your own position in Sheryan before assuming either window applies to you.

Exam Exemptions Under the PQR

Not every applicant must sit PHO5481. Under the PQR, pharmacists who hold a valid licence or registration from a recognized country (the PQR lists the recognized authorities and qualification tiers) may be exempt from the licensing assessment, provided they also hold a Good Standing Certificate issued within six months and have no gap in clinical practice. The exemption logic rewards candidates whose competence has been recently and continuously demonstrated under a comparable regulatory system. Whether you personally qualify depends on the specific country, qualification, and recency of practice - which is exactly what the Sheryan self-assessment tool evaluates before you commit to fees.

A Standing Caution: Policies Change

Everything in this section - experience durations, recognized-country lists, GSC validity, exemption criteria, and fees other than the published Prometric exam fee - is set by DHA policy and can and does change. The figures above reflect the framework as documented in the PQR and the CBT Guideline (current published edition headed Updated - July 2024), but they are not a substitute for the primary sources. Before applying, run the self-assessment tool in the Sheryan portal and read the current PQR document; those two sources are authoritative, and where this guide or any third-party site disagrees with them, Sheryan and the PQR win.
