1Choose the English rendering that preserves the qualification in this Turkish sentence: 'Taraflar, görüşmelerin sürdürülmesinin yararlı olabileceğini belirtti.'
A.The parties confirmed that negotiations would succeed.
B.The parties stated that continuing the talks might be useful.
C.The parties agreed that further talks were unnecessary.
D.The parties stated that continuing the talks was compulsory.
Explanation: 'Yararlı olabileceğini' expresses possible usefulness, rather than certainty or an obligation. The translation must preserve both that qualification and the attribution to the parties.
2A diplomatic brief argues that a trade agreement caused exports to rise because exports increased after it entered into force. Which additional analysis most directly tests that causal claim?
A.Compare the length of the agreement with earlier agreements.
B.List statements supporting the agreement without examining export data.
C.Report the export increase again using a different currency.
D.Compare export trends with a credible comparison group and examine other changes affecting trade.
Explanation: A sequence in time alone cannot isolate an agreement's effect. A comparison and examination of alternative explanations help distinguish a policy effect from changes in demand, exchange rates, or other conditions.
3An essay must compare two regional cooperation proposals using security benefits, economic costs, and implementation feasibility. Evidence favors the first on security, the second on cost, and neither on feasibility. Which conclusion is best supported?
A.The first proposal dominates on every criterion because security is mentioned first.
B.The proposals are equivalent because neither has a feasibility advantage.
C.The choice depends on the relative importance of security and cost; the evidence establishes a trade-off rather than overall dominance.
D.The second proposal must be feasible because its estimated cost is lower.
Explanation: Each proposal has an advantage on a different criterion, so neither dominates on all three. An overall recommendation requires an explicit basis for weighing those advantages and recognizing the unresolved feasibility evidence.
4A source states: 'Some participating states support a permanent mechanism; consultations on its mandate continue.' Which summary stays within the evidence?
A.A permanent mechanism has support from some participants, while its mandate remains under discussion.
B.All participants have approved the mechanism and its mandate.
C.Consultations have ended because no participant supports a mechanism.
D.A legally binding mechanism is already operating.
Explanation: The source distinguishes partial support from a completed collective decision. A faithful summary retains both the limited extent of support and the unfinished discussion.
5Which translation preserves the passive construction without inventing an actor: 'Öneri, ilgili kurumlarca değerlendirilecektir.'?
A.The Ministry has approved the proposal.
B.The relevant institutions rejected the proposal.
C.The proposal will be evaluated by the relevant institutions.
D.The proposal must be submitted by the ambassador.
Explanation: 'Değerlendirilecektir' refers to future evaluation, and 'ilgili kurumlarca' identifies the relevant institutions as the evaluators. Approval, rejection, and an ambassador's submission are different claims.
6During an analytical discussion, a candidate is asked whether a treaty settles a disputed maritime boundary. The candidate has read a policy statement but has not checked the treaty text. Which response handles the evidentiary limitation best?
A.Treat the policy statement as conclusive proof that every party accepts the boundary.
B.Distinguish the government's stated position from the treaty's legal effect, and identify the text and party status that must be checked.
C.Assume that every maritime agreement binds neighboring states that did not join it.
D.Infer the treaty's boundary coordinates from the title alone.
Explanation: A policy position and a treaty obligation answer different questions. Identifying the missing legal evidence supports a precise response without asserting an unverified result.
7Under the Vienna Convention on Diplomatic Relations, host-state police want to enter diplomatic mission premises to investigate a suspected offense. Which rule governs entry?
A.Entry requires the head of mission's consent.
B.A search warrant alone removes the premises' inviolability.
C.Advance notification substitutes for consent.
D.An allegation involving a locally hired employee automatically permits entry.
Explanation: The Convention protects mission premises against entry by receiving-state agents without the head of mission's consent. The receiving state also has a duty to protect those premises; that duty does not itself supply consent to enter.
8A consular officer proposes to arrange legal representation for a detained national. The national expressly opposes the officer taking action on their behalf. Under VCCR Article 36, how does that express opposition affect consular action?
A.It is irrelevant once the consulate learns of the detention.
B.It can be overridden merely because the officer believes representation would help.
C.It requires the receiving state to release the national immediately.
D.The consular officer must refrain from taking action on the national's behalf against that express opposition.
Explanation: Article 36 provides for consular assistance, including arranging legal representation, but expressly requires consular officers to refrain from acting on behalf of a detained national who opposes that action. The officer's view of its usefulness does not remove this limitation.
9A sending state expressly waives its diplomatic agent's immunity from jurisdiction in a civil case. A creditor then argues that this alone also waives immunity from execution of the judgment. Under the Vienna Convention on Diplomatic Relations, how should that argument be assessed?
A.It succeeds because jurisdiction and execution always share one waiver.
B.It fails because execution requires a separate waiver.
C.It succeeds if the creditor sends a copy of the judgment to the mission.
D.It fails because the sending state cannot waive civil jurisdictional immunity at all.
Explanation: The Convention distinguishes adjudicating a civil or administrative claim from enforcing the resulting judgment. Waiver of jurisdictional immunity does not imply waiver of immunity from execution, for which a separate waiver is necessary.
10A diplomatic agent holds building X privately as an investment and building Y on behalf of the sending state for mission purposes. Both are in the receiving state. For real actions concerning these buildings, what does VCDR Article 31's immovable-property exception distinguish?
A.Both buildings necessarily fall outside immunity merely because they are immovable.
B.Neither can fall within the exception because their holder is a diplomat.
C.The private holding X fits the exception; the mission-purpose holding Y is expressly excluded from that exception.
D.Only Y fits the exception because it serves an official purpose.
Explanation: Private immovable property in the receiving state is one of the Convention's specified civil-jurisdiction exceptions, subject to the mission-purpose qualification. This is a limited exception, not a general loss of diplomatic immunity.
