1Which pair makes up Tunisia's national parliament under the 2022 constitutional framework?
A.Assemblée des Représentants du Peuple and Conseil National des Régions et des Districts
B.Assemblée des Représentants du Peuple and Conseil des Ministres
C.Conseil National des Régions et des Districts and Tribunal Administratif
D.Assemblée des Représentants du Peuple and Cour des Comptes
Explanation: The national parliament has two chambers: the Assemblée des Représentants du Peuple and the Conseil National des Régions et des Districts. Distinguish these legislative institutions from executive and judicial bodies when analyzing the organization of the Tunisian state.
2A legal analysis distinguishes the constitution from an administrative regulation. Which statement best explains the constitution's place in the domestic hierarchy of norms?
A.It has the same legal force as a ministerial circular
B.It is subordinate to every later administrative regulation
C.It provides superior legal rules within which legislation and administrative regulations must operate
D.It applies only when no statute or regulation addresses the issue
Explanation: Constitutional supremacy means that lower domestic norms must respect the constitution. The existence of a detailed statute or regulation does not by itself remove constitutional constraints on public power.
3An administration issues a decision imposing a legal obligation on a person without seeking that person's agreement. Which characteristic makes it an acte administratif unilatéral rather than a contract?
A.It must always impose a financial penalty
B.Its legal effects do not require the addressee's contractual consent
C.It cannot confer a benefit on its addressee
D.It requires agreement between two public bodies
Explanation: A unilateral administrative act derives its effects from an administrative decision rather than an agreement of wills. It may create obligations or confer rights; the absence of contractual consent does not establish that every such decision is lawful.
4An authority has power to restrict access to a site for public safety. It uses that power solely to punish a lawful critic, even though the site presents no safety concern. Which defect does the improper purpose most directly illustrate?
A.Lack of territorial competence
B.Failure to use the prescribed document format
C.Failure to consult a required advisory body
D.Détournement de pouvoir
Explanation: Détournement de pouvoir concerns the use of an administrative power for a purpose other than the one for which it was conferred. The decisive fact here is retaliatory purpose, rather than the authority's territory or a missing procedural step.
5HAICOP distinguishes an appel d'offres ouvert from an appel d'offres restreint. What defines the open procedure?
A.All candidates may submit offers, rather than only candidates selected in a prior selection stage
B.Only suppliers previously used by the buyer may submit offers
C.Only candidates invited after a published preselection may submit offers
D.Technical offers are requested first without prices to help define specifications for a second stage
Explanation: In an appel d'offres ouvert, participation is open to candidates submitting offers under the published requirements. A restricted procedure instead begins with preselection; an open procedure still requires evaluation of the offers against the applicable conditions.
6Which comparison correctly distinguishes déconcentration from décentralisation as concepts of administrative organization?
A.Both necessarily create a new legal person separate from the state
B.Déconcentration transfers powers to a separate local legal person; décentralisation redistributes work inside a ministry
C.Déconcentration distributes authority within the same state legal person; décentralisation assigns powers to a distinct public legal person
D.Décentralisation means delegating a signature to an officer who remains within the same ministry
Explanation: Déconcentration distributes state decision-making among central and territorial agents while preserving the state's legal personality and hierarchical organization. Décentralisation involves distinct public legal persons; the exact powers and controls must be determined from the applicable legislation.
7During a practice oral discussion, a jury asks for the current legal basis of a proposed administrative reform. You remember the principle but cannot verify the article number. Which response provides the most defensible legal analysis?
A.Give the remembered number confidently and use it as the sole justification
B.Explain the principle, identify the uncertainty about the citation, and state which current text must be checked
C.Replace the legal question with a description of the reform's popularity
D.Treat a similar foreign law as binding Tunisian law without explaining the difference
Explanation: A defensible response separates the legal reasoning that can be supported from a citation that remains uncertain. Identifying the text to verify preserves the distinction between a policy preference and the authority needed to implement it; this is study advice, not an official ENA marking rule.
8A practice oral case asks whether to replace a paper application process with a digital service. Most applicants have internet access, but a minority cannot use the portal. Which recommendation best addresses both efficiency and access?
A.Retain the paper process alone because majority internet access has no operational relevance
B.Require online applications immediately and evaluate success only by the reduction in counter staff
C.Offer a portal without testing whether users can complete the application
D.Pilot the portal with assisted access, measure completion and exclusion, and revise before wider deployment
Explanation: A pilot with assisted access tests efficiency gains while considering people who face digital barriers. Completion rates, accessibility and user experience provide evidence for revision; an MCQ can practice this reasoning but cannot replace an oral explanation of the trade-offs.
9A department earns revenue from a service and incurs costs delivering it. Subject to lawful exceptions, what does the non-compensation aspect of universalité budgétaire require?
A.Show only the difference between revenue and cost
B.Record the full revenue and the full expenditure separately
C.Limit the duration of spending authorizations to one budget year
D.Reserve each receipt exclusively for the service that collected it
Explanation: Non-compensation requires gross presentation of receipts and expenditure rather than netting one against the other. This supports scrutiny of the scale of both flows; non-affectation is the related but distinct rule concerning earmarking of revenue.
10In the standard public-expenditure chain, which stage verifies the service rendered and establishes the amount owed before an order to pay is issued?
A.Engagement
B.Ordonnancement
C.Liquidation
D.Paiement
Explanation: Liquidation establishes the reality of the debt and its amount, including verification of service rendered. It follows engagement and precedes ordonnancement; paiement is the subsequent discharge of the debt by payment.

Concours ENA Tunis — Cycle Supérieur: Suggested Study Strategy

1Choose the specialty option you will sit and use the full ENA syllabus; engineer candidates should check the axes marked for their route.
2Practice specialty and culture générale writing in different languages, Arabic and French, as required by the official rules.
3For English, practice reading comprehension, language work and extended writing. The short MCQs do not assess all of these productive skills.
4Develop oral cases by defining the issue, weighing evidence and trade-offs, and supporting a recommendation. These are independent preparation suggestions, not an official scoring rubric.
5Rehearse oral presentation and discussion in Arabic and French and answers to English questions in English.
6Check current official laws and data before using exact rates, deadlines or statistics; older ENA teaching PDFs cannot establish current legal values.

Frequently Asked Questions

Is a new 2026 entrance session confirmed?

The concours remains identifiable on ENA's current official pages, and its portal displays the 2024 cycle opened in 2025 with medical and oral notices. This review did not verify a new 2026 opening order. Check the official portal for dates, places, specialties and fees before applying.

How many papers and what languages are required?

There are three written papers: one chosen specialty, culture générale and English. Specialty and culture générale must be written in different languages, Arabic and French. The oral presentation and discussion also use different languages, Arabic and French, with additional English questions answered in English. An English-only official sitting was not verified.

How do the marks work?

The coefficients are 4 for specialty, 2 for culture générale, 2 for English and 2 for oral admission. The written average must be at least 10/20, a mark below 7/20 is eliminating, and the combined final average must be at least 10/20. Available places and ranking also govern admission. Writing the specialty and culture générale papers in the same language is eliminating.

What does registration cost?

The official notice published in 2025 for the 2024 cycle specifies a 20 TND electronic registration payment. The earlier free-registration claim was incorrect. The next session's notice must be checked for its actual fee.

Who can apply?

The general rules specify eligible national mastère degrees in legal/political or economic/management fields, engineering diplomas or recognized equivalents, and a general maximum age of 35 on 1 January of the opening year. The opening order defines specialties; statutory age-calculation adjustments may apply. A medical examination precedes the oral stage.

Does this simulate the official exam?

This is independent English-language MCQ study practice by OpenExamPrep. It is not affiliated with ENA, not an official translation and not an official-format simulation. The compact bank covers selected topics; use the full official syllabus and practice dissertations, extended English writing and spoken case discussion separately.
