Frequently Asked Questions
What is the legal basis for teacher attestation in Tajikistan?
Attestation follows the Procedure for the Attestation of Pedagogical and Scientific Staff of Educational Institutions, approved by Government Resolution No. 281 of 7 June 2017 under Article 32 of the Law 'On Education' (No. 1004 of 22 July 2013). Article 48 of that law and Article 14 of the Law 'On the Status of the Teacher' (No. 2215 of 17 December 2025) confirm that teachers are periodically attested to determine their qualification level.
How often are teachers attested?
Once every five years (paragraph 5). Young specialists are first attested three years after being hired, teachers returning from maternity or childcare leave one year after returning, and anyone may request early attestation two years after their last one with the head's submission and the education department's permission.
How is the attestation conducted and scored?
The methodological association head submits a characteristic (тавсифнома) at least 10 days ahead, and the commission holds a question-and-answer interview on its points. Each member marks the teacher 5, 4, 3 or 2 in an evaluation table; the average score gives the Higher (23–25), First (20–22) or Second (15–19) category, while 10–14 means not passed. The conclusion is adopted by open majority vote in the teacher's absence.
Which commission approves each category?
The institution's commission approves the Second category, the city or district commission approves the First, and the commission of the GBAO, regional or Dushanbe education directorate assigns the Higher category (the Ministry commission does so for districts of republican subordination). The Ministry of Education and Science commission also acts as the appeal commission for all institutions.
What happens if a teacher is found not suited to the post?
The commission recommends refresher and retraining courses with repeat attestation after six months, or transfer to a lower post. Failing the repeat attestation leads to release from the post. A teacher may complain within one month to the head, higher or authorised bodies, or a court, but the complaint does not suspend the decision.
In which language is attestation conducted, and is this bank official?
Official records of education bodies and institutions are kept in Tajik, the state language; we found no official source confirming a separate Russian-language attestation route. This OpenExamPrep bank is an independent English-language MCQ study adaptation — not an official translation, not a simulation of the commission interview, and not affiliated with or approved by the Ministry of Education and Science.
Is there a fee for teacher attestation?
The Procedure approved by Resolution No. 281 sets no candidate fee. Attestation is organised by education bodies and held during working hours on the scheduled day.
