1Under the Slovenian Building Act (Gradbeni zakon, GZ-1) and the Uredba o razvrščanju objektov, into which four complexity classes are objects divided?
A.Primarni, sekundarni, terciarni and začasni objekti (primary, secondary, tertiary, temporary)
B.Categories I to IV of the CC-SI classification of object types
C.Zahtevni, manj zahtevni, nezahtevni and enostavni objekti (demanding, less demanding, non-demanding, simple)
D.Stanovanjski, nestanovanjski, gradbeni inženirski and začasni objekti (residential, non-residential, civil engineering, temporary)
Explanation: GZ-1 Article 3 defines simple (enostavni), non-demanding (nezahtevni) and less demanding (manj zahtevni) objects, and treats every object that is not demanding, non-demanding or simple as less demanding; the Uredba o razvrščanju objektov sets the detailed criteria. The class decides the permit route, the documentation required, whether a supervisor and a use permit are needed, and which offences apply.
2After the GZ-1B amendment (in force from 15 October 2025), which class of object may be newly built without a building permit and without a notification of commencement of construction (prijava začetka gradnje)?
A.Enostavni objekti (simple objects)
B.Nezahtevni objekti (non-demanding objects)
C.Manj zahtevni objekti (less demanding objects)
D.Prizidave (extensions) to existing buildings of any class
Explanation: GZ-1 Article 5 requires a final building permit and a notification for new construction of demanding, less demanding and non-demanding objects. GZ-1B rewrote Article 6 so that notification without a permit now covers only removal of certain objects and minor reconstruction, so a new simple object needs neither. Under Article 6(2) it must still comply with the spatial implementing act and the rules on essential requirements.
3Under GZ-1 Article 59 as amended by GZ-1B, when does a final building permit (pravnomočno gradbeno dovoljenje) cease to be valid?
A.Two years after service, unless the investor has paid the komunalni prispevek
B.Three years after finality, extended once automatically after notification
C.Ten years after finality for private works, fifteen for public works
D.If construction has not started within five years of finality
Explanation: Article 59(1) provides that the permit lapses if the investor does not start construction within five years of its finality (for a change of use, if the change is not carried out within five years). GZ-1B removed the old reference to filing the notification and added that preparatory works alone (fencing, clearing, site connections, excavation that is not part of the structure) do not keep the permit alive. A new Article 59.a allows an extension on request only for objects under ministry competence, not for objects with environmental impacts, and only for reasons beyond the investor's control.
4Under the Architectural and Engineering Activities Act (ZAID), in whose directory must a person be entered to use the protected professional title »pooblaščeni inženir« (PI)?
A.Zbornica za arhitekturo in prostor Slovenije (ZAPS)
B.Inženirska zbornica Slovenije (IZS)
C.Gospodarska zbornica Slovenije (GZS)
D.Obrtno-podjetniška zbornica Slovenije (OZS)
Explanation: ZAID Article 3 reserves the title pooblaščeni inženir (abbreviated PI) for persons entered in the directory of certified engineers kept by IZS. ZAPS keeps the directory of certified architects, landscape architects and spatial planners. Under GZ-1 Article 18, GZS and OZS keep registers of construction foremen and master craftsmen who may manage works.
5Under ZAID Article 8, what level of education does the certified engineer (pooblaščeni inženir) route require?
A.A first-cycle (Bologna bachelor) degree in any engineering field
B.A higher vocational (višješolska) diploma plus ten years of practice on construction sites
C.A doctorate in engineering science
D.A second-cycle (master's) or equivalent pre-Bologna university degree in engineering
Explanation: ZAID Article 8 requires second-cycle education (mag. inž.) or education at that level obtained before Bologna (univ. dipl. inž.) in engineering sciences, especially civil, mechanical, electrical, technology, mining, geology, geotechnology, geodesy and traffic engineering. Since 1 January 2022 IZS also checks suitability against its document on the required competences and knowledge.
6Under ZAID Article 9, how much mentored practical experience must a candidate have before the certified-engineer exam, and when must it be gained?
A.At least two years, gained after completing the required education
B.At least one year, which may include internships during the master's study
C.At least five years, of which two must be in public administration
D.At least three years, gained at any time before or after graduation
Explanation: ZAID Article 9(1) requires at least two years of practical experience after obtaining the required education, gained under the mentorship of a certified professional. Article 10(2) adds that the experience must have been gained within the last 15 years before the exam, and the IZS application must include the signed and stamped mentor's certificate.
7Which condition must a mentor (mentor) meet under ZAID Article 9 to supervise and confirm a candidate's practical experience?
A.Hold a habilitation title at a Slovenian faculty of engineering
B.Be the candidate's employer or the employer's legal representative
C.Be active in the directory, with five or more years as a certified professional in the field
D.Have at least one year as a certified engineer and mentor no more than five candidates at a time
Explanation: Article 9(3) requires the mentor to be entered in the directory without dormancy (mirovanje) and to have at least five years of work experience after entry in the field in which the candidate trains. The mentor follows, guides and supervises the candidate and confirms the experience in writing (Article 9(5)). The IZS exam page adds that one certified engineer may mentor at most two candidates at the same time.
8Under the Spatial Planning Act (ZUreP-3), which municipal spatial implementing act sets land use (namenska raba prostora) and spatial implementing conditions (PIP) for local spatial arrangements?
A.Občinski podrobni prostorski načrt (OPPN, detailed municipal plan)
B.Občinski prostorski plan (municipal strategic spatial plan)
C.Državni prostorski načrt (DPN, national spatial plan)
D.Občinski prostorski načrt (OPN, municipal spatial plan)
Explanation: ZUreP-3 Article 116 provides that the OPN, in line with the regional and municipal spatial plans, plans spatial arrangements of local importance at the implementing level and determines land use and spatial implementing conditions. Article 50 lists the OPN among implementing acts (general legal acts that serve as the basis for construction), while the municipal spatial plan is a strategic act.
9Under ZUreP-3 Article 126, for which areas is a detailed municipal spatial plan (OPPN) prepared?
A.For any project whose investment value exceeds €100,000
B.Where the OPN foresees one, or later where a need or initiative arises
C.Only for motorways and main railway lines
D.For every single-family house planned outside settlement boundaries
Explanation: Article 126(2) provides that an OPPN is prepared for areas where the OPN foresees it and may also be prepared elsewhere if a need or initiative arises after the OPN is adopted. Article 126(1) lists typical areas such as internal development or renewal, complex residential and business construction, infrastructure, mineral extraction and environmental measures. Several municipalities may adopt an OPPN jointly.
10What is a lokacijska informacija (location information) under ZUreP-3 Article 279?
A.A municipal certificate from official records on land use, legal regimes and temporary measures
B.A simplified building permit that the municipality issues for simple and non-demanding objects
C.A cadastral survey fixing the legal boundary of a land parcel
D.A binding opinion (mnenje) that an opinion-giver issues to the administrative unit in the permit procedure
Explanation: The municipality issues the lokacijska informacija on request. It has the nature of a certificate from official records and contains data such as land use, the development stage of undeveloped building land, spatial acts in preparation, legal regimes, temporary measures and pre-emption areas. One request may cover at most ten parcels in one cadastral municipality.

Slovenia Certified Engineer Exam: Suggested Study Strategy

1Learn the GZ-1 complexity classes (zahtevni, manj zahtevni, nezahtevni and enostavni objekti) and what each needs: building permit, notification of commencement, execution design (PZI) and use permit — including the GZ-1B changes in force since 15 October 2025.
2Know the roles in GZ-1 Articles 12–19 — investor, designer with vodja projektiranja, supervisor with vodja nadzora, contractor with the person managing construction — and the supervisor's incompatibility with the contractor.
3Follow the documentation chain IZP → DGD → PZI → PID and DZO, and know which document goes with which procedure: project conditions, opinions and permit, notification of commencement, and use permit.
4Memorise the eight essential requirements of GZ-1 Article 25, and how regulations, technical guidelines (TSG) and standards give a presumption of conformity when the recommended method is used.
5For site safety, separate the duties under the construction-site decree (coordinators, safety plan, prior notice to the labour inspectorate) from the employer's duties under ZVZD-1 (risk assessment, training).

Frequently Asked Questions

What is the IZS Strokovni izpit za pooblaščenega inženirja?

It is the professional exam that, together with the required education, mentored experience and liability insurance, allows entry in the IZS directory of certified engineers under ZAID. Only persons in that directory may use the protected title pooblaščeni inženir (PI) and act as authorised professionals under the Building Act (GZ-1), for example as vodja projektiranja or vodja nadzora.

What is the official format and how is it graded?

The exam is oral and held in Slovenian before IZS examiners. Candidates first defend three reference works (or a written home task where they cannot submit reference works), then four subjects from the general and special parts. Each subject is passed or not passed, and the examiner announces the result right after the defence. The whole exam is repeated if the practical-experience subject or three subjects are failed.

What are the eligibility requirements?

Candidates need a second-cycle (master's) or equivalent pre-Bologna university degree in engineering and at least two years of practical experience after graduation, gained within the last 15 years. The experience must be gained under a mentor who is a certified engineer without dormancy with at least five years of certified practice in the field, and the mentor's signed certificate must be attached to the application.

What does the IZS exam cost in 2026?

IZS lists €1,100 for the full exam, €710 for a partial exam and €450 for a retake exam. IZS recommends applying about 70 days before the chosen exam date, and the exam costs must be paid at least 30 days before it.

How does this OpenExamPrep bank relate to the official IZS exam?

It is independent practice by OpenExamPrep, not an IZS product. The official exam is an oral defence in Slovenian; this bank is an English-language multiple-choice study adaptation of the published syllabus topics (GZ-1, ZUreP-3, ZAID, the Code of Obligations, ZJN-3, site safety, Eurocodes and fire safety). It is not an official translation and does not replace preparing your reference works or practising the oral defence.
