1Which act has governed Swedish firearm permits, including security companies' weapons and guards' loan permits, since 1 June 2026?
A.Vapenlagen (1996:67), as last amended in 2022
B.Vapenlagen (2026:408)
C.Lagen (1974:191) om bevakningsföretag
D.Vapenförordningen (1996:70), as amended in 2025
Explanation: The new Vapenlag (2026:408) and Vapenförordning (2026:409) took effect on 1 June 2026 and replaced vapenlagen (1996:67) and vapenförordningen (1996:70). PMFS 2017:10 Bilagor 11 and 12 still cite the 1996 act, so those references point to provisions that have since been replaced.
2Under 5 kap. 11 § vapenlagen (2026:408), what must an authorised security company show to be granted a permit to hold a firearm?
A.That it has guarded a foreign mission for at least one year
B.That every guard it employs already holds a private handgun licence of their own
C.That Säkerhetspolisen has approved its armed-guarding contracts
D.That it has an approved föreståndare and is suitable to hold the weapon
Explanation: 5 kap. 11 § lets an authorised bevakningsföretag hold a firearm if it has a föreståndare approved by Polismyndigheten (18 §) and, considering law-abidingness and other circumstances, is suitable to hold the weapon. For a legal person, the suitability test also covers the natural persons who have significant influence over it.
3What is a bevakningslånetillstånd under 9 kap. 11 § vapenlagen (2026:408)?
A.A guard's personal permit to borrow the company's firearm for armed assignments
B.The company's own permit to hold firearms that it intends to lend to guarding staff
C.A Polismyndigheten decision that a named guarding assignment may be carried out armed
D.A certificate showing that the guard passed the annual fortbildning and Kompetensprov
Explanation: 9 kap. 11 § lets an authorised security company lend a firearm to its guarding staff for assignments that require arming, but only to a person who holds a special permit to hold firearms as a loan for that purpose: the bevakningslånetillstånd. Polismyndigheten issues it to the individual, not to the company.
4Which two conditions does 9 kap. 11 § vapenlagen (2026:408) set for granting a bevakningslånetillstånd?
A.The applicant is at least 21 and has worked two years as a väktare
B.The applicant owns a private handgun and is an active club shooter
C.No reasonable risk of misuse, and a need to borrow for armed assignments
D.The client has signed an armed-guarding contract and Länsstyrelsen has approved it
Explanation: A bevakningslånetillstånd may be granted if it can reasonably be assumed that the person will not misuse the weapon and the person needs to borrow it for guarding assignments that require arming. Vapenförordningen (2026:409) 12 kap. 9 § lets Polismyndigheten issue further rules on shooting skill, training and age.
5Under 5 kap. 18–19 §§ vapenlagen (2026:408), what is the vapenföreståndare's task at an authorised security company that holds firearms?
A.To issue bevakningslånetillstånd to the company's guards after vetting them
B.To control the company's firearms, ammunition and silencers and their storage
C.To lead the written part of the Kompetensprov for the company's guards
D.To decide on the company's behalf whether an assignment meets the synnerliga skäl test
Explanation: A security company with a firearm permit must have a vapenföreståndare approved by Polismyndigheten (18 §). As the kontrollansvarig under 19 §, that person controls the company's holding of firearms, ammunition and silencers and makes sure they are stored correctly. An approved ersättare may stand in when the vapenföreståndare is prevented.
6Under 5 kap. 20 § vapenlagen (2026:408), a security company's vapenföreståndare may appoint a vapenhanterare. Which task may that appointment NOT include?
A.Handling the company's firearms independently within the business
B.Handling the company's ammunition and vapenmagasin
C.Handling firearms when the person holds an own permit for that type of weapon
D.Storing the company's firearms
Explanation: 5 kap. 20 § lets the kontrollansvarig give a person (vapenhanterare) the task of independently handling firearms, ammunition, silencers and magazines for the company. The person needs sufficient knowledge and skill and either an own permit for that kind of item or Polismyndigheten's approval. The section says expressly that the task may not cover storage (förvaring).
7PMFS 2017:10 Bilaga 12 section 5 says a company holding firearms must designate a vapenansvarig, failing which the föreståndare is responsible. How does this fit the weapons act in force from 1 June 2026?
A.The act now requires a police-approved vapenföreståndare; Bilaga 12 lags behind
B.Bilaga 12 overrides the act, so an internal vapenansvarig named by the company is enough
C.The new act abolished every named weapons role at security companies and museums alike
D.The vapenansvarig must now be appointed by Länsstyrelsen rather than by the company itself
Explanation: Bilaga 12 section 5 still speaks of an internal vapenansvarig, but 5 kap. 18 § vapenlagen (2026:408) requires an authorised security company with a firearm permit to have a vapenföreståndare approved by Polismyndigheten. A regulation cannot override an act, and Polisen lists the vapenföreståndare role among the changes from 1 June 2026.
8Bilaga 12 makes the police storage rules in FAP 943-1 apply to a security company's handguns. How does FAP 943-1 define a säkerhetsskåp?
A.Any lockable steel cabinet, whether or not it has been certified
B.A vault or value safe certified to SS EN 1143-1 Grade 3 by an accredited body
C.At least SS 3492 standard or equivalent, with accredited certification
D.A locked room fitted with a steel door and a monitored intruder alarm
Explanation: FAP 943-1 (RPSFS 2005:9) 2 kap. 2 § defines a säkerhetsskåp as storage that meets at least Swedish Standard SS 3492 säkerhetsskåp or equivalent requirements and is certified by an accredited certification body. A space built to listed minimum specifications, such as 4 mm steel plate, can count as equally secure. Valv and värdeskåp are a higher class.
9Under FAP 943-1 4 kap. 10 §, which Bilaga 12 applies to security companies, where must the ammunition for a handgun assigned to a person be stored?
A.In a separate safe in another room from the weapon
B.Together with the weapon it belongs to
C.At the nearest police station, deposited between shifts
D.With the guard at home, so weapon and ammunition are kept apart
Explanation: FAP 943-1 4 kap. 10 § says ammunition for a weapon assigned as personal equipment is stored together with the weapon. Other ammunition goes in a säkerhetsskåp or equally secure space, or under secure lock at staffed workplaces. Bilaga 12 section 6 applies these police rules to guards, so the common belief that weapon and ammunition must always be kept apart is wrong here.
10At a staffed workplace, FAP 943-1 4 kap. 4 § allows a personally assigned handgun to be kept in a locked säkerhetsskåp. What extra condition applies?
A.The cabinet must weigh at least 500 kg, with no exceptions allowed for staffed sites
B.The cabinet must always be opened jointly by two named employees
C.The handgun must be stored field-stripped, with its slide kept elsewhere
D.A locked inner compartment, plus an alarm at night or under higher threat
Explanation: 4 kap. 4 § allows storage in a locked inner compartment (låst innerfack) of a locked säkerhetsskåp or equally secure space at a workplace staffed by personnel. At night or when the threat level is raised, the cabinet must be alarmed under 7 kap. 1 § points 1–5 (punktskydd). Bilaga 12 section 6 applies this to a security company's handguns.

About the Väktare Skjutvapen Kompetensprov Exam

The Kompetensprov i handhavande av skjutvapen is the competence test a Swedish väktare must pass before carrying a firearm on duty, set by Polismyndigheten in PMFS 2017:10 (FAP 573-1) Bilaga 11. It ends a 43-hour course and has two parts: a written test on nödvärn and on the rules for firearm permits and storage, and a practical carrying-and-handling test at the level police officers must meet. Under 9 kap. 8 § and Bilaga 12, a guard may carry only on foreign-mission guarding, police or Säkerhetspolisen assignments, or where Polismyndigheten has found synnerliga skäl, and must pass the Kompetensprov again every year. Bilagor 11 and 12 still cite vapenlagen (1996:67); the replacement Vapenlag (2026:408) has applied since 1 June 2026. This page offers independent English-language MCQ practice by OpenExamPrep for the legal, technical and decision topics. It is not an official translation, a simulation of the written or practical test, or a substitute for live-fire training.

Väktare Skjutvapen Kompetensprov: Suggested Study Strategy

1Learn how PMFS narrows nödvärn for guards: BrB 24 kap. 1 § covers several situations, but 9 kap. 8 § and Bilaga 12 allow firearm use only under point 1, to avert serious violence (svårare våld) or imminent danger of it against a person.
2Memorise the three Bilaga 12 grounds for carrying (foreign missions, police or Säkerhetspolisen assignments, police decisions on synnerliga skäl) and what synnerliga skäl means.
3Know the warning sequence: announce being a väktare and the intention to shoot, then fire a warning shot first, and remember that a warning shot is only allowed when effective fire would be.
4Read Bilaga 12 alongside Vapenlag (2026:408): the regulation still cites the 1996 act and speaks of a vapenansvarig, while the new act uses the bevakningslånetillstånd and a police-approved vapenföreståndare.
5Know the FAP 943-1 storage rules Bilaga 12 applies to companies: a säkerhetsskåp meeting at least SS 3492, a locked inner compartment, alarms at night or under higher threat, and ammunition stored with the assigned weapon.
6Practise the handling sequences until they are automatic, especially patron ur (magazine out first), clearing a double feed, and keeping the finger off the trigger until shooting is immediately imminent.

Frequently Asked Questions

What is the Kompetensprov for armed security guards in Sweden?

It is the test at the end of Utbildning i handhavande av skjutvapen (HAS), the 43-hour course in PMFS 2017:10 Bilaga 11. It has a written test on the part of nödvärn law that supports a guard's firearm use and on the rules for firearm permits and storage, led by someone with at least 15 higher-education credits in law, and a practical carrying-and-handling test at the level police officers must meet, led by an instructor trained by Polismyndigheten.

When may a Swedish väktare carry a firearm?

Under PMFS 2017:10 9 kap. 8 § and Bilaga 12, only when it is necessary for guarding (1) a foreign state's or international organisation's official representation in Sweden, (2) on an assignment for Polismyndigheten or Säkerhetspolisen, or (3) where synnerliga skäl exist and Polismyndigheten has decided so after the company applied. Synnerliga skäl means a concrete threat of criminal attack against the guarded object, and such decisions are time-limited and tied to the specific assignment.

What is a bevakningslånetillstånd?

It is the personal permit a guard needs to borrow an authorised security company's firearm for assignments that require arming (9 kap. 11 § Vapenlag 2026:408, in force from 1 June 2026). Polismyndigheten may grant it if the person can reasonably be expected not to misuse the weapon and needs it for armed assignments. The application fee is 360 SEK.

What must a guard do before firing, and after?

Under Bilaga 12 section 3.2, the guard must clearly announce being a väktare and the intention to shoot, unless that seems unsuitable or ineffective, and then fire a warning shot first unless circumstances compel otherwise. The warning shot is aimed, if possible, so that no harm results, and is allowed only when the conditions for effective fire under BrB 24 kap. 1 § 1 are met. A warning shot or effective fire at a person must be reported immediately to Polismyndigheten in the police region concerned, followed by a written report through the company.

How often must an armed guard pass the Kompetensprov?

Every year. PMFS 2017:10 9 kap. 8 § requires a yearly passed Kompetensprov, and Bilaga 12 section 5 lets a company lend a firearm only to a guard who has a loan permit, passed HAS and since then completed at least 8 lesson hours of fortbildning and passed the Kompetensprov each year.

Is this practice bank an official test or a substitute for range training?

No. It is an independent English-language MCQ study adaptation by OpenExamPrep covering the legal rules, weapon knowledge, handling sequences and decision-making in the HAS curriculum. The real Kompetensprov is run in person by training companies; this bank is not an official translation, does not simulate the written or practical test, and cannot replace live-fire training or the practical assessment.
