1According to IER's Guidelines and Requirements for a Technical Report, what is the passing mark for the Technical Report that a Professional Engineer applicant submits?
A.50%
B.60%
C.70%
D.80%
Explanation: The marking-format note in IER's technical report guidelines states that the passing mark for the Technical Report equals 70%. The report is marked out of 100 across six components, so an applicant needs at least 70 marks in total.
2In IER's marking format for the Technical Report, which component carries the most marks?
A.Executive Summary
B.Technical Content
C.Report Format
D.Proper use of References
Explanation: IER marks Technical Content out of 50, while Report Format, Executive Summary, Figures, Conclusion/Recommendations and Proper use of References are each marked out of 10. Half of the available marks therefore depend on the critical analysis of a technical issue in the body of the report.
3An applicant's Technical Report receives these marks under IER's marking format: Report Format 9/10, Executive Summary 8/10, Figures 7/10, Technical Content 32/50, Conclusion/Recommendations 7/10 and Proper use of References 6/10. What is the outcome?
A.69 out of 100, one mark below the 70% passing mark
B.69 out of 100, a pass because every component scored above half marks
C.74 out of 100, a pass
D.64 out of 100, below the passing mark
Explanation: The six components add up to 9 + 8 + 7 + 32 + 7 + 6 = 69 out of a possible 100. IER's guideline sets the Technical Report passing mark at 70%, so this report falls one mark short. The pass mark applies to the total, not to each component separately.
4What does IER's technical report guideline say happens if plagiarism is found in a Technical Report?
A.The References component is reduced to zero, but the other components are still marked
B.The report is returned for correction with no change to its mark
C.The report is capped at the 70% passing mark
D.The report receives a mark of 0%
Explanation: The guideline's marking notes state that any plagiarism will result in a mark of 0%. The applicant also signs a Declaration of Authorship affirming that the report is their own composition, and a supervisor countersigns it.
5What minimum length does IER set for the Technical Report?
A.1,500 words
B.3,000 words
C.5,000 words
D.10,000 words
Explanation: IER requires a technical report of no fewer than 3,000 words. The count excludes the executive summary, table of contents, references, bibliography and appendices, so the minimum applies to the main content.
6Which part of a Technical Report counts toward IER's 3,000-word minimum?
A.The executive summary at the start of the report
B.The bibliography of other works reviewed
C.The discussion (body of the report)
D.The appendices of supporting data
Explanation: IER's 3,000-word minimum excludes the executive summary, table of contents, references, bibliography and appendices. The discussion, where the applicant presents the investigation, procedure and data, is part of the counted content.
7Under IER's guidelines, what must the subject of a Technical Report relate to?
A.The discipline in which the applicant is seeking certification
B.Any engineering topic chosen by the supervisor
C.A topic set each year by the IER Examination Committee
D.Only the applicant's undergraduate final-year project
Explanation: IER requires the report subject to relate directly to the discipline in which the applicant seeks certification. It must demonstrate engineering, including elements of design and the application of theory, so the examiner can judge the applicant's mastery of the subject.
8IER's guidelines describe three general categories of technical report. A report that analyses laboratory test results on construction materials falls into which category?
A.Scientific Research Report
B.Analytical (Laboratory) Investigative Report
C.Project Report (specifications and range of applications)
D.Feasibility Study Report
Explanation: IER describes an Analytical (Laboratory) Investigative Report as one that analyses a process, system or equipment, and notes that it may involve laboratory tests on materials, geotechnical work or natural hazards. Laboratory testing of construction materials fits this category.
9According to IER's guidelines, what should a Project Report emphasise?
A.A chronological diary of site activities
B.The contract's payment and claims history
C.An extensive search of published literature on the subject
D.The application of technology rather than the project phase itself
Explanation: IER says a Project Report may involve performance tests, writing specifications or exploring a range of applications, but its emphasis must be on the application of technology rather than the project phase itself. The examiner wants to see engineering, not a record of events.
10An applicant plans a report that mainly reviews published studies, manufacturers' specification sheets and literature on harmonics and their harmful effects in power systems. Which IER report category fits this plan?
A.Scientific Research Report
B.Analytical (Laboratory) Investigative Report
C.Project Report
D.Site Inspection Report
Explanation: IER describes a Scientific Research Report as requiring an extensive search of all sources related to the subject, such as libraries, manufacturers' specification sheets, literature and brochures. Its own example is a study of investigations into harmonics and their harmful effects.

About the IER Professional Engineer Registration Exam

Professional Engineer registration with the Institute of Engineering Rwanda (IER) leads to the licence that Law No. 023/2025 requires for practising engineering in Rwanda. Applicants need a Bachelor's degree in engineering and more than two years of post-graduation experience, then submit an endorsed Technical Report (pass mark 70%) and defend it orally before the IER Examination Committee. OpenExamPrep's questions are independent multiple-choice practice, not an official IER assessment.

Exam sponsor: Institute of Engineering Rwanda (IER). The requirements and fees below concern the certification or admission exam, separate from our free practice resources.

Assessment

Applications go through the IER Membership Digital Portal with a photo, ID, notarized Bachelor's degree (A0), signed career statement or CV, a technical report endorsed by a supervisor, proof of the RWF 20,000 fee and, for non-Rwandans, a foreign practicing license. The IER Examination Committee marks the report on Report Format (10), Executive Summary (10), Figures (10), Technical Content (50), Conclusion/Recommendations (10) and Proper use of References (10); plagiarism scores 0%. Applicants then defend the report orally. The committee's decision goes to the Governing Council for approval and is communicated by the Registrar; an applicant whose report does not satisfy the committee remains a Graduate Member. Applicants with more than 10 years of experience, PhD holders in related fields, cabinet appointees with engineering backgrounds and military engineering officers are exempt from the report and interview.

Frequently Asked Questions

Is registration with IER required to practise engineering in Rwanda?

Yes. Law No. 023/2025 of 1 September 2025 requires anyone who wishes to practise the profession, or who already practises without registration, to register with the Institute (Article 37), and practising requires a licence (Article 40). Lending a licence or using a borrowed one is an offence punishable by 2 to 3 years of imprisonment or a fine of FRW 5,000,000 to 7,000,000 (Article 48). IER is the engineers' institute first established under Law No. 26/2012, whose Article 11 remains in force.

How is the IER Technical Report marked?

The IER Examination Committee marks the report out of 100: Technical Content 50, and Report Format, Executive Summary, Figures, Conclusion/Recommendations and Proper use of References 10 each. The pass mark is 70%, plagiarism results in 0%, and the report must be at least 3,000 words (excluding the executive summary, table of contents, references, bibliography and appendices). The applicant then defends the report orally before the committee.

Who is exempt from the Technical Report and interview?

IER exempts applicants with more than 10 years of proven engineering experience, PhD holders in related engineering fields, cabinet appointees with engineering backgrounds and military officers in engineering services. Exempt applicants must still meet the other requirements, such as the notarized degree, career statement or CV and proof of fee payment.

What does IER registration cost?

IER's fee table lists a non-refundable RWF 20,000 application fee and an annual membership fee of RWF 200,000 for Professional Engineers. An optional express application costs RWF 200,000 for a response within two weeks. Applicants from outside the East African Community, or from EAC states without an IER Mutual Recognition Agreement, pay USD 500.

Is there a written professional exam for IER Professional Engineers?

IER's Internal Rules and Regulations list passing a professional exam among the Professional Engineer requirements, and on 24 July 2026 the Governing Council approved a revised Career Progression Framework subject to developing objective technical assessment criteria and weightings. As of October 2026, IER's published Professional Engineer requirements still consist of the endorsed technical report and the interview, and no exam syllabus or format has been published.

Does this question bank replace the IER Technical Report or interview?

No. IER publishes its requirements, report guidelines and Code of Ethics in English but does not state which languages applicants may use for the report or interview. These English-language multiple-choice questions are an independent study adaptation by OpenExamPrep of those published rules, Law No. 023/2025 and the IER Code of Ethics. They are not an official IER assessment and do not replace writing and defending your own Technical Report.
