1Under Article 51 of the Urban Planning Code of the Russian Federation (ГрК РФ), what does a building permit (разрешение на строительство) confirm?
A.That the completed object matches its design documentation and may be put into operation
B.That the design documentation meets the urban-planning regulation and planning documents, giving the developer the right to build
C.That the land plot is registered in the Unified State Register of Real Estate (ЕГРН) in the developer's name
D.That the design documentation has received a positive conclusion of state expertise
Explanation: Article 51, Part 1 states that the permit confirms that the design documentation meets the requirements of the urban-planning regulation (or the planning and land-surveying projects) and gives the developer the right to carry out construction or reconstruction. Readiness of a completed object for operation is confirmed by a different document, the commissioning permit under Article 55.
2Under Article 51, Part 4 of the Urban Planning Code, which body issues a building permit in the general case?
A.The regional state construction supervision body for the territory of the plot
B.The self-regulatory organization (СРО) of which the developer is a member
C.The state or non-state expertise organization that reviewed the design documentation
D.The local self-government body at the plot's location, save for Parts 5-6 cases
Explanation: Part 4 of Article 51 makes the local self-government body at the location of the land plot the default issuer of building permits. Parts 5 and 6 transfer certain objects (for example, objects on the territory of two or more regions) to federal or regional executive bodies or to state corporations such as Rosatom.
3For how long is a building permit for a capital construction object issued under Article 51, Part 19, other than a permit for a construction stage or for individual housing construction?
A.For the entire construction period set in the Construction Organization Plan (ПОС)
B.For one year, renewable annually by the issuing body on application
C.For no more than three years, regardless of the size of the project
D.For the period stated in the contractor's Work Execution Plan (ППР)
Explanation: Part 19 of Article 51 provides that the permit is issued for the whole period stipulated by the ПОС, while a permit for individual housing construction is issued for ten years. The ППР is a contractor's organizational document and does not determine permit validity.
4Under Article 51, Part 17 of the Urban Planning Code, in which situation is a building permit NOT required?
A.Reconstruction of an apartment building that adds two storeys
B.New construction of a three-storey shopping centre in a town
C.Capital repair (капитальный ремонт) of a capital construction object
D.Reconstruction of a production building that replaces its load-bearing frame
Explanation: Part 17 lists cases where no permit is needed, including capital repair (item 4.1), construction of non-capital structures (item 2) and changes that do not affect structural reliability and safety and stay within permitted parameters (item 4). Adding storeys, replacing a load-bearing frame and new commercial construction all require a permit.
5Under Article 48.1 of the Urban Planning Code, which design characteristic makes a capital construction object 'unique' (уникальный объект)?
A.A height of more than 75 m
B.Spans of more than 50 m
C.A cantilever of more than 20 m
D.An underground part more than 10 m below the planning ground level
Explanation: Article 48.1, Part 2 lists the criteria for unique objects: height over 100 m (over 250 m for wind-power installations), spans over 100 m, a cantilever over 20 m, or an underground part deeper than 15 m below the planning ground level. Only the 20 m cantilever matches a statutory criterion.
6Under Article 49, Part 2 of the Urban Planning Code, for which objects is expertise of design documentation NOT carried out?
A.Individual housing construction objects (ИЖС) and garden houses
B.Apartment buildings of any height built entirely with private funds
C.A five-storey office building with a total floor area of 3,000 m²
D.Hazardous production facilities owned by private companies
Explanation: Part 2 of Article 49 exempts design documentation for individual housing construction objects and garden houses (item 1), certain terraced houses (item 2) and detached buildings of no more than two storeys and 1,500 m² meeting further conditions (items 4-5). Funding source alone does not exempt an apartment building, and the two-storey limit excludes a five-storey office.
7Under Article 49, Part 3.8, the developer may decide not to send changes to approved design documentation for expertise only if the changes meet several conditions at once. Which is one of them?
A.They are agreed in advance with the state construction supervision inspector
B.Their cost does not exceed 10% of the estimated construction cost
C.They are recorded in the general work journal by the builder's GIP
D.They do not affect load-bearing structures, except replacing elements with analogous or improving ones
Explanation: Part 3.8 requires that the changes do not affect load-bearing structures (except replacing elements with analogous or performance-improving ones), do not change linear-object class or parameters, do not breach technical regulations and other mandatory requirements, match the design assignment and survey results, and stay within the approved cost for budget-funded objects. Their compliance is confirmed by a design-side SRO member and approved by the design GIP (Article 48, Part 15.2; Article 55.5-1, Part 4).
8Under Article 48, Part 15 of the Urban Planning Code, who approves design documentation and the changes made to it under Parts 3.8 and 3.9 of Article 49?
A.The organization that carried out the expertise of the design documentation
B.The developer, technical customer, building operator or regional operator
C.The regional state construction supervision body that will supervise the works
D.The general contractor's specialist in organization of construction (GIP)
Explanation: Part 15 assigns approval of design documentation, and of changes made under Article 49, Parts 3.8 and 3.9, to the developer, technical customer, person responsible for operation, or regional operator. Expertise bodies assess compliance, and supervision bodies check construction against the approved documentation; neither approves it.
9Under Article 52, Part 2.1, a contractor that is not a member of a construction SRO may perform construction contracts with a developer or technical customer if the obligations under each contract do not exceed what amount?
A.RUB 10 million
B.RUB 1 million
C.RUB 25 million
D.RUB 50 million
Explanation: Part 2.1 allows individual entrepreneurs and legal entities outside a construction SRO to perform construction contracts with a developer, technical customer or person responsible for operation if obligations under each contract do not exceed RUB 10 million. Above that amount SRO membership is required unless a Part 2.2 exemption applies.
10According to Article 52, Part 2 of the Urban Planning Code, who ensures the performance of works under a construction contract concluded with a developer?
A.Specialists of the design organization carrying out author supervision
B.Inspectors of the state construction supervision body
C.Specialists in organization of construction (chief project engineers) of the contractor
D.Members of the control commission of the contractor's SRO
Explanation: Part 2 of Article 52 states that work under such contracts is ensured by specialists in organization of construction (главные инженеры проектов). They may perform these functions only once included in the national register of specialists in construction kept by NOSTROY (Article 55.5-1, Parts 7 and 9).
