1Under Article 79 of Federal Law No. 123-FZ, what is the standard value of individual fire risk in buildings and structures?
A.Not more than one in ten thousand (10⁻⁴) per year
B.Not more than one in a hundred thousand (10⁻⁵) per year
C.Not more than one in a million (10⁻⁶) per year
D.Zero, for every person in the building
Explanation: Article 79 of Law No. 123-FZ provides that individual fire risk in buildings and structures must not exceed one in a million per year, with a person placed at the point furthest from the exit. The MCHS methodology (Order No. 1140) uses the same value, Rнорм = 10⁻⁶ per year.
2Under paragraph 4 of the Methodology approved by MCHS Order No. 1140, what is the numerical expression of individual fire risk?
A.How often hazardous fire factors (ОФП) affect a person in the building
B.The probability that a fire starts in the building during a year
C.The number of fires recorded in the building over five years
D.The ratio of evacuation time to the time until escape routes are blocked
Explanation: Paragraph 4 of the Methodology defines the numerical expression of individual fire risk as the frequency with which hazardous fire factors affect a person in the building. It is calculated for the fire-hazardous situation that is most dangerous to people's life and health.
3To which buildings does the fire risk Methodology approved by MCHS Order No. 1140 apply?
A.Only to industrial facilities of class Ф5 with category A and Б premises
B.Only to buildings taller than 28 m
C.To all objects of protection, including outdoor technological installations, tank farms and trunk pipelines
D.To Ф1–Ф4 buildings, Ф5 car parks without servicing, and Ф5 rooms (not A or Б) in Ф1–Ф4 buildings
Explanation: Paragraph 1 of the Methodology covers buildings, structures and fire compartments of functional fire hazard classes Ф1–Ф4, class Ф5 in respect of car parks without maintenance and repair, and class Ф5 premises (except categories A and Б) inside Ф1–Ф4 buildings. Other production facilities are assessed by other methods.
4What limiting value of elevated temperature does the Order No. 1140 Methodology use to determine when escape routes are blocked by hazardous fire factors?
A.40°C
B.70°C
C.100°C
D.150°C
Explanation: The Methodology takes the following limiting values of hazardous fire factors: elevated temperature 70°C; heat flux 1400 W/m²; loss of visibility 20 m; reduced oxygen 0.226 kg/m³; and toxic gases CO₂ 0.11 kg/m³, CO 1.16·10⁻³ kg/m³ and HCl 23·10⁻⁶ kg/m³.
5What limiting value of reduced oxygen content does the Order No. 1140 Methodology use?
A.0.226 kg/m³
B.0.100 kg/m³
C.0.284 kg/m³
D.0.300 kg/m³
Explanation: The Methodology takes 0.226 kg/m³ as the limiting value for reduced oxygen content. When the calculated oxygen content on an escape route falls to this value, the route is considered blocked by this factor.
6What limiting value of carbon monoxide (CO) does the Order No. 1140 Methodology use?
A.1.16·10⁻³ kg/m³
B.0.11 kg/m³
C.23·10⁻⁶ kg/m³
D.1.16·10⁻² kg/m³
Explanation: The Methodology sets the limiting value for CO at 1.16·10⁻³ kg/m³. The other toxic gases have their own limits: CO₂ 0.11 kg/m³ and HCl 23·10⁻⁶ kg/m³.
7What limiting value of carbon dioxide (CO₂) does the Order No. 1140 Methodology use?
A.1.16·10⁻³ kg/m³
B.23·10⁻⁶ kg/m³
C.0.226 kg/m³
D.0.11 kg/m³
Explanation: The Methodology sets the limiting value for CO₂ at 0.11 kg/m³. Do not confuse it with the CO limit (1.16·10⁻³ kg/m³) or the minimum oxygen content (0.226 kg/m³).
8What limiting value of hydrogen chloride (HCl) does the Order No. 1140 Methodology use?
A.0.11 kg/m³
B.23·10⁻⁶ kg/m³
C.1.16·10⁻³ kg/m³
D.2.3·10⁻³ kg/m³
Explanation: The Methodology sets the HCl limit at 23·10⁻⁶ kg/m³. Hydrogen chloride is released, for example, when PVC materials burn and is a strong irritant to the eyes and airways.
9What limiting value of heat flux does the Order No. 1140 Methodology use?
A.140 W/m²
B.500 W/m²
C.1400 W/m²
D.4000 W/m²
Explanation: The Methodology takes 1400 W/m² as the limiting heat flux on escape routes, alongside 70°C, 20 m visibility, 0.226 kg/m³ oxygen and the toxic-gas limits.
10What limiting value of loss of visibility does the Order No. 1140 Methodology use?
A.20 m, or the effective diameter of the room if that is less than 20 m
B.10 m in all rooms
C.50 m in corridors and 20 m in rooms, measured at floor level along the escape route
D.Visibility is not one of the limiting factors
Explanation: The Methodology takes 20 m as the limiting visibility; where the effective diameter of a room is less than 20 m, the limit equals that diameter. Loss of visibility is often the first hazardous factor to block an escape route.

Frequently Asked Questions

What is independent fire risk assessment (НОР)?

Under the Rules approved by Government Decree No. 1325, it is an assessment of an object's compliance with fire safety requirements and a check of the fire regime by an expert organisation not interested in the result, carried out under a contract with the owner. The conclusion is sent to the fire supervision body within 5 working days of its approval.

What is the format of the attestation exam?

Under paragraphs 15–21 of the Decree No. 2081 Rules, the exam has a test and a practical task. The test has 70 questions with one answer each, lasts 80 minutes and is passed with at least 60 correct answers. A candidate who passes then draws a practical-task ticket and uses measuring instruments to solve it; the commission decides by open majority vote.

What can a candidate do after failing?

A failed practical task may be retaken within 2 months, but not earlier than 10 working days after the exam. After a refusal of attestation, documents may be resubmitted no earlier than 2 months later. An appeal can be filed through Gosuslugi within 5 working days and is decided within 3 working days.

How long does attestation last?

Attested experts must be re-attested every 5 years (paragraph 36). The register entry on the MCHS website is the special permit to carry out independent fire risk assessment.

In what language is the official exam held?

In Russian. This question bank is an independent English-language MCQ study adaptation of the subject matter, not an official translation or a simulation of the exam.
