1Under Article 53(1) of the Air Code of the Russian Federation, who may perform the functions of a specialist maintaining a civil aircraft (outside the exempt ultralight and small-UAS categories)?
A.Civil aviation personnel who hold the corresponding certificate (свидетельство) issued by the authorized civil aviation body
B.Any employee of a certified maintenance organization, provided the quality manager countersigns the work
C.Graduates of an aviation technical college, who may work without a certificate during their first year
D.Holders of a foreign maintenance licence, automatically and without any Russian recognition procedure
Explanation: Article 53(1) admits to crew and aircraft-maintenance functions only members of civil aviation personnel who hold the corresponding certificate issued by the authorized body. Rosaviatsiya issues these certificates after a knowledge test, a skills check and an experience review under Government Decree No. 193 of 17 February 2022.
2Under FAP-236 (in force from 1 September 2026), what may the holder of a maintenance specialist certificate with qualification mark "C" do?
A.Perform line (оперативное) maintenance and sign only for the line tasks they carried out
B.Maintain electrical systems, instruments and radio-electronic equipment only, without airframe work
C.Sign the certificate confirming completion of periodic (base) maintenance of the aircraft
D.Maintain unmanned civil aircraft and sign only for that unmanned-aircraft work
Explanation: FAP-236 paragraph 129 gives mark C the privilege of signing the certificate for completed periodic (base) maintenance. Experience requirements for C depend on aircraft mass: for aircraft of 5,700 kg and above, for example, at least three years exercising B1.1 or B1.3 privileges on such aircraft.
3How does FAP-236 distinguish qualification mark "B2" from mark "B1" on a maintenance specialist certificate?
A.B2 covers electrical systems (including engine electrics), instruments and radio-electronic equipment; B1 covers airframe, powerplant and systems and includes mark A duties
B.B2 is the mark for line maintenance on transit aircraft, while B1 is reserved for signing the certificates that release aircraft from base maintenance
C.B2 applies only to helicopters and B1 only to aeroplanes, whichever aircraft systems the holder actually maintains in practice
D.B2 is a trainee mark issued before B1 is granted and carries no right to sign any maintenance documents for completed work
Explanation: Under paragraphs 127–128, B1 holders maintain the aircraft including airframe and powerplant units and system elements, replace electrical, instrument and radio-electronic units that need testing, and also carry the duties of mark A. B2 holders maintain electrical systems (including those on the engine), instruments and radio-electronic equipment. Both sign the documents for the work they perform.
4A candidate with secondary vocational aviation-technical education wants qualification mark B1.1 (turbine-engine aeroplanes). Under FAP-236, what minimum practical maintenance experience in operation is required?
A.Six months
B.One year
C.Two years
D.Five years
Explanation: FAP-236 paragraph 141 requires at least two years of practical maintenance experience in operation for marks B2, B1.1 and B1.3, with secondary vocational or higher technical education. At least one year applies to marks A1–A5, B1.2 and B1.4.
5Article 20 of the Air Code of the Russian Federation divides aviation into which three types?
A.Commercial, general and military aviation
B.Civil, state and experimental aviation
C.Passenger, cargo and aerial-work aviation
D.Federal, regional and departmental aviation
Explanation: Article 20 states that aviation is divided into civil, state and experimental aviation. Civil aviation serves the needs of citizens and the economy (Article 21), state aviation serves military, border, police, customs and other state services, and experimental aviation is used for research, development and testing.
6A private owner flies a light aircraft for personal travel, carrying no paying passengers and performing no aerial work. Under Article 21 of the Air Code, this flying belongs to:
A.State aviation, because the aircraft is entered in a state register
B.Experimental aviation, because no air operator certificate is involved
C.General aviation (авиация общего назначения), the part of civil aviation not used for commercial air transport or aerial work
D.Commercial aviation, because every civil flight is treated as a commercial operation
Explanation: Article 21(3) assigns civil aviation that is not used for commercial air transport or aerial work to general aviation (АОН). The aircraft is still civil aviation because it serves the needs of citizens (Article 21(1)).
7Under Article 36(1) of the Air Code, what must a civil aircraft (other than the exempt ultralight categories) have to be admitted to operation?
A.Only a certificate of state registration, which also serves to confirm its airworthiness
B.A maintenance release certificate, which replaces the airworthiness certificate for one year
C.An air operator certificate held by whichever company operates the aircraft
D.A certificate of airworthiness (сертификат летной годности), based on an approved type design or an individual assessment
Explanation: Article 36(1) admits civil aircraft to operation only when they hold a certificate of airworthiness. It is issued on the basis of a type certificate (or another accepted type-design approval) or an assessment of the individual aircraft against airworthiness and environmental requirements.
8According to Rosaviatsiya's published clarification on airworthiness directives (letter of 10 February 2020), what is the status of directives issued by the state of design for an aircraft type entered in the Russian register?
A.They are advisory until Rosaviatsiya re-issues each one as a Russian directive
B.They must be complied with within their stated times, and Rosaviatsiya may also issue its own directives for those types
C.They apply only to aircraft on the Russian register that fly international routes
D.They may be skipped if the operator's chief engineer judges the unsafe condition unlikely
Explanation: Rosaviatsiya explained that directives issued by the authority of the state of design are mandatory, within their compliance times, for aircraft on the Russian register. Russian law does not provide for 're-approving' foreign directives, and under FAP-21 Rosaviatsiya can issue its own directives for any type on the Russian register. Directives restore the safety level required by the approved type design.
9What does FAP-145, approved by Ministry of Transport Order No. 367 of 18 October 2024 and in force from 1 March 2025, regulate?
A.Maintenance of certificated civil aircraft, engines and propellers (and certificated unmanned systems), replacing FAP-120 and FAP-109
B.The knowledge, experience and qualification marks required of individual maintenance specialists
C.Type certification of new aircraft designs and the approval of design and production organizations
D.Rules of the air and air traffic services in the airspace of the Russian Federation
Explanation: FAP-145 sets the rules for maintaining certificated unmanned aviation systems, civil aircraft, aircraft engines and propellers. Light and ultralight aircraft not used for commercial air transport or aerial work are excluded. The Ministry of Transport stated that it replaced FAP-120 and FAP-109 and lets approved maintenance organizations delegate work to subcontractors and run theoretical refresher training themselves.
10Under the 'maintenance by operating time' strategy (ТО по наработке), how are the list and intervals of maintenance operations determined?
A.From the actual technical condition of each item at the start of maintenance
B.From the fleet's monitored reliability level, with items run until failure
C.From the flight crew's assessment of the aircraft after each flight
D.From the item's operating time since entry into service or since overhaul, uniformly across the fleet
Explanation: Russian aviation maintenance terminology (ГОСТ 24212-80) defines maintenance by operating time as the strategy in which the list and periodicity of operations are set by the item's operating time since entry into service or since overhaul. The same schedule applies to every item of the type, regardless of its individual condition.
