1Under Article 4 of Federal Law No. 135-FZ 'On Valuation Activity in the Russian Federation', who is recognized as the subject of valuation activity (appraiser)?
A.Natural persons who are members of one of the self-regulatory organizations (SROs) of appraisers and have insured their liability as the Law requires
B.Legal entities registered as commercial appraisal companies with licensed statutory capital
C.State civil servants appointed by the Ministry of Economic Development to conduct official price monitoring
D.Any individual possessing higher economic or engineering education without mandatory professional association membership
Explanation: Article 4 of Federal Law No. 135-FZ recognizes as subjects of valuation activity (appraisers) natural persons who are members of one of the self-regulatory organizations of appraisers and have insured their liability as the Law requires. An appraiser may practise privately or under an employment contract with a legal entity that meets Article 15.1, and may work only in the valuation directions stated in the qualification certificate; holding that certificate is itself a condition of SRO membership under Article 24.
2What is the statutory validity period of the qualification certificate in valuation activity (квалификационный аттестат) under Federal Law No. 135-FZ?
A.5 years from the date of passing the examination
B.3 years from the date of issuance
C.1 year, renewable automatically upon payment of SRO dues
D.Indefinite, subject to annual continuing professional development
Explanation: Under Article 21.2 of Federal Law No. 135-FZ, a qualification certificate is issued for three years and is valid for that term; the issue date is the date the authorized body (FBU FRC) decides to issue it. The appraiser must re-confirm qualification by passing the exam within every three calendar years.
3Under Article 24.6 of Federal Law No. 135-FZ, what is the minimum statutory insured amount under an individual appraiser's mandatory civil liability insurance contract?
A.5,000,000 rubles
B.1,000,000 rubles
C.300,000 rubles
D.10,000,000 rubles
Explanation: Article 24.6 of Federal Law No. 135-FZ requires an SRO to oblige each member to hold mandatory liability insurance with a sum insured of not less than 300,000 rubles, and to contribute at least 30,000 rubles to the SRO compensation fund. Separately, Article 15.1 requires an appraisal company to insure its own liability for at least 5,000,000 rubles.
4Which of the following conditions strictly prohibits an appraiser from conducting an appraisal of a real estate asset under Article 16 of Federal Law No. 135-FZ?
A.The customer pays the appraisal fee in full in advance, before the appraiser inspects the property and collects documents
B.The appraiser has evaluated another property in the same municipal district within the past six months
C.The appraiser uses a comparative approach rather than a mandatory cost approach
D.The appraiser holds a direct proprietary or financial interest in the appraised property or is a close relative of the customer
Explanation: Article 16 of Law No. 135-FZ establishes statutory independence rules. An appraisal cannot be conducted if the appraiser has a material or family interest, holds real or obligatory rights in the object, or is an affiliated person or close relative of the customer or contracting legal entity.
5Under Federal Valuation Standards (FSO), what is the definition of 'market value' (рыночная стоимость)?
A.The most probable price on an open, competitive market when the parties act reasonably, are fully informed and are not under duress
B.The historical acquisition cost of the real estate adjusted for cumulative official inflation indices
C.The replacement cost of the physical improvements less accumulated accounting depreciation, excluding land value
D.The highest bid received from a strategic investor during a sealed-bid auction
Explanation: Article 3 of Law No. 135-FZ and general Federal Valuation Standards define market value as the most probable price at which the object of valuation can be alienated on an open market in a competitive environment, where the parties act reasonably, possessing all necessary information, and without any coercive circumstances.
6Under Federal Valuation Standard FSO II ('Types of Value'), what distinguishes 'investment value' (инвестиционная стоимость) from 'market value'?
A.Investment value must always exceed market value by at least the central bank key refinancing rate
B.It is value to a particular investor under that investor's own goals, rather than to typical market participants
C.Investment value applies only to state-owned land plots leased for infrastructure development
D.Investment value is the price at which the property would sell to typical buyers after a normal exposure period on the open market
Explanation: FSO II establishes that investment value is the value of an object of valuation for a specific person or group of persons based on their specific investment goals, criteria, and synergies, whereas market value reflects the perspective of typical market participants.
7Under Federal Valuation Standards, what are the three universally recognized valuation approaches that an appraiser must consider?
A.Direct sales, indexation and liquidation approaches
B.Cadastral, mortgage and accounting approaches
C.Comparative, income and cost approaches
D.Historical cost, replacement and auction approaches
Explanation: General Federal Valuation Standards establish three fundamental approaches to valuation: the comparative approach, the income approach, and the cost approach. An appraiser must analyze the applicability of all three approaches and justify the refusal to use any of them in the report.
8What requirement is imposed by FSO when an appraiser decides not to apply one or two of the standard valuation approaches?
A.Replace the omitted approach with the cadastral value of the object taken from the Unified State Register of Real Estate (ЕГРН)
B.Obtain the customer's written consent to the omission and attach it to the report instead of any analysis
C.Apply the omitted approach anyway and give it a zero weight in the reconciliation without comment
D.Provide a reasoned justification in the appraisal report explaining why the approach is not applied
Explanation: Federal Valuation Standard FSO V lets the appraiser choose the approaches and methods, but requires the report to justify the choice and to explain why an approach that was considered is not applied. Neither the customer's consent nor a cadastral figure substitutes for that reasoning.
9In real estate valuation, which principle is the core assumption of the comparative (sales comparison) approach (сравнительный подход)?
A.A prudent buyer will pay no more for a property than the cost of acquiring an equally desirable substitute property on the open market
B.The value of real estate equals the present value of the future income it is expected to generate for a typical investor over its remaining life
C.The value of improvements is strictly determined by the cost of newly manufacturing the materials at current prices
D.Land value must be derived by deducting the depreciated cost of improvements from the sale price
Explanation: The comparative approach relies on the principle of substitution (принцип замещения): an informed purchaser will pay no more for real property than the acquisition price of an alternative property with equivalent utility, location, and characteristics.
10When applying the sales comparison method, in what sequence are adjustments (последовательность внесения корректировок) usually applied in standard valuation methodology?
A.Physical characteristics, location, financing terms, market conditions, and property rights transferred
B.Transaction adjustments first (rights, financing, conditions of sale, market conditions), then location and physical characteristics
C.Location, land area, inflation rate, zoning restrictions, and seller bargaining discount
D.Arbitrary sequence, provided all percentage and monetary adjustments are summed simultaneously
Explanation: Standard appraisal methodology applies the transaction-related adjustments first (property rights transferred, financing terms, conditions of sale or bargaining, expenditures immediately after purchase, market conditions at the date of sale) and only then the property-specific adjustments (location, physical and economic characteristics). The order matters because percentage adjustments are applied to a price that has already been brought to market terms. FSO V requires the adjustments to be justified but does not itself list this order.
