1Two cars reach an uncontrolled intersection of streets of equal priority. Neither is turning and no exception applies. Which car has priority under Paraguay's general crossing rule?
A.The car approaching from the left
B.The car approaching from the right
C.The car on the wider street, even if both streets have equal priority
D.The car whose driver signals first
Explanation: Article 59 of Ley 5016/2014 requires a driver to yield to a vehicle approaching from the right, subject to the listed exceptions. Equal-priority streets and the absence of signs or other exceptions make that general rule applicable here.
2A car emerges from a dirt road onto a paved road, approaching from the right of a car already on the paved road. No signs or other exceptions apply. Which driver must yield?
A.The driver emerging from the dirt road
B.The driver on the paved road because the other car is on the right
C.Whichever driver intends to continue straight
D.Whichever driver has traveled farther before the intersection
Explanation: Article 59 makes emerging from a dirt road onto a paved road an exception to right-hand priority. The driver on the dirt road must yield rather than rely on approaching from the right. The statute's wording should not be extended automatically to every other road-surface pairing.
3You are about to enter a rotonda. A vehicle is circulating inside it, and no sign changes the normal priority. What should you do?
A.Enter first because you approach from the circulating driver's right
B.Yield to the circulating vehicle before entering
C.Enter first if your approach road is an avenue
D.Require the circulating vehicle to stop at each entry
Explanation: Article 61 gives a vehicle circulating in a rotonda priority over one attempting to enter, unless signs provide otherwise. It also requires circulating traffic to yield to vehicles exiting. Entering priority does not authorize abrupt lane changes or disregard of an exit movement.
4An ambulance on an emergency mission approaches with its emergency lights and siren operating. Which response meets your duty as another road user?
A.Keep your lane because the ambulance must find a gap
B.Stop immediately in your lane even if that blocks its passage
C.Follow closely behind it to pass the congestion
D.Safely clear its path, moving toward the right and stopping where required
Explanation: Article 89 and its regulation require other road users to facilitate an emergency vehicle's advance and prohibit following it. Move toward the right safely and stop for its passage where required; on highways, stopping is unnecessary if the relevant lane remains clear. Avoid creating another hazard while yielding.
5Which distinction between calzada and banquina is correct under Paraguay's traffic definitions?
A.Calzada is the roadway for vehicles; banquina is the adjoining shoulder used for emergency stops and certain other permitted uses
B.Calzada is the roadway for vehicles; banquina is an extra lane for ordinary overtaking
C.Calzada is always asphalt; banquina is any unpaved vehicle lane
D.Calzada includes every part of the public road; banquina means only its drainage ditch
Explanation: Article 21 defines calzada as the part of the public road intended for vehicle circulation. Banquina is the area adjoining a paved carriageway, intended for emergency stops and for pedestrians or bicycles where no special space exists. The distinction concerns function and position, not simply paving material.
6A competent traffic officer directs you to stop, although the traffic light facing you is green. Which instruction governs?
A.The green light because it is electrically controlled
B.The general priority-to-the-right rule
C.The fixed road sign nearest your vehicle
D.The officer's direction to stop
Explanation: Article 54 places directions from the competent authorities ahead of traffic signs and general legal rules. Article 37 also recognizes an officer's instruction as an exception to following a sign or signal. Stop as directed while maintaining control of the vehicle.
7Before beginning a lawful overtake to the left on a two-way road, which check is required?
A.Check only that the vehicle ahead is slower than yours
B.Check that the vehicle ahead has moved onto the shoulder
C.Check only that your left indicator is flashing
D.Check that the left side is clear for a sufficient distance and that nobody behind is already overtaking you
Explanation: Article 60 requires sufficient clear distance on the left and a check that a following driver is not already overtaking. The driver must also have adequate visibility and comply with signs, markings, and location restrictions. An indicator communicates the maneuver but does not make it safe or lawful by itself.
8A vehicle ahead signals a left turn, leaving space on its right. You propose to overtake it on that side. What does Article 60(i) of Ley 5016/2014 require for overtaking on the right?
A.Authorization and accompaniment by a competent official
B.Only the preceding driver's left-turn signal
C.Only enough paved space for your vehicle
D.Only a speed below the posted maximum
Explanation: Article 60(i) prohibits overtaking on the right without authorization and accompaniment by a competent official. It does not create an automatic exception merely because the vehicle ahead signals left. Do not import a permissive rule from another country's driving code.
9A slow vehicle is ahead on a two-way road. Which circumstance requires you to abandon a proposed overtake?
A.A sufficiently long, unobstructed straight section with a broken center line
B.An approaching curve or crest that prevents you seeing enough clear road
C.A clear opposing lane with adequate distance and no prohibition
D.The need to signal before moving left
Explanation: Article 60 prohibits starting an overtake with inadequate visibility or when approaching specified hazards such as a curve, bridge, or rise. A broken line alone does not override these restrictions. Wait until both the road rules and the available sight distance permit the maneuver.
10At a marked pedestrian crossing without traffic lights, a pedestrian is lawfully crossing your path. What is your duty?
A.Continue because a vehicle has priority over a pedestrian
B.Pass behind the pedestrian without reducing speed
C.Sound the horn so that the pedestrian stops halfway
D.Yield and stop if necessary to let the pedestrian cross safely
Explanation: Articles 33 and 59 protect a pedestrian lawfully using a crossing and require the driver to yield. Stop if continuing would endanger the pedestrian. At signal-controlled crossings, obey the signals and still allow a pedestrian already crossing to finish.

About the Paraguay Driver Theory Exam

Paraguay's Licencia de Conducir is issued through municipal authorities under Ley 5016/2014, its regulation, amendments, and ANTSV requirements. Theoretical study covers driving, signs, legislation, and accident prevention, with separate basic-mechanics and practical-driving assessments and additional licensing requirements. This independent practice by OpenExamPrep is an English-language MCQ study adaptation containing 60 questions. It is not an official translation or a simulation of the official assessment format or language environment, and it does not substitute for practical driving, mechanics, or first-aid training. Spanish is evidenced by OPACI's official study simulator; confirm any other permitted assessment languages locally. The law's Spanish and/or Guaraní literacy provision does not by itself prove Guaraní test availability.

Paraguay Driver Theory: Suggested Study Strategy

1Read the current law and regulation together. Article 59 covers crossing priority, Article 60 overtaking, Article 61 turns and roundabouts, and Article 62 traffic signals.
2Practice recognizing the Spanish commands PARE and CEDA EL PASO. Preserve their meanings while studying the English explanations.
3Use OPACI's Spanish study simulator to encounter official local terminology, and ask the municipality about the actual examination procedure.
4Separate urban municipal street limits from Article 69's rural and urban route limits, vehicle-class restrictions, and school-entry and exit rules.
5Distinguish breath alcohol in mg/L CAAL from blood alcohol in g/L CAS. Sanction bands are not permission to consume alcohol before driving.
6Study Article 58 occupant protection and emergency equipment, Article 65 lighting, Article 66 vehicle defects and distractions, and Article 76 motorcycle protection.
7Learn PAS: Proteger, Avisar, Socorrer. Protect the scene, call SEME on 141, and follow professional instructions; complete practical first-aid training.

Frequently Asked Questions

Who administers the licensing assessments?

The issuing municipal traffic directorate administers licensing under ANTSV requirements. OPACI supports municipal licensing and publishes a study simulator. Contact the issuing municipality to arrange the assessments for your category.

Is the official assessment an English multiple-choice test?

OPACI's official knowledge-study simulator uses Spanish multiple-choice questions. The national licensing law also requires theoretical-practical mechanics and practical driving. No official English sitting was verified. This bank is an English-language MCQ study adaptation, not an official translation, format simulation, or substitute for hands-on practice. Confirm local delivery languages before applying.

What are the official question count, duration, pass mark, fee, and retake interval?

No verified nationwide numerical values are quoted here. Ask the issuing municipality for its current test procedure, pass criteria, scheduling, retake rules, and fee ordinance. The 60 questions in this bank and the 20-question OPACI simulator setting are practice counts, not a claim about your official test.

What else is required besides theoretical road knowledge?

Article 25 includes a health declaration, psychophysical examination, theoretical-practical basic mechanics, practical driving, first-aid knowledge certification, blood-group information, and licensing-background checks. Resolución ANTSV 189/2025 provides an accepted driving-school certification route for the practical requirement. The ordinary Particular minimum age is 18. Bring the documents and training evidence your municipality currently requires.

Does the separate virtual first-aid certification have published test requirements?

Yes. Resolución ANTSV 189/2025, Annex XI, section 14 specifies multiple-choice assessment with at least 70%, a maximum of 30 minutes, and two consecutive attempts per session. Failing both requires completing the training again. These are the virtual first-aid certificate's rules, not a verified pass mark, duration, or retake rule for the municipal road-theory examination. The certificate may also be obtained through ANTSV-authorized in-person training.

How long can the license remain valid?

Article 24 permits a validity of up to five years. Check the actual expiry date and separate local annual revalidation duties. Asunción's 2026 notice explains that new QR cards do not require the old revalidation sticker, so sticker advice must not be generalized to every current card.

Do the alcohol-sanction bands permit drinking below 0.200 mg/L?

No. Article 66 prohibits driving after consuming alcohol. ANTSV's current breath-alcohol chart classifies 0.001–0.199 mg/L as leve, 0.200–0.250 mg/L as grave, and 0.251–0.399 mg/L as gravísima. Values beyond that administrative band are referred to the Ministerio Público. Unjustified test refusal is separately gravísima under Article 107; it does not establish a measured alcohol value or an automatic conviction.
