1Two cars reach an unmarked intersection at the same time from different roads. There is no sign, signal, or police officer. Under Article 211 of the Executive Regulation, which car enters first?
A.The car that is travelling faster
B.The car on the road that looks wider
C.The car coming from the other driver's right
D.The car coming from the other driver's left
Explanation: Article 211(1)(a) of the Executive Regulation (Cabinet Decision No. 393 of 2005) says that where no priority sign is posted, a driver approaching an intersection must give way to vehicles arriving from the right. Speed and road width play no part in this default rule; a priority sign, a working traffic light, or a police officer overrides it.
2You are approaching an intersection with no priority signs and want to turn left. Under Article 211(1)(b), to whom must you give way?
A.Vehicles coming from your right and vehicles coming from the opposite direction
B.Only vehicles coming from the opposite direction that are also turning left
C.Only vehicles coming from your left, because they are closer to your path
D.No one, because a left-turning car already inside the junction has priority
Explanation: Article 211(1)(b) requires a driver who is approaching or already inside an intersection and intends to turn left to give way to vehicles coming from the right and from the opposite direction. A left turn crosses the path of oncoming traffic, so wait until it is clear and also watch for pedestrians on the road you are entering.
3Under the Palestinian speed table (Executive Regulation, Article 203), what is the maximum speed for a private car inside city limits when no speed sign is posted?
A.25 km/h
B.40 km/h
C.50 km/h
D.60 km/h
Explanation: Table No. 1 under Article 203 sets 50 km/h inside city limits, 80 km/h outside city limits, and 110 km/h on an expressway for motor vehicles not listed separately (heavy trucks, buses, small motorcycles, and slow vehicles have their own rows). A posted speed sign replaces the default until a cancelling sign or the nearest intersection (Traffic Law No. 5 of 2000, Article 50).
4Outside city limits, on an ordinary road that is not an expressway, what is the default maximum speed for a private car?
A.70 km/h
B.80 km/h
C.90 km/h
D.100 km/h
Explanation: Under Article 203 Table No. 1, motor vehicles not listed in items 2 to 6 may drive at up to 80 km/h outside city limits. Buses and heavy trucks share the same 80 km/h figure outside cities; the categories differ only on expressways.
5You are driving a private car on a four-lane road outside city limits with a central dividing island. There is no speed sign and no sign marking the road as an expressway. What is your maximum speed?
A.80 km/h
B.90 km/h
C.100 km/h
D.110 km/h
Explanation: Traffic Law No. 5 of 2000 defines an expressway (طريق سريع) as an out-of-city road with separated directions, at least two lanes each way, no access from adjacent property, no level junctions or railway crossings, and a sign at its entrance marking it as an expressway. Without that entrance sign the road is an ordinary out-of-city road, so Article 203 gives 80 km/h; the Palestinian table has no separate tier for divided roads.
6What is the default maximum speed for a private car on a road signed as an expressway (طريق سريع)?
A.80 km/h
B.90 km/h
C.100 km/h
D.110 km/h
Explanation: Article 203 Table No. 1 allows motor vehicles not listed separately, including private cars, up to 110 km/h on an expressway. Lower expressway limits apply to buses carrying more than 12 passengers (100 km/h) and commercial vehicles over 12,000 kg (90 km/h). Stopping or parking on an expressway is banned unless a sign allows it (Article 215(2)).
7A roundabout entry has a Give Way sign. A car already circulating is about to pass your entry point. What should you do?
A.Enter first, because you are arriving from the circulating car's right
B.Enter alongside it, because the roundabout has more than one lane
C.Wait and let the circulating car pass, then enter when there is a safe gap
D.Sound the horn so the circulating driver knows you are entering
Explanation: Article 211(3) requires a driver approaching a junction with a Give Way sign to slow down and, if necessary, stop to give priority to traffic on the crossing road. At a signed roundabout entry, that crossing traffic is the vehicle already circulating, so you wait for a safe gap before entering.
8A uniformed police officer at a junction signals you to proceed while your traffic light shows red. What must you do?
A.Follow the officer's signal and proceed carefully
B.Stay stopped until your light turns green
C.Stop and sound the horn to query the officer
D.Proceed only if you are turning right
Explanation: Article 173(1) of the Executive Regulation requires road users to obey instructions from a police officer in uniform even when those instructions conflict with the law, the regulation, or posted signs and signals. The officer's signal therefore overrides the red light, though you still proceed with care.
9An intersection has a working traffic light and, on the same approach, a Give Way sign. Which one must you follow?
A.The Give Way sign, because fixed signs always override signals
B.The traffic light, unless it is showing flashing yellow
C.Whichever instruction is more restrictive at that moment
D.Either one, at the driver's discretion
Explanation: Article 173(2) states that a traffic-light signal, except flashing yellow, prevails over any other sign that grants priority. When the light is flashing yellow or switched off, the priority signs on the approach, and otherwise the general priority rules, decide who goes first.
10Your traffic light is flashing yellow as you approach an intersection. What does Article 211(5) require?
A.Stop completely at the stop line every time, as at a Stop sign
B.Continue at your normal speed, because a flashing light means the junction is unregulated
C.Treat the junction as closed to traffic and turn back to find another route
D.Slow down and stop if needed, giving way under the normal priority rules
Explanation: Under Article 211(5), when the signal shows flashing yellow the driver must slow down and stop if necessary to give priority to pedestrians and to every vehicle approaching the intersection, then act under the general priority rules in Article 211(1). Article 173(2) also states that flashing yellow does not override priority signs.

About the Palestine Driving Theory Test Exam

The Palestine Driving Theory Examination (فحص السياقة النظري, widely called التؤوريا / Tawriya) is the computer-based theory test that the Licensing Authority of the Ministry of Transport and Communications gives before practical driving training. It is governed by Traffic Law No. 5 of 2000 and its Executive Regulation (Cabinet Decision No. 393 of 2005, as amended). Candidates answer multiple-choice questions on traffic rules, road signs, safe driving, and vehicle knowledge; Palestinian driving schools report 30 questions with 25 correct answers needed to pass, figures the Ministry's service guide does not publish. This is independent Palestine Driving Theory practice by OpenExamPrep: a 100-question English-language MCQ study adaptation, not the Ministry's Arabic question pool, an official translation, or a simulation of the official test.

Palestine Driving Theory Test: Suggested Study Strategy

1Memorize the private-car speed table: 50 km/h in cities, 80 km/h outside cities, 110 km/h only on a road signed as an expressway, and 25 km/h on a mixed street.
2Learn the order of control: a uniformed police officer overrides everything; a working traffic light (not flashing yellow) overrides priority signs; signs override the default give-way-to-the-right rule.
3Distinguish sign families: red-bordered triangles warn, red-bordered circles prohibit, and blue circles order; the roundabout sign (ب-48) means give way to traffic already circulating.
4Practise the numbers: reaction distance is speed in km/h divided by 3.6 for each second of reaction, and braking distance roughly quadruples when speed doubles.
5Know the stopping and parking distances in Article 216: 12 m before an intersection, a pedestrian crossing, or a stop line, and 20 m before and after a railway crossing or an unmarked bus-stop sign.
6A warning triangle must be visible from at least 100 m behind a broken-down car; at night outside cities, also switch on all the direction indicators.

Frequently Asked Questions

What is the format and passing score for the Palestine driving theory test?

The government service guide says the theory test is taken on a computer, the result appears as soon as the candidate finishes, and candidates who cannot read take an examiner-assisted oral version. It does not publish the question count, time limit, or pass mark. Palestinian driving schools report 30 multiple-choice questions in about 40 minutes, with 25 correct answers needed to pass a private-car (Category B) test.

What laws govern the theory test in Palestine?

The test is based on Traffic Law No. 5 of 2000 (قانون المرور رقم 5 لسنة 2000) and its Executive Regulation, issued by Cabinet Decision No. 393 of 2005 and later amended. It is administered by the General Directorate of the Licensing Authority (الإدارة العامة لسلطة الترخيص) at the Ministry of Transport and Communications.

What are the default speed limits for a private car in Palestine?

Table No. 1 under Article 203 of the Executive Regulation sets 50 km/h inside city limits, 80 km/h outside city limits, and 110 km/h on a road signed as an expressway, unless a sign posts a different limit. All vehicles are limited to 25 km/h on a mixed street shared with cyclists and pedestrians. There is no separate tier for divided roads that are not signed as expressways.

Who has priority at an intersection with no signs or signals?

Article 211 of the Executive Regulation says that where no priority sign is posted, a driver must give way to vehicles coming from the right. A driver turning left gives way to vehicles from the right and from the opposite direction. A working traffic light (other than flashing yellow) overrides priority signs, and a uniformed police officer overrides both.

How old must I be, and what does a new private-car licence cost?

The government service guide says a private-car (خصوصي, Category B) applicant must have turned 17, and the licence is not issued until age 17.5. The listed fee for a new driving licence is 80 NIS plus a 2 NIS bank commission, paid at the Ministry-approved bank. A candidate who fails the theory test must submit a new application and pay the fee again.

What safety equipment must a private car carry in Palestine?

The Executive Regulation requires every motor vehicle except motorcycles, trailers, and semi-trailers to carry an approved warning triangle (Article 66). After a breakdown it must be placed so approaching drivers can see it from at least 100 metres (Article 215). The fire-extinguisher rule in Article 68 applies to motor vehicles other than private cars, tractors, and motorcycles, so a private car is not required to carry one.

Is this the official question bank or an official translation?

No. The Ministry's curriculum and trial-exam materials are in Arabic, and its service guide does not list other delivery languages. This is independent Palestine Driving Theory practice by OpenExamPrep: an English-language MCQ study adaptation written from the Traffic Law, the Executive Regulation, and the Palestinian sign catalogue to help learners study the rules. It is not an official translation and does not simulate the official test.
