About the KSAP Civil Service Exam Exam

The civil service qualification procedure (postępowanie kwalifikacyjne w służbie cywilnej), often called the exam for appointed civil servants, is run each year by the National School of Public Administration (KSAP) under the Civil Service Act and the Prime Minister's regulation (Dz.U. 2025 poz. 811). It is open to civil service employees with at least three years of civil service work (or two years with the director general's consent), a master's degree, a qualifying foreign language and reserve-soldier status or no defence obligation. Successful candidates can be appointed as civil servants (urzędnicy służby cywilnej), which brings a more stable employment relationship, a rank-based civil service allowance and additional leave. The knowledge test covers six areas: law, public administration, public finance, foreign policy and international organisations, organisation and management, and social and economic affairs.

Assessment

What is the KSAP civil service qualification procedure (postępowanie kwalifikacyjne w służbie cywilnej)?

It is the annual examination, run by the National School of Public Administration (KSAP), that civil service employees take to become appointed civil servants (urzędnicy służby cywilnej). What does appointment (mianowanie) give a civil servant?

Under the Civil Service Act, an appointed civil servant has a more stable employment relationship that ends only on statutory grounds, for example after two consecutive negative periodic appraisals (Article 71). Appointed civil servants hold one of nine civil service ranks with a monthly civil service allowance (Articles 85-86) and receive additional annual leave that rises from 1 day after 5 years of service to a maximum of 12 days (Article 105). They also face stricter duties, such as the ban on party membership (Article 78(5)).
