1Article 2.01 of the Estatuto del CIP defines the legal nature of the Colegio de Ingenieros del Perú. Which description matches it?
A.A decentralized public agency attached to the Ministry of Housing, Construction and Sanitation
B.A private civil association registered in SUNARP that functions as the engineers' trade union
C.An autonomous, non-profit institution with legal personality under domestic public law
D.A specialized body of the university system whose authority derives from SUNEDU
Explanation: Art. 2.01 calls the CIP 'una institución autónoma, sin fines de lucro, con personería jurídica de derecho público interno', created by Ley N° 14086 and modified by Ley N° 24648. It represents the engineering profession in Peru and groups engineers of every specialty. Its abbreviated name is 'CIP'.
2According to Art. 2.01 of the Estatuto, the CIP was created by which law and modified by which later law?
A.Created by Ley N° 14086 and modified by Ley N° 24648
B.Created by Ley N° 16053 and modified by Ley N° 28858
C.Created by Ley N° 24648 and modified by Ley N° 30220
D.Created by Ley N° 28858 and modified by Ley N° 27444
Explanation: Ley N° 14086, promulgated on 8 June 1962, created the CIP. Ley N° 24648 of 20 January 1987 replaced it with the current decentralized structure and fixed 8 June as Día del Ingeniero Peruano. The Estatuto summarizes this as 'creada por Ley N° 14086 y modificada por Ley N° 24648'.
3Which list matches the classes of members set out in Art. 3.03 of the Estatuto del CIP?
A.Ordinarios, Asociados, Correspondientes and Honorarios
B.Titulares, Suplentes, Temporales and Eméritos
C.Ordinarios, Adjuntos, Vitalicios and Eméritos
D.Ordinarios, Vitalicios, Temporales and Honorarios
Explanation: Art. 3.03 recognizes four classes: Ingenieros Ordinarios, Ingenieros Vitalicios, Ingenieros Temporales and Miembros Honorarios. Ordinary registration is unique and permanent, while temporary registration is unique and temporary. Honorary membership is a distinction and does not authorize professional practice.
4Under Art. 3.03(b) of the Estatuto, what makes an Ingeniero Ordinario an Ingeniero Vitalicio?
A.Reaching 70 years of age with at least 25 years of colegiatura
B.Having paid institutional dues for 30 years
C.Completing a full three-year term as Decano Departamental
D.Holding colegiatura for 25 years, whether or not dues were paid
Explanation: Art. 3.03(b) defines Vitalicios as ordinary engineers who 'han aportado sus cuotas institucionales por 30 años'. From then on their habilitación is permanent unless an institutional or judicial sanction applies, and they keep their original registration number. Age 70 appears elsewhere in the Estatuto, for example optional voting, not as a route to Vitalicio status.
5Which statement about Miembros Honorarios is correct under Art. 3.03(d) of the Estatuto?
A.They are chosen by a Consejo Departamental by simple majority and may then sign engineering plans
B.They are foreign engineers with ten years of documented practice abroad who are admitted without any evaluation
C.The Congreso Nacional designates them by at least a two-thirds vote, and the title does not authorize practice
D.They are Vitalicio engineers who stopped paying dues after completing 30 years of contributions
Explanation: Honorary members are persons, Peruvian or foreign, who earn the distinction for special merits or acts that warrant the CIP's gratitude. The Congreso Nacional de Consejos Departamentales decides on the Consejo Nacional's proposal, with at least two-thirds of the Congress voting in favor. Art. 3.03(d) states that the designation does not authorize practising as an engineer.
6Under Art. 3.02 of the Estatuto, what is required to exercise the profession of engineer in Peru?
A.Being an Ordinary, Vitalicio or Temporary member and being habilitado
B.Holding a SUNEDU-registered bachelor's degree in any engineering specialty
C.Being any class of CIP member, including an Honorary member
D.Passing a national licensing exam administered by the Ministry of Education
Explanation: Art. 3.02 requires being a Miembro Ordinario, Vitalicio or Temporal and 'encontrarse habilitado'. Colegiatura alone is not enough: a member who loses habilitación, for example through dues arrears, cannot practise. Honorary membership never authorizes practice.
7Which situation causes inhabilitación under Art. 3.10 of the Estatuto del CIP?
A.Owing a single month of ordinary dues to the Consejo Departamental
B.Moving to a new employer within the same department
C.Studying a postgraduate degree abroad for one academic year
D.Owing more than three months of ordinary dues (cuotas ordinarias)
Explanation: Art. 3.10 lists four grounds: a disciplinary sanction for the period ordered, a final conviction for an intentional crime related to professional practice, owing more than three months of ordinary dues, and owing the fine for not voting in CIP elections (except Vitalicios). An inhabilitado member cannot obtain a Certificado de Habilidad or practise until the cause ends.
8An Ordinary member with 12 years of colegiatura did not vote in the CIP Elecciones Generales and has not paid the resulting fine. What follows under the Estatuto?
A.Nothing, because voting in CIP elections is optional for every member
B.The member is inhabilitado while the fine remains unpaid
C.The Tribunal Nacional de Ética must expel the member for a very serious fault
D.The member permanently loses the right to vote in later elections
Explanation: Art. 7.12 makes CIP voting compulsory, direct, personal and secret, and not voting carries a fine set by the Comisión Electoral Nacional. Under Art. 3.10(d), owing that fine causes inhabilitación, except for Vitalicio engineers. Art. 7.18 makes voting optional only for Vitalicios and members over 70.
9Art. 3.11 of the Estatuto issues habilidad certificates in three types. Which one is used to sign public works contracts or for residency (residencia de obra)?
A.Tipo A (Certificado de Habilidad)
B.Tipo C (Certificado de Habilidad por Proyecto)
C.Tipo B (Certificado de Habilidad para Firma de Contrato)
D.Constancia de Inscripción issued by the CIP Secretaría Nacional
Explanation: Type B is used to sign public works contracts. The engineer must submit a copy of the award (Buena Pro) and be current with dues including the month of the request, and the certificate's value depends on the amount of the works. Type A simply certifies habilitación, and type C is used for municipal project licences.
10Which group does Art. 3.09 of the Estatuto expressly list as habilitados for professional practice?
A.Vitalicio engineers, plus Ordinary and Temporary engineers current with their contributions
B.Any member holding a valid CIP carné, even with ordinary dues more than three months overdue
C.Honorary members designated by the Congreso Nacional de Consejos Departamentales
D.Only members with at least five years of colegiatura and no pending complaints
Explanation: Art. 3.09 lists as habilitados the ordinary and temporary engineers who meet their institutional contributions and the Vitalicio engineers. It also lists voters in the CIP Elecciones Generales where applicable and those who complete the minimum training hours set by regulation. Vitalicio status gives permanent habilitación unless a sanction applies.

CIP Examen de Colegiación: Suggested Study Strategy

1Learn the four órganos de gobierno in Art. 4.01: the CNCD (supreme), the Consejo Nacional (executive), and the Asambleas and Consejos Departamentales.
2Memorize the member classes in Art. 3.03: Ordinario, Vitalicio (30 years of dues), Temporal and Honorario, which does not authorize practice.
3Know the inhabilitación grounds in Art. 3.10, especially owing more than three months of ordinary dues and an unpaid voting fine.
4Learn the sanction scale: amonestación escrita; suspension of 3 months to 1 year (leve); more than 1 up to 3 years (grave); separación definitiva (muy grave); economic sanction (Tribunal Ad Hoc).
5Know who decides what: the TDE receives complaints and issues reprimands, the TNE resolves suspensions and expulsions within 45 calendar days, and the CNCD hears revisión of expulsions.
6Study from the current texts, the 2018 Código de Ética and the Estatuto amended in 2023; material describing a Fiscalía Deontológica is out of date.
7Review Ley N° 28858 and D.S. N° 016-2008-VIVIENDA: colegiatura, habilitación, the Certificado de Habilidad, the seal and the UIT fine table.

Frequently Asked Questions

What does the CIP colegiación evaluation cover?

Art. 3.07 of the Estatuto and Art. 23 of the Reglamento de Colegiación require passing the evaluation of the CIP's normas institucionales y deontológicas, in practice the Estatuto del CIP and the Código de Ética. CIP Arequipa describes its virtual evaluation in exactly those terms. Where applicable, applicants may also be evaluated on Peruvian engineering norms in their specialty.

How many questions are there, how long is it, and what is the pass mark?

The CIP does not publish a national question count, time limit or pass mark. Each Consejo Departamental's Comisión de Colegiación administers and grades the evaluation, so check the current format with your council. Unofficial uploads of past questionnaires vary in length and are not official specifications.

How much does CIP colegiación cost?

No separate exam fee is published; applicants pay their council's derecho de colegiatura. The CIP colegiación portal lists S/ 1,432 for colegiación ordinaria at CD Lima and amounts from S/ 910 (Tumbes) upward at other councils, subject to change. Monthly dues then apply to stay habilitado.

What happens if I do not pass the evaluation?

Under Art. 9 of the Reglamento de Colegiación, the council reports the result to the Consejo Nacional, and the applicant must clear the observations at the same Consejo Departamental. The Consejo Nacional informs the other councils so that they do not accept the application elsewhere.

What language is the evaluation in, and is this practice official?

The CIP's norms and the evaluation are in Spanish, and temporary applicants must show they can communicate in Spanish. This page is an independent English-language MCQ study adaptation by OpenExamPrep. It keeps official Spanish terms but is not an official translation, a CIP-approved test or a simulation of any council's evaluation.

Is colegiación required to practise engineering in Peru?

Yes. Ley N° 28858 requires anyone doing engineering work, including teaching engineering, to hold an academic degree and professional title, be colegiado and be habilitado by the CIP. Art. 1.05 of the Estatuto states the same, and employers must require the Certificado de Habilidad issued by the engineer's Consejo Departamental (D.S. N° 016-2008-VIVIENDA).

Are older study guides that mention the Fiscalía Deontológica still valid?

No. The Código de Ética (2018 revision) and the Estatuto as amended through June 2023 replaced the earlier deontological regime. Today the Tribunales Departamentales de Ética, the Tribunal Nacional de Ética and the Tribunal Ad Hoc Profesional handle discipline, and suspensions run from three months to one year (leve) or more than one up to three years (grave).
