1Which authority regulates and supervises the Sistema de Ahorro para el Retiro, including the AFOREs and the investment regime of the SIEFOREs?
A.Comisión Nacional Bancaria y de Valores (CNBV)
B.Comisión Nacional de Seguros y Fianzas (CNSF)
C.Comisión Nacional del Sistema de Ahorro para el Retiro (CONSAR)
D.Comisión Nacional para la Protección y Defensa de los Usuarios de Servicios Financieros (CONDUSEF)
Explanation: CONSAR coordinates, regulates and supervises the SAR. Under LSAR Article 43, it sets the SIEFOREs' investment regime through general rules, after hearing Banco de México, the CNBV and the Comité Consultivo y de Vigilancia.
2Which authority keeps the Registro Nacional de Valores (RNV), where securities must be registered before a public offering in Mexico?
A.Comisión Nacional Bancaria y de Valores (CNBV)
B.Banco de México
C.Secretaría de Hacienda y Crédito Público (SHCP)
D.The Bolsa Mexicana de Valores
Explanation: The CNBV supervises the securities market and keeps the RNV. Registration in the RNV is required before securities can be offered publicly and then listed on an exchange such as the BMV or BIVA.
3What is the main function of the Instituto para la Protección al Ahorro Bancario (IPAB)?
A.To regulate the investment regime of the SIEFOREs
B.To set the monetary policy rate for the economy
C.To supervise insurance and surety companies
D.To insure bank deposits and resolve failing banks
Explanation: The IPAB runs Mexico's bank deposit-insurance system. It protects covered deposits up to 400,000 UDIs per person per bank and handles the resolution of troubled banks. It also issues its own debt (BPAs) to manage its liabilities.
4What role does S.D. Indeval play in the Mexican securities market?
A.It is the stock exchange where buy and sell orders are matched
B.It is the central securities depository for custody and settlement
C.It is a credit rating agency that rates issuers and their debt
D.It is the self-regulatory association of brokerage firms
Explanation: Indeval is the institución para el depósito de valores. Securities are dematerialized and held there, and transfers and settlement between participants' accounts are made by book entry.
5What is the main purpose of a central counterparty (contraparte central de valores) in exchange-traded equity settlement?
A.To guarantee a minimum investment return to every investor
B.To set the listing and disclosure requirements for issuers
C.To stand between buyer and seller, reducing counterparty risk
D.To value SIEFORE portfolios daily with independent prices
Explanation: A central counterparty becomes the buyer to every seller and the seller to every buyer. It manages risk through margins and default funds, so participants are exposed to the central counterparty rather than to each other.
6What do proveedores de precios (price vendors) supply to Mexican financial institutions?
A.Independent daily prices and curves for valuing holdings
B.Credit ratings on issuers and their debt securities
C.Execution of client buy and sell orders on the exchange
D.Safekeeping and custody of dematerialized securities
Explanation: Price vendors calculate and publish independent daily prices, curves and valuation inputs. Institutions such as SIEFOREs and investment funds use them to value their holdings consistently, which matters especially for less liquid instruments.
7What does the best-execution duty (deber de mejor ejecución) require of a securities intermediary handling client orders?
A.To execute client orders only at the day's official closing price
B.To route all orders to the venue that pays the firm the highest rebate
C.To give priority to the firm's own proprietary orders over clients' orders
D.To seek the best terms reasonably available for the client's order
Explanation: Best execution requires intermediaries to seek the most favourable overall outcome for the client, considering price, costs, speed and likelihood of execution. The Código de Ética Profesional de la Comunidad Bursátil similarly requires executing client instructions in the best market conditions and with equal treatment.
8In the Mexican securities market, what is información privilegiada?
A.Any analysis a broker prepares from an issuer's public financial statements
B.Undisclosed relevant information about an issuer that could move its price
C.Historical prices and volumes published by the stock exchange
D.A bond rating assigned by a rating agency, once it has been published
Explanation: Inside information concerns relevant events that have not been disclosed to the public and that could affect the price of an issuer's securities. The Ley del Mercado de Valores prohibits trading on it or passing it on, and principle 7 of the Código de Ética de la Comunidad Bursátil forbids using or disclosing it.
9What is the difference between an AFORE and a SIEFORE?
A.They are two names for the same legal entity
B.A SIEFORE administers the accounts, and an AFORE invests the resources
C.The AFORE runs the accounts; the SIEFORE invests the savings
D.An AFORE is a government agency, and a SIEFORE is a commercial bank
Explanation: AFOREs are private administrators that manage individual retirement accounts and operate the SIEFOREs. SIEFOREs are specialized investment companies whose assets are workers' savings, invested under CONSAR's investment regime.
10How are the basic SIEFOREs now organized?
A.As generational funds by five-year birth cohort
B.As a single fund common to all workers of every age
C.By the state where the worker lives and contributes
D.By the worker's salary band registered with the IMSS
Explanation: Since the 2019 transition, CONSAR has used generational (target-date) SIEFOREs. They run from the SIEFORE Básica Inicial for the youngest workers to the SIEFORE Básica de Pensiones, each tied to a five-year birth cohort such as SB 90-94. Each follows a glide path that reduces risk as the cohort approaches retirement, and CONSAR adds new cohort funds over time, for example SB 95-99.
